Sikh women exempted by Punjab govt
The Punjab government today reiterated that Sikh women were exempted from wearing helmets in the state as per Section 129 of the Motor Vehicle Act, 1988. An official spokesman of the Punjab government said that under the Act, Sikhs wearing turbans had been exempted from wearing helmets while driving two-wheelers.

One dies, 4 hurt in Delhi blast
A woman was killed and four persons injured when a powerful bomb exploded in a bus at the Inter-State Bus Terminus (ISBT) this morning. The condition of one of the injured is stated to be serious. The bomb, kept in the rear of a Haryana Roadways bus, exploded at 11.35 a.m., says a report from New Delhi.

Disarmament not in draft
The tricky issue of disarmament, to which ritualistic obeisance is paid at every SAARC summit, finds no place in the draft declaration of the 10th summit, says a report from Colombo.
