Arunachal is an integral part of India: MEA to China

New Delhi India today reacted strongly to Chinese objection to Prime Minister Manmohan Singh's visit to Arunachal Pradesh, saying the comments were disappointing as the state is an inalienable part of the country and such remarks do "not help" the process of talks on boundary issue.

India said it is committed to ensure that outstanding differences are not allowed to affect the positive development of bilateral relations and hopes that China would "similarly abide by this understanding."

The Indian reaction came as Chinese Ambassador Zhang Yan met Vijay Gokhale, Joint Secretary (East Asia) in the Ministry of External Affairs, for a "scheduled meeting" during which the sentiments of India were conveyed to him verbally.

"Regardless of what others have to say, it is Government of India's stated position that Arunachal Pradesh is an integral part of India, period," External Affairs Minister S M Krishna told reporters in New Delhi, responding to China's objection to Singh's visit to the state 10 days back for an election rally.

China's comments significantly came on a day when the state went to polls to elect new Assembly.

Rejecting Chinese objections, External Affairs Ministry spokesman Vishnu Prakash said it was an established practice in India that leaders visit states where elections are held.

"We, therefore, express our disappointment and concern over the statement made by the Official Spokesman of the Chinese Ministry of Foreign Affairs," Prakash said.

The MEA spokesman underlined that such a comment by China "does not help the process of ongoing negotiations between the two governments on the boundary question."

India says China is illegally occupying 43,180 sq kms area of Jammu and Kashmir. On the other hand, China accuses India of possessing some 90,000 sq kms of Chinese territory, mostly in Arunachal Pradesh.

Prakash said India is "committed to resolving outstanding differences with China in a fair, reasonable and mutually acceptable manner, while ensuring that such differences are not allowed to affect the positive development of bilateral relations. We hope that the Chinese side will similarly abide by this understanding."

Emphasising that Arunachal Pradesh is "an integral and inalienable part" of India, he said the people of the state "are citizens of India, and they are proud participants in the mainstream of India’s vibrant democracy. The Chinese side is well aware of this position of the Government of India."

He pointed out that "it is well established practice in our democratic system that our leaders visit states where elections to Parliament and to the State Assemblies are taking place."

The Government of India, the MEA spokesman said, is deeply committed to ensuring the welfare of its own citizens across the length and breadth of the country.

The Chinese Ambassador refused to say anything about his 30-minute meeting with Gokhale, merely remarking that "It is very hot outside."

The Indian reaction came after Chinese Foreign Ministry spokesman Ma Zhaoxu said that "China is strongly dissatisfied with the visit to the disputed region by the Indian leader disregarding China's serious concerns."

"We demand the Indian side address China's serious concerns and not trigger disturbance in the disputed region so as to facilitate the healthy development of China-India relations," the Chinese spokesman said.

The MEA spokesman said India and China have jointly agreed that the outstanding boundary question will be discussed by the Special Representatives appointed by the two Governments and such comments by Beijing do not help that process.

China has earlier expressed objection to the visits by the Prime Minister and the President to Arunachal. It has blocked part of a loan from the Asian Development Bank (ADB) for a developmental project in the state.

China has also expressed opposition to a proposed visit of exiled Tibetan leader Dalai Lama to the state next month.

Indian Press: Letter to Mr.Sekhar Gupta by Surjeet on 15 Oct 2009

Then two worst things happend to India are,1)Congress with its wast money power finishing Oppositiion,2) Various highly influential people have been able to buy the press and gag it.Guptaji: I think the your cushioned days of 'Walk the Talk' not saying anything are over.TIME HAS come when you have to take up a few national cause in the style Ram Nathji sould take. I remember being a much younger man myself working at Bank Of America, and once in a while going up to see him to pay my respect. The same thing carried on later when I would meet Vivek atlest once every 15 days. Our Country is going to the dogs; Congress higher up, extremely weak as sonia would want them, do not at all know what they must do. They keep making aweful statement, like, Arunachal is an integral part of India, flood has damaged crops,Pakistan is not listening to us.This in fact is our Internal Security Policy, and our foreign policy. Amazing not a word in our press. You may be procongress, think India

The day is not far when alas, we loose Arunachal to China by L.C.Bilandani on 14 Oct 2009

This is the truth which is difficult to digest.China is fully prepared to annex Arunachal Pradesh like it did in NEFA in 1962,gulped down Tibet and has complete control over Nepal. We are no match militarily too in comparision to China. All this because congress believes too much in peaceful talks. Our embassies the world over never play pro active role to tell the world about Indian side point of view whereas China propogates the world over its position. This congress party believed in Hindi Chini Bhai Bhai and lost thousands of sq.kms to china and china is supplying spurious drugs in world market branding it as Made in India and tarnishing image of our country.China is making strong infrastructure in POK under the garb of assitance to pakistan and we are not able to do anything.Chinese skilled labour and unskilled too are coming to India and working in our country whereas our people are unemployed.China supplies second quality stuff to India which is harmful and we keep importing these.

