PUNE, OCT 30: Senior Congress leader and former Lok Sabha Speaker P A Sangma today observed that Maharashtra and Delhi presented a more appropriate case for imposition of President's Rule, if Article 356 was to be exercised in Bihar.Speaking to mediapersons at Lonavla, where he inaugurated a national seminar on library automation, Sangma said that break down of law and order situation cannot be the sole criterion for imposition of President's rule in a state.
``In Maharashtra's capital Mumbai, if the number of murders which have taken place in last three months are to be taken into account, then the case would be of even worse breakdown of law and urder situation as compared to Bihar,'' said Sangma.
In the case of Bihar, he said, the BJP government was trying to impose President's rule citing reasons which had questionable motives.
When asked whether the Congress was against the use of Article 356, Sangma said, ``the Article should be there but it should be used very cautiously under exceptionalcircumstances.''
``It is because of the Article 356 that the problems of Punjab, Nagaland and Jammu and Kashmir have been solved to a large extent,'' he remarked.
Sangma charged the BJP government with lack of consistency in its opinion regarding policy matters. ``Due to lack of governing experience, the BJP was making all sort of blunders with its leaders and ministers contradicting each others' statements,'' he said.
