After the selective announcement of the so-called improved Fifth Pay Commission (FPC) award and the defence minister's triumphant press briefing declaring that the three chiefs were satisfied with it, retired and serving officers of the three services gathered at the United Services Institution (USI) to condemn the cheating of the armed forces by the bureaucracy and government.
