Ministry to come out with paper on debt market to fund telecom sector

[Details] The Union finance ministry will soon prepare a discussion paper on the development of a long-term debt market for funding telecom infrastructure. The strategy behind preparing this paper will be to elicit opinions from financial institutions and other key departments on the subject.
