WASHINGTON, JUNE 26: The US Supreme Court has struck down a historic law that greatly expanded the President's power to veto individual spending and tax items.The nation's highest court, by a 6-3 vote yesterday, declared unconstitutional the law that gave the President the power to strike certain items without vetoing the entire legislation.
The line-item veto, strongly supported by President Bill Clinton and a number of his predecessors as a powerful budget-cutting tool, was adopted by Congress as part of the Republican Party's ``contract with America.''
Clinton became the first president to use the power after the law took effect in January last year.
