50 pc quota to arhtiyas in plot allotment

Chandigarh, January 8 In a decision perceived as heavily tilted in favour of arhtiyas, the state government yesterday amended rules which will now provide a 50 per cent quota to arhtiyas in allotment of plots in all new agriculture markets (mandis) coming up in the state. A notification to this effect was issued yesterday, said sources. Prior to this, the commission agents enjoyed no such quota in allotment. The remaining 50 per cent of the available plots in new mandis will be auctioned, said sources.

In the amended rules relaxed for arhtiyas, the government has also brought down the price criteria for allotment of the 50 per cent quota plots to commission agents. The eligible arhtiyas will now pay only 5 per cent more than the reserve price fixed by the government. Earlier, the amount was fixed at 35 per cent of the reserve price, sources said.

Senior officials say as many as 18 new agriculture markers (mandis) have been notified. The process of allotment of plots to arhtiyas has been underway for these mandis. However, with the amended rules now in place, a fresh allotment process has been set rolling today, the official said, adding that the amendments followed after a series of meetings held between arhtiya representatives and the government.

Another significant amendment made in the marketing board rules ensures a time-bound process of allotment of plots to eligible applicants in mandis. Unlike a long-drawn process of allotment that prevailed earlier, a 15-day period has now been kept for the process. “We will now issue notice to arhtiyas to apply for plots in new mandis. Based on their eligibility as provided in the rules, they will be allotted plots within 15 days,” a senior official said. From the point of view of the arhtiya, their representatives have been asserting that they would be rendered workless in the absence of a quota since many who have been working for years in the trade may not succeed in the open auction. They had substantiated their claim citing an SC ruling.
