NEW DELHI, July 24: With virtually no business transacted, the Rajya Sabha was adjourned for the second day today amidst acrimonious scenes as Congress and Bharatiya Janata Party (BJP) members stalled proceedings over the fodder scam in Bihar and police firing on Dalits in Maharashtra. The House was adjourned for the day shortly after lunch by deputy chairperson Najma Heptullah as BJP and Congress members clashed over which of the two issues should be taken up first for discussion. While the BJP and Shiv Sena members were on their feet demanding that the Bihar issue be taken up first, the Congress members wanted the Dalit issue to be discussed. Heptullah then adjourned the House for the day .
