Suddenly, without any indication, a high-pressure underground water pipeline burst open. The six-feet wall encircling the park meant water accumulated in no time: the children slipped, and went under the water, a senior police officer said. Nisha could not recover; she died at AIIMS a couple of hours later. The others are still admitted in hospital, and the condition of 1-year-old Sagar is said to be critical.
The pipeline belongs to the Delhi Jal Board (DJB) and heads to Sonia Vihar; it feeds south Delhi.
Police officials said fire department and DJB officials rescued the children in a two-hour operation and rushed them to AIIMS. But doctors there said Nisha’s lungs were filled with water when she was brought in and she could not be saved. “A case has been registered against unknown people under IPC Section 304A (causing death due to negligence). Action will be taken after ascertaining the responsibility for the pipeline’s maintenance,” the police officer said.
Police officials said Nisha’s father, Nand Lal, works as a labourer.
DJB spokesperson Sanjam Cheema said the civic agency would conduct its own inquiry into the incident. “There is a large number of unauthorised slums in that area,” Cheema said. “We regularly urge land-owning agencies to not allow occupation in the area as the high-pressure pipeline passes through there.”
