While the starting salary for all officers has been recommended at Rs 25,200 (up from Rs 14-16,000), the Pay Commission has focused on performance-based pay by suggesting 100 per cent hikes in allowances for ‘risks and hardships’ in posting like counter-insurgency operations, Siachen glaciers and high altitude areas.
Consider this, a Lieutenant who joins the Army and is posted at the Siachen glacier will draw Rs 39,200 (up from Rs 21,000-23,000) while his colleague posted in the Kashmir hinterland would get Rs 31,500 (up from Rs 19,000-20,000). Compared to this, the three service chiefs will draw Rs 90,000, a three-fold hike from the Rs 30,000 they were getting earlier.
While exact salaries will depend on factors like years of service, applicable allowances and technical skills, financial experts at the Ministry of Defence say that the in-hand salary would go up by 40 per cent in most cases.
Other perks like flying, field area, submarine duty and counter-insurgency allowances have been suggested to be doubled. However, the Pay Commission has rejected demands of the forces to create new allowances like “hardship allowance, skill allowance, super specialist allowance, assessors allowance, UAV crew skill allowance and service incentive allowance”.
Giving in to a long standing demand of the Armed Forces, the commission has suggested a special Military Service Pay (MSP) to all personnel below the rank of Major General — Rs 6,000 for officers and Rs 1,000 for other ranks — on account of the ‘rigours of military life’. This special allowance is also meant to give the Armed Forces ‘an edge’ over civilian scales.
In a first, the Director General Armed Forces Medical Corps has been brought at par with Army Commanders and has been recommended for a fixed pay scale of Rs 80,000.
For personnel below officer rank, the commission has recommended an entry-level salary of Rs 10,670 (from Rs 5000-7,000) up to a maximum of Rs 24,950, excluding the special allowances.
By introducing just two pay bands for officers, the Pay Commission has also attempted to de-link the salary drawn from the rank. The salary will now depend more on the years of service rather than the seniority of the officer.

Army has been the most silent service of our country for long. They know how to stand up and fight the enemy on the borders or in the mainland. The sheer drive of the army comes from the young officers upto lt colonol. But, alas, they appear to be pathetic when they have to fight it out for their children, parents, health, education and frequent moves. But the cries can go on, they have their bosses to blame, who have only petty things to fight for - becoming Governers or something like that post their retirement. No wonder the CPC puts army at par with any other service - and below the elite.
MORE FOR ARMY officers?I feel army is creating unnecessary hype on pay commission report. because the young boys who join army with a second class degree(the SS and Direct entries) in their hand are well aware of the fact that they are going to become only a second class officer (in compare to other class one officers in govt of india)in indian army. The only exception may be the NDA boys .but then the government must advertise all the facts about army through media like 90 percentof you will be thrown out of army at the age of 54 years.before that at the age of 42 years 80 percent of you will be proved that you are useless.so that only those chaps join army who are looking forward for SPIRITUAL SATISFACTION and require minimum amount of money.
Its a sham and a shame that SANTA SHRIKRISHNA has given to the defence services . And the media without giving any proper thought has jumped into the conclusion that pay for defence personnels has doubled and is now equivalent to other counterparts in civil . Comparing with IAS ,IPS and the babudoms has no meaning as 95% officers in army retire in the rank of COLONEL only that too after 28 years of service , wheras in civil IPS police officer will become a sure shot DIG which is equivalent to rank of brigadier/ major general in just 18 years of service , thereby getting larger paypacket (also from other sources.....)in mid service of his career sitting in cosy envioronment whereas the poor olive green donning man will find difficult to make his ends meet. Also for a JAWAN meagre increment of Rs 1000/- wont sustain him, and his poor family for next 10 years till other commission sets.THIS COMMISSION HAS FINALLY GIVEN THE GREEN SIGNAL TO NUMEROUS FENCE SITTER TO SHED THEIR OLIVE GREEN
the biggest culprits for problems of army is MEDIA which starts creating hype for every thing no repoter wants to study and give the report. if you do not have time i can help you out to give the correct picture. this report is total farce and again the army has been cheated by this pay commission also it was done by earlier pay commission. the only thing we want is equal in every thing. do not give the donation of MSP but ensure that every officer reaches to the level of brigadier. Now that is your problem because if you see page 48 para 2.3.10(vi) you have equated a DIG with a bragadier with out realising that only 10 reach to level of brigadier that to in 28 years where as 100 percent of them become DIG in just 17 years NOW it is your mistake to equate them if you do give the equal to both
it is a joke . The pay hike has been over hyped. The hike from the salary being drawn at present is meagre.The commission has taken the easiest route of doubling all allowances without understanding the ramifications for which army gets these. This is a big farce and dissapointment .Now there is going to be a mass exodus of all those having some brain and zest for life
Your conclusion is utterly wrong. You are comparing basic pay and have ignored the DA that had been received during the years which make the net gain at about 20%.The military service pay has replaced the rank pay given earlier and hence no big deal.A major general with 34 years of service has ben placed at par with an IAS/IPS officer with 18/20 years of service.The fact that only 1% officer will rise to that rank in the Army and almost 100% in the civil services has been overlooked.We expect the press to thoroughly study the subject before writing about it so that you do not mislead the public.
