Dilemma of IPPs and solutions

[Details] A debate is going on in the country whether to allow naphtha for short gestation liquid fuel power projects or limit such projects for the overall supply of not more than 10 million tonnes of naphtha. Then comes the dilemma -- whether naphtha be sourced locally or through imports. This is strange, since it is upto the independent power producers (IPPs) to source their fuel. Whether the fuel is imported or indigenous is immaterial.
