House panel stalls ULCRA Bill
The 45-member Parliamentary Standing Committee on Urban Affairs yesterday snubbed Urban Affairs Minister Ram Jethmalani by rejecting outright his request to clear the Bill repealing the Urban Land Ceiling Regulation Act (ULCRA) at its first meeting.
