Centre imposes anti-dumping duty on 5 categories of catalysts from Denmark

NEW DELHI, February 4: The Centre has imposed the "final" anti-dumping duties on five categories of catalysts originating in or exported by Denmark.

According to a gazette notification issued on Monday, the duties have been levied under schedule I to chapter 38 and chapter 98 of the Customs Tariff Act, and are effective June 20, 1997, the date from which provisional andi-dumping duties on the product have been recommended by the designated authority, headed by additional secretary, commerce, Rathi Vinay Jha, to probe dumping cases.

The categories mentioned are: hydro sulphurisation catalysts Rs. 36.23 a litre (chapter 38) and Rs. 121.59 a litre (chapter 98); high temperature shift catalysts Rs. 25.64 a litre (chapter 38) and Rs. 87.98 a litre (chapter 98); low temperature shift catalysts (LTF) Rs. 52.61 a litre (chapter 38) and Rs 117.50 a litre (chapter 98), secondary refining catallysts (SR) nil (chapter 38) and Rs. 266.49 a litre (chapter 98); and methanation catalysts Rs. 215.46 (under both thechapters). There will be no anti-dumping duty on zinc oxide catalysts imported from Denmark. These duties will be over and above the normal customs applicable. In imposing the duties, the finance ministry, on the basis of the findings of the designated authority, had "sufficient prima-facie evidence that the the export price of catalysts had been lower than the normal value and was being dumped by Denmark which had caused material injury to the domestic industry."

The domestic manufacturers who will benefit from the imposition include United Catalysts and Projects Development India Ltd.

Several developed countries have also initiated investigations against Indian products in 14 cases and also imposed anti-dumping duties on them.

The US, European Union, Canada, Brazil, South Africa and Indonesia have imposed the levies, say official sources. Of the 14 cases, anti-dumping duties have been levied by EU on polythylene/polypropylene woven sacks, unbleached cotton fabrics, synthetic fibre ropes, bed linen,potassium permangante, stainless steel wire rods, stainless steel flanges and sulphurdyes (negative injury). Stainless bars by the US, on single-speed free wheels and bicycle tyres by Brazil, on pharmaceutical drugs by South Africa and by Indonesia on hot rolled coils/plates.

India has so far initiated investigations in more than 39 cases. These include levy of final anti-dumping duties on some items and recommendations for provisional duties on others and cases under investigation for provisional duties.

China: Potassium permanganate, isobutyl benzene 3,4,5 trimethoxy trimethoxy benldehyde (TMBA), theophylline caffeine, sodium ferro-cyanide, dead burnt magnesite, 8-hydroxyquinoline, graphite electrodes, vitamin-c, magnesium
Brazil: PVC resin, bisphenol-A
Mexico: PVC resin
South Korea: PVC resin, acrilonitrite butadiene rubber;acrylic fibre and PTA
Indonesia: PTA
Japan: Bisphenol, acrylonitrile butadiene rubber and vitamin-C
Russia: Bisphenol-A, low carbon ferro chrome and newsprint
Kazakhstan: Low carbon ferro chrome
US: Bisphenol-A, low carbon ferro fibre, newsprint and graphite electrodes; Germany: Acrylonitrile butadiene rubber
Spain, Italy, Belgium and Austria: Graphite electrodes.
