Electricite de France unveils mega plans for domestic segment

MUMBAI, Jan 28: Electricite de France (EDF) has ambitious plans to establish itself as a major power company in India. The company is exploring business possibilities in all areas related to power--from generation and transmission to distribution. Apart from these, the company plans to throw its hat in the ring for revamping old power plants.

"We have a proven record in undertaking various projects related to the power industry worldwide and would like to participate in the development of this sector here as well," EDF senior project manager (international division) Denis Gaillet told The Financial Express.

According to him, there has been a general consensus in the country with regard to inviting private and foreign companies to participate in the growth of industry. This is a clear indication that there will be more scope for business opportunities for local and foreign players in manufacturing/services, Gaillet said. The ongoing restructuring of some state electricity boards also offers newopportunities, he added. "EDF has taken the initiative to compete in all power-related businesses, including generation, transmission and distribution," he added. The company's expertise in both technical and managerial areas could be useful in meeting development challenges in India, Gaillet said.

"We are competing for an electricity transmission and distribution project in Orissa," said EDF vice-president, Asia (international division) Jean-Pierre Serusclat. Orissa, which has taken a lead in implementing reform process in the state electricity board, has invited global tenders to compete in setting up a joint venture company for transmission and distribution work.

Orissa's invitation has generated a positive response from both domestic and overseas companies as the state has decided to offer a 51 per cent stake to a private party, he said. "In this business it is important to have greater management control," he added

As regards generation, EDF has already tied up with Ispat Industries for setting upa 1,084 mw power plant at Bhadravati in Maharashtra. The project is being jointly developed by Ispat Industries, EDF and GEC Alsthom. It is one of the first eight fast-track power projects in the final stages of negotiations. Renovation and maintenance of old power plants is another area which the French company is examining carefully. Though the centre has approved private companies' participation for such business, states have yet to finalise guidelines for such participation and announce tenders for these projects.

To increase power generation by improving efficiency of existing power plants is not only economical, but is also faster than setting up a new unit, said Serusclat. EDF's focus on India reflects its plan to consolidate its presence in the international market, he said.
