Autonomy is for AIIMS, not for Venugopal: Centre to SC

New Delhi, January 4: Refuting allegations of interfering with AIIMS' functioning, the Centre has told the Supreme Court that the autonomy was for the institution and not for an individual, a veiled reference to Institute's former director P Venugopal who was removed recently.

"The autonomy relates to the aims and objective of the institution. The autonomy is of the institute and not of an individual," the Centre said in its affidavit.

The Centre's response came on petitions filed by Venugopal and the Faculty Association of the Institute alleging that government was interfering in institute's autonomy and parliament's decision to fix the Director's superannuation age at 65 was only to remove Venugopal.

The government also reiterated the importance of its role in the affairs of the institute and said, "it cannot be expected of the government to pay huge funds and not have any say in the management and affairs."

"The autonomy is not of an individual and, in any case, cannot be a tool for its employees to avoid accountability. The objective of autonomy nowhere excludes accountability," it added.

Dr Venu gopal is not an individual,but heading an an Institution and thus reprenets the AIMS. Venugopal is crossing lakshman rekha everytime. he would like to lead in his AIIMs but fails to understand its Executive Management is from Govt.Best for him is to stay as surgeon and practice medicine. Why is PM keeping quiet when frontal attack is being made to Autonomous Institutions? It may be unpopular but PM must advice the way ward Ramadoss to behave himself by advising him patience and Buddhi! Or is it that the congress is keeping quiet on this incident to tell the voters that if you guys vote like what you have done this is what you are going to get. Better vote for us next time!Is it that? Most of the voters anyway do not have time to understand these machinations of politicaians like Ramadoss.PM can safely advice Ramadoss behind the curtains also!

The Central government should have three more AIIMS in India. They should allot money in the budget for one in Chennai, one in Kolkata and one in Mumbai. Why should there be only one in Delhi? They should also consider changing the name like AIIMS to Indian Institute of Medical Sciences. No one institution can ever represent the countries diversity. Though I am sympathetic to Doctors in AIIMS, one person or doctors will always be blamed for pulling the institution in one or the other directions.

Overall quality of science education and research in India is going down day by day, despite of higher funding (according to published articles). It’s not a specific problem of Ramadoss or Venugopal. It’s an all-pervasive problem of Indian system. AIIMS is not at all a great institute, if you think from research point of view (output in form of quality publications and usable patents). But it certainly a good hospital in Indian standard (though we have much better private hospitals which do not waste tax payers' money). It’s also not true that Ramadoss is the first political leader to influence AIIMS. In fact politicians routinely use AIIMS, as they do that for all most all Indian institutes and universities. Vice chancellors or Directors of almost all Indian universities or Institutes are appointed more for their political affiliation and obedience than their ability and honesty. There is no reason to believe that Venugopal is beyond that. It’s almost impossible to set any accountability clause in any Indian institutes for spending of public money (mainly for research). In short, I can say that it has all the symptoms of a rotten institute and a sorry state of Indian politics.

Polititians may be bad. But they are the elected representatives of the people, elected through our demeocratic system. They are there to change policies affecting people. People gave them that right. Venugopal doesn't have that qualification or right. I think the problem is Venugopal's tried to grow his talent beyond medical field into politics. 300 employees signed a petition against him due the way he is functioning as the director. If he want to be a polititian and do something with resevation, he should float a party, contest next election and become prime minister or health minister. If he can't then people are not with him.

Goverment is well said that because of paying too much money they should have a say in the management and affairs. That means they don't have any faith in the talented people who is running the institution. My humble request is that Govt should not be like a CEO of a private company. Govt. should not give any impression to the public that if you antagonise any politician, we are going to meddle with the administration. If the same Dr. Venugopal was the coeterie of Ramdoss, does anyone believe that govt is going to come with a overnight amendment to dethrow Venugopal. Please give some room for talented people to do their job and then I am sure our country can have the real prosperity.

it is amusing to see an affidavit coming from the government talking about huge funds and accountability.Doesn't the same criteria apply to ministers? Where do the huge funds they spend come from? Do they consider themselves accountable to the people of India who generate the funds? And by the way,how could an internationally respected doctor like Dr.Venugopal have behaved without accountability? Common man knows the truth!

Yes, the Ministers are responsible to the people. They have to get elected every five years to occupy that post, unlike Dr. Venugopal, who used occupied that seat for decades based on favours he received from his clan in the government and the judiciary.THe current dismal academic standards of AIIMS is the sole responsibility of Dr. Venugopal.
