Washington, April 18: Taliban and al-Qaeda militants are still freely operating in Pakistan's restive tribal area bordering Afghanistan and the Bush Administration does not have a coherent plan to destroy terrorist safe havens in the region, a US government agency has said.

"The United States has provided Pakistan... more than USD 10.5 billion for military, economic, and development activities. Pakistan's Federally Administered Tribal Areas (FATA), which borders Afghanistan, are vast unpoliced regions attractive to extremists and terrorists seeking a safe haven," the Government Accountability Office (GAO) said.

The report, which was requested by the House Foreign Affairs Committee, said the Bush Administration does not have a coherent plan to destroy terrorist threats and safe havens in the border regions of Pakistan.

It stressed that since 2002, destroying the terrorist threats and eliminating the terrorist safe havens have been key national security goals.

The US, it said, "has not met its national security goals to destroy terrorist threats and close the safe havens in Pakistan's FATA. Since 2002, the US relied principally on the Pakistan military to address US national security goals.

"Of the approximately USD 5.8 billion the United States provided for efforts in the FATA and border region from 2002 through 2007, about 96 per cent reimbursed Pakistan for military operations there," the report said.

Chairman of the House Foreign Affairs Committee Howard Berman said "it is appalling that there is still no comprehensive, interagency strategy concerning this critical region."

"Even after the passage of congressional mandates and the Administration's own directives, we're still wandering around in a metaphorical desert rather than mapping out a coherent plan," Berman said.

"But with new civilian leadership in Pakistan, we have a new opportunity to overcome the current Administration's failures and to work with the Pakistani people to come up with a plan for victory over the extremist elements that threaten Pakistan, Afghanistan, and the rest of the world," the California Congressman said.

The GAO report said al-Qaeda has established a safe haven in Pakistan's tribal areas and regenerated its ability to

attack the US.

"GAO found broad agreement, as documented in the National Intelligence Estimate, State, and embassy documents, as well as defence officials in Pakistan, that al-Qaeda had regenerated its ability to attack the United States and had succeeded in establishing a safe haven in Pakistan's FATA," the report said.

Al Qaeda regenerated by RJ Khurana on 18 Apr 2008

The sponsors of terrorism are now at the receiving end. The Taliban/al Qaeda terrorists once trained, armed, financed, indoctorinated and supported in many other ways by the CIA of the US using the agency of the ISI of Pakistan are now out to destroy not only the Pakistan and the US but pose a serious threat to the rest of the world. The genie refuses to go back to the bottle. They have no one to blame except themseves for al Qaeda's regeration destruction and violence plans.

Reporting terrorism by arun on 18 Apr 2008

What I find most amazing in news reporting in India is that whenever the reporters talk about Islamic terrorism it is iwth awe and fear. Whenever they ralk about Hindu reaction it is with hatred towards socalled saffron lobby. Indians as a nation are thus made to be afraid of and fearful towards Al Qaeda and Taliban terrorists. Non violent as we are we are not motivated by our leadership to become vengeful to destroy eradicate this evil from its roots.

Truly destructive by Shyamal on 18 Apr 2008

Pakistan has been categorized as a terrorist nation and media is advertising it. Pakistan must take some concrete steps to clean its image otherwise this country will be known as a ruined civilization.
