  Road to nowhere
The government does not seem to have thought through its move to increase the foreign stake in highway projects to 74% from 51%. These projects are typically on a build-operate-transfer basis, which means that the highway has to be handed back to the government after the contracted period expires. This is also the way in which build-own-operate-transfer projects are structured.