No wonder Indian Defense forces do not attract and retain good officers. Even ordinary soldiers are there not because of salary but because of poverty. We must treat soldiers lot better. This pay commission recommendations are a joke.
It is being touted in the media that the salaries for the Army have been almost doubled. Having gone through the pay commission report, this is not the case. The basic salary has been marginally increased (keeping in view the earlier 50% of basic pay as Dearness pay and over this a DA of 43% on the basic salary Dearness Pay Rank pay. The only thing which has really increased is the change in Rank pay (now called grade pay) which is admissible for everyone and Military Service Pay of Rs 6000/- for officers. Coming once in ten years (12 years for this one), do the pay commissions really do justice? Not really.
How about retired men and officers ? What benefits have they been given.
What about the one rank one pay for pensioners in defence services. Does it not appear on the face of it that a person who retired before the V pay commission much less pension compared to the youngsters
why babus get same salary and army same salary when risk to army is more ?why rahul gandhi is not fighting naxals or jihadis ? let them go and fight the jihadis....and let some sons of politicians and babus die,then they will realise that india is being unkind to her armed forces.army etc is always given step motehrly treatment.same with police,they r corrupt bcoz they get very pathetic salary and hv to work longer than usual hours and babus get more for working less.this must change.
This may stop some officers from leaving forces, can anyone gurantee that more boys will join armed forces. I still think joining even a BPO is better option, no bullets, no risks, no isolated bunkers, no hardships, no seperations from family, no frequent postings/transfers, no code of conduct on or off duty. Have a nice time and pay too.
That's the tremandous step governmant is going to take. Now in real means india is going to give some what to those who are realy deserving.i would like to say only that "now im going to see my new and golden india for their people.. soon"
Actually , I feel your report about the payscales is wrong !! kindly look at page 77 of the 6th pay commision report and somehow it does not talk of the hike that you say will happen !! Please read up !!
Most of us donot know that while sixty % army officer retire only as Major(now Lt Col)at 54 yrs of age, 100% IAS reach appointments equivalent to Major General.Trumpeting the salary of Army being equal to civilians has no relevance. Army officers are sure to become only Lt Col. Comparing salary of Army officers with IAS is wrong. Let Justice Srikrishna go and stay in Ladakh in a tent at minus 35 degrees, he would know the life of an army man.'Right salary structure' for the defence forces can be confirmed when the politicians and bureocrats send their kids to Army. Today, there may not be a single IAS, IPS or a Neta, whose children are in the Army.Defence forces will get repect only when all class-I officers of central and state govt and judges are made to serve in the field areas of Army for two yrs.Army brass must to get rid of the mentality that " my boys will rough it out ". India is enjoying at the cost of defence forces. They must get the best. Not the babus.
I agree with Col. A.K.Tiwari's comments. "Jai Jawan Jai Kisan...", When the govt could waive off Rs.60000 crores worth loans for the farmers, why not provide the sons of India with better perks? How on earth can you hold the sons of india at par with other central govt employees, the central govt employees who are enjoying the benefits of leading a peaceful life that is gifted to them by the sons of India??? India will have to pay a big price when no youth would like to join the Indian Defence Force because of Lowly pays and Threat to life....not to mention the difficulty in getting leaves to go home!!!!
