MUMBAI, February 6: The management of Rashtriya Chemicals & Fertilisers (RCF) has been served with a legal notice by its officers' association for not complying with the Mumbai high court order on matters relating to promotions.The order, issued on November 17, 1997, had clearly stated that the corporation must adhere to its own recruitment policy of promoting managers from within the organisation before placing advertisements in the newspapers.
The company had inserted advertisements in the national dailies between June 21 and 27, 1997, inviting applications for filling managerial positions in personnel, public relations, finance, industrial and systems, both at Thal and Trombay. The response was overwhelming with the corporation receiving 8,000 applications.
"We are against this recruitment policy," says the RCF Officers Association general secretary KR Surve. According to him, the management says it has an excess staff of over 30 per cent, but gives advertisements for fresh recruitments. Ideally,they should have promoted officers internally, feels Surve.
But the RCF additional chief engineer PT Desai defends. ``As per our recruitment guidelines, we used to conduct internal interviews for filling up managerial positions. Only if there are no eligible candidates internally, we resort to external recruitments," he says.
To break the stalemate, the corporation, after a meeting with the officers' association on January 7, has now decided to simultaneously call for interviews of candidates from within the organisation as well as the short-listed applicants.