If we allow this party to rule,India will be a 4th world country soon by suchithra on 14 Oct 2009

All the major problems India is facing today are the creations of Congress party.Be it Khalistan, creation of terrorists like Langwal,Bhindranwale;accepting Pakistan and then China occupying parts of Indian territory(POK, Akshai china in Ladakh),Kashmir problem;North-East problem; denying Indian army a convincing win over Pakistan in all the wars around Kashmir;granting special status to many regions within India (that never allowed them to join the main stream India/Indians),dividing Indian society on the basis of caste/religion.Congress PM,Indira Gandhi is the worst PM a country can ever have. She forced common Indians to accept corruption as a “way of life” and introduced criminals into politics and policy making. If we allow this party to rule,India will be a 4th world country soon

China has non Chinese territories too by historian on 14 Oct 2009

If Arunachal is not a part of India, then how about the status of the following territories illegally occupied by China for the past many decades- Tibet, Manchuria, Xinjiang, and our very own Aksai China, as also the nearly 20 kms all along the Indo Tibet International border. The Chinese assholes are getting too smart for their own good. I dare them to take what they claim is theirs in Arunachal Pradesh, let us see, 2009 is not 1962. And by the way if they have the courage let them bring in a democratic form of government. A 1100 million people stamped upon by the military jackboot gives an impression of an impregnable solidity. Loosen the administrative controls inside China if you dare and let us see how strong you are. We will cook a new recipe in Indian cuisine, "Dragon biryaani".

INDIANS GUTLESS BUT FULL OF RHETORIC by Iftakhar on 14 Oct 2009

It is amazing to read all these comments of rhetoric of what one billion Indians can do to China but carry constant PHOBIA about its seven times less in size and population-- the neighboring nuclear armed PAKISTAN and it's ISI.Indians sleep with nightmares about ISI and Pakistan and are should be scared out of their pants to take-on ten million fearless CHINESE soldiers. The Pakistan army did clear out paid agents of India in SWAT and shall clear out agents of India in WAZIRISTAN and BALOCHISTAN.Pakistan army soldiers are very brave fearless muslims and are not afraid of DEATH as it has been proven many times in history. It is muslims who gave the gift of united country which the hindus so proudly call INDIA before the fractious small states run by MAHRAJAS and mistreating DALITS.So Always be thankful to your old masters MUSLIMS whether they live in Bangladesh,India and Pakistan and do not utter unusual words of INGRATITUDE.

History lessons for a Confused Pakisthani by k madhukar on 14 Oct 2009

You, xxxxxx pakisthani, don't quote from your doctored history books available in Pakisthan. India was united by British and after they left, by Sardar Patel and VP menon. Its true , there werequite a few Muslim Nawabs in India who spent their time wasting public money building costly monuments, maintaining large king size harems and hunting wild life and dreaming British would hand over the country to them when they leave. When they knew it would not happen, Mr Jinna asked for a separate country. By the way, the Taliban which is after your ass may not like it if you paint them as paid agents of India.Be carefull.

true but not true by bashir on 15 Oct 2009

Hi Historian better check your history.Muslims did not unite India, Britichers did.Muslims divided India, not the British.Mountbatten in his biography wrote"had i known that Jinnaha was dying of TB i would have delayed partition of India". Another correction. 99.9% muslims of the subcontinet are hindu converts . So relax. In your veins runs the peaceful blood of some gentle Hindu.I am a kashmiri muslims an all kashmiri muslims are decendants of kashmiri pandits.Hinduisim is full of love and forgiveness. My Islam is full of violence and retribution. And remember what goes up comes down.Yesterdays terrorists are today your tormentors.Enjoy.

Save Arunachal Pradesh by Vijay, Arunachal Pradesh on 14 Oct 2009

Finally Indian government has recorded protest to Chinese comment on Arunachal Pradesh. This type of protests may not end the dispute. It may be pointed out that entire Arunachal Pradesh is located on the high ridge of Himalayas and there is no good road connectivities within the State. As of now, you cannot imagine of Railway communication here. On the otherhand, the entire state remains cut off during monsoon period of about 6 months. The age old tradition of foundation stones of the union government can not resolve the problems of the state. Being the most stratagic region of India, the Union government should act on-war footing basis instead of recording some media statement and laying of foundation stones. The Unoin govt should wake up and take all strategic and developmental activities in the state on priority basis to meet the impending Chinese challenge. One should not forget the 1962 facts and change the family-based foreign and defence policy, which has failed in every front.

How to deal with the Chinese by A Dass on 14 Oct 2009

Having lived with them all my life, as well as travelled extensively all over China. Let me say that the Chinese have a total disgust, and consider India a weak joke. There is no diplomatic solution, except to stand up to them eye to eye. Their entire approach is to weaken and anhiliate any perceived threat. Their very existence is based on conflict and superiority, with no desire for dialogue, even within themselves. Unfortunately, here in India, we are the exact opposite where, there is no action but plenty of talk. There is and will be no point talking to them. China is always putting India on the backfoot by hammering us on their terms and timing. Is'nt their support of Pakistan through the military, as well as N Korea and Myanmar a clear indication of their intentions ?The only way to save Arunachal, and possibly India in the long run,is to take them on eye to eye on all issues. Not to squeal like pigs everytime they choose to up the ante at their convinience.

