“Khanna had referred to the comparatively lower level of autonomous self compliance of traffic regulations such as maintaining lane discipline, giving right of way and respecting traffic lights in Delhi, as compared to that observed in some metropolitan cities in the South, which is borne out by relevant statistics,” a Raj Bhavan statement said “This in turn leads to the need for more effective police presence and alertness to check violations,” the statement said.
Khanna also observed that an important part of the duties of good citizenship is to maintain a high-level of self discipline and autonomous compliance of the rules and regulations so that all fellow citizens can live in a more orderly, peaceful and secure environment, it said.
The media has “seriously distorted the context and content of a statement” he made at the launch of Delhi Police Motorcycle Traffic Patrol in New Delhi , the statement said.
“In this (North) region, the situation is such that commonly it is a matter of pride to violate the law. The behaviour pattern in South India is such that the people naturally stay within the limits of the law,” he said at the function.
“It is a speciality of North and Western India that the people feel a sense of honour and pride in violating law and boasting that no action has been taken against them,” Khanna said.

After Raj, Delhi's Lt Governor sets off controversy- A comment from a Southie It is absolutely true that North India is more law less. In the South, I have observed better discipline and compliance of law in Tamil Nadu over Karnataka. I am from Karnataka and not ashamed to say that we are worse. Bloody Deve Gowda will ruin Karnataka and make into a wasteland soon Why is so hard to speak the truth.
I fully endorse the views of LG.He was speaking at a function involving Traffic Police.He could not be speaking on foreign policy there.Our people/Media are experts on quoting out of context.Rather than facing the truth leaders wereto PM and opposition asking for resignation.I will not hesitate in blaming certain news channelfor spoiling country's atmosphere.
I think his comments should be taken in the right spirit. Media also should know its responsibility and we all know that now-a-days given the growth of competition, a part of the media tries to sensationalize things to promote its business interests. Mr Khanna himself a northren is right speaking his mind representing the mind of others in the North-Punjab/HR/Pbi-speaking Himachal-that some rules are meant to be ignored-like road rules which gives them a sense of adventure/pleasure,particularly in young age.Otherwise they are very law-abiding which speaks for the low rate of such offences/crime in the region.It should be taken in light spirit. Every body knows Mr Khanna is highly law-abiding
I hope that Mr. Khanna has used some statistics. However, this moderate world turns a liberal view or a blind eye to extremism while takes suffering
Lt Govornor is 100% right. I fully support him. Those who criticising him are the law violators. Politicians are number one law violators, they think they are above law. Then media, they are another group of criminals, who thinks they are above law. In the west, such people would be put behind bars. Why not north Bharatiya people face the truth and correct it? Instead they gone gung-ho.
Breaking traffic laws, not following lane discipline etc are patently Indian characteristics that hold good whether one is in North India or south or east or west. Bangalore is as bad as any other city when it comes to complying with traffic regulations and one just has to visit Bangalore during peak hour traffic to witness this. Not sure what statistics Mr Khanna is using.
i am north indian. mr khanna is right. its true to some extent.not every one but maximum violate the traffic rules/laws

I have seen that the North Indians are the one who violates the law. Tou go any where in the North the people travel on roof tops of the buses and train and cars. They would even dare try to travel on teh top of the plane if it is possible. This is because of the their pride in violating the law, or lack of education. They dont distingusih wha is the difference between the donkey and the buses and train. How can they know the law? Many are drop outs from school and are very illeterate. Government must provide them with better education from very youg. They are also proud of crime.
