Test ban treaty: Both are willing but...
India is ready to sign the nuclear test ban treaty before the September 1999 deadline contingent on successful conclusion of its talks with the key interlocutors, Prime Minister Atal Behari Vajpayee told the UN General Assembly on Thursday. Speaking in Hindi, Vajpayee guardedly signalled New Delhi's intention to accept the controversial treaty while broadly spelling out India's non-proliferation outlook.