arunachal pradesh by martin sulo on 14 Oct 2009

For fear of offending China with a dollop of dollars, White House did not receive Dalai Lama. China does not want Dalai Lama visiting Arunachal Pradesh. China objected strongly to Manmohan's visit to Arunachal Pradesh for electioneering. Chinese Govt is so strong with dollars, has become the manufacturer for the world and thus so confidant in wanting to impose its will on other nations of the world. civilization rises and falls: a lesson remembered by erstwhile top tier nations. See what happened to Egyptian, Roman, British civilizations. China will rise and fall. It is the inexorable karma that will destroy China. We just sit it out. Our descendants will see that reality one day in the future. Greed for land, dollars... will destroy a country.

words have meaning -implied or otherwise by magan on 14 Oct 2009

The key words in the protest note from China are"trigger disturbances". Would a sudden incursion and staying put be a disturbance since it can also be deemed an internal matter as per China's international policy to stop other countries gettibg involved in other people's troubles. Anyway it is better for India to be prepared and secure her borders.Like it or not China by repeated statements has made Arunachal Pradesh a disputed territory. How does one stop that with China now a true world power with so many dependent friends and allies. The Americans and the Europeans also recognise so.

Screw WTO by naresh on 14 Oct 2009

Who says the WTO can impose it's will on the government and the people of India. Chinese goods are of sub standard quality just trying to rip off the innocent consumer and moreover they are made by bonded laborers. China can boast of 130 billionaires but they hardly have any millionaires. So crew WTO and screw China. Let us all say be Indian buy Indian (or Japanese, European).

china by bipin on 14 Oct 2009

PM should have visited Tawang as it is an Indian part. Moreover to infuriate china the Indian government should allow Dalai lama to visit Tawang. Give separate visas to the citizens of Tibet and Taiwan, Hong kong and Macau then only these yellow chinks will understand.

Intimidation? Flame on AGNI by eru on 14 Oct 2009

India's response to this intimidation from China should be the immediate test-firing of AGNI-III, with 3500 km range. When armed with a nuclear-tip and stationed in Arunachal Pradesh, this missile can reach Hong Kong.

China's objections by K.V. Seetharamaiah on 14 Oct 2009

Sir, The objection of China over the visit of Indian Prime Minister to Arunachala Pradesh, to say the least, is atrocious, highly provocative and far from being conducive to carry forward the dialogue on the outstanding boundary dispute. It is unfortunate that India is under compulsion to say every now and then that Arunachala Pradesh and Jammu and Kashmir are integral parts of India. Very rare vists from Indian authorities to Arunachala Pradesh are the raison d'etre for China to make objections. Now the Indian authorities must wake up and the people at the helm of affairs should be in visiting terms to Arunachala Pradesh. Otherwise it will be mistaken by China that India has its own reservations, at least internally, about inferring Arunachala Pradesh an integral part of India. India has only expressed disappointment, not anger, at the objections of China. The protest is too feeble. The feeble protest does not authorize China to lay claim over Arunachala Pradesh.

Facts about Tibet by YD on 14 Oct 2009

If there was a nationalist government in India, China would have no guts to kick around India. Here are the facts:- 1914 Simla confrence, China had accepted out line i.e Tibet/India border but objected to inner line i.e Tibet/China border. That clearly shows that Tibet was always an independent country and China has illegally occupied it. Second, equally important, point is that Chou-en-Lie had said "China and India have no problems because we do not have common borders, Tibet is a buffer state". The major culprit in this sordid episode is Nehru and Congress. Congress will repeat history because of its inbred corruption and divide and rule policies.

This is atrocious by Santosh on 14 Oct 2009

We are surprised at the reaction of the MEA to this outrageous statement. The minimum that could be done was to call the Chinese ambassador and hand him an official protest. But this did not happen and the statement from the official spokesperson is so apologetic that one starts thinking if foreign ministry is reporting to the Chinese (not surprising knowing that the current foreign secretary was India's ambassador in China and had probably sold interests of India to them-she may even be hand in gloves with them and selling our country's hard earned independence.) In issues such as this one of the first things is to lodge a diplomatic protest, which the MEA did not do because it is run by a woman who has been bribed by the Chinese. May be the CBI or the IB investigate her contacts and see why is she suddenly pursuing a soft policy on China. Please make no mistake that if a similar thing had happened in China, they would have summoned ambassador at 2 AM and registered their protest.

Let us protest every time the Chinese visit or do anything in Tibet. Let us revoke our stand on Tibet and acknowledge Dalai Lama to be the sovereign head of Tibet by S.Balakrishnan on 14 Oct 2009

India must abandon its stand on Tibet and ask for a referendum by the people like we provide to people of Arunachal Pradesh. Any time any Chinese goes to Tibet we must send a protest letter and similarly to Sinkiang. What the Chinese do there are immoral and India is putting the lives of people in Tibet and Sinkiang in jeopardy by accepting they are part of China. As a democratic country we must seek the rights of people to choose their own government by free elections. Chinese promised autonomy for Tibet and we must demand it and consider Dalai Lama the legitimate government of Tibet. Till India shows spike no one will trust our government.
