Autopsy report: Ranbir shot from close range, tortured

Dehradun The body of Ranbir Singh, gunned down by Uttarakhand police in an alleged fake encounter, bore 12 marks of bullets fired from close range and 27 other injuries showing that he may have been tortured, according to an autopsy report.

Chief Minister Ramesh Pokhariyal Nishank had on Saturday ordered a CB-CID probe into the killing of 22-year-old Singh, an MBA qualified from Uttar Pradesh who police claimed was shot dead on Friday in an encounter after he fled with a sub-inspector's revolver, but his family today demanded a CBI inquiry into the incident.

Police sources today said a post mortem conducted at Doon hospital here on Saturday revealed that Singh's body bore deep wounds and 12 bullet marks which showed that he was fired at from close range, raising questions about the police's version of events. The report also revealed that Singh might have been tortured before his death. This was corroborated by 28 injury marks found on his body, the sources said.

However, SSP Dehradun Amit Sinha, who was given the postmortem report by hospital authorities, was not available for comment. Supporting the demand of Singh's father Ravindra Pal Singh for a CBI probe, the main opposition Congress also sought an inquiry by the central agency. Uttarakhand PCC President Yashpal Arya asked the state government to hand over the case to CBI claiming that the state level probe will be biased.

According to the police, Singh, who was riding a motorcycle along with two others, snatched the revolver of a sub-inspector when their two-wheeler was stopped during routine checking of vehicles in view of President Pratibha Patil's visit.

However, Singh's father claimed that his son was innocent. "There is no criminal record against my son and he was killed in a fake encounter because police officials want (gallantry) medals," he told reporters soon after the postmortem.

The top officials of district police, on the other hand, defended the encounter and said the bike used by the youths was stolen from Haryana. The claimed the three boys were asked to stop by G D Bhatt, a Sub-Inspector, at Dalanwala area. When the police searched their bag, a weapon was found in it.

However, the youths overpowered Bhatt, snatched his revolver and fled. When Bhatt flashed a message over the wireless, the boys were intercepted at another place and there was an encounter in which Singh was killed, they said.

Dont cry so much this is a routine with us in kashmir but all of you where sleeping and when it knocked at your door you are disturbed. The culprits should not get away. If those guilty of fake encounters get away it will sound a death-knell for our democracy. Occasional bonafide errors of judgement in a surcharged atmosphere such as we have today are possible but deliberate brutal killings cannot be condoned at all at any time. Our administration has relegated police reforms to the last priority and it is we people we are sufferings. Will the brutal killing of Ranbir Singh shake up those in deep slumber over a life and death issue like police reforms.

In India whole system is not trust worthy. It’s simply not possible to blame the police or the youth in this particular incident. Many times youths are involved in many anti-social activities which their family members are aware of (mostly it’s the case). On the other hand police also do harass common people, arrange fake encounter and the largest organized group who rape law and order on a regular basis. In present situation of Indian law and order, political system it’s almost total breakdown of governance. Police reform is urgent need, long overdue. Our political masters need to ensure that there is no, absolute no political interference in day to day activities of Police and our investigative agencies like CBI. So only police reform is not sufficient without supporting political reform. Else we are heading towards total anarchy, which is visible in many parts of the country today.

There seems to be lack of proper training in handling deft situations by our Police force. An educated person killed and calling it an encounter with rowdy elements smacks of cover up game for the mistake committed. A proper investigation into the episode should be conducted by an independent agency and the guilty must be punished.

There was a report yesterday that a group of engineering students beat up the police personnel on duty, including the officer in charge who interrupted his sleep to return to the station on being called to handle violence. The report said that the police on beat had arrested a handful of drunk and unruly students of a local engineering college. Responding to that a group of students violated the law and had their friends released. There have been several incidents in Kerala, of people violating the police station and releasing accused from custody. Recently, a student leader declared in a public meeting that the Governor of the State would not be allowed to participate in a single public function in the state because the Governor allowed CBI investigation on the alleged misconduct of a Communist leader. Young people, especially juveniles do not have a right to violate law and order, which they do in many cases. It is a menace, which needs to be tackled.

i live in dehradun and immediate question which arose after seing the images that-- how come in every encounter the same type of katta(pistol) is shown-- how come every encounter take place in the jungle and that too of raipur jungle.Each encounter no policeman is injured and same old story of eplanation . I think if the photograps of different encounter are collected there is a chance that some of the pistols are repeated several times.So i think our administration must train their police personnel for such situation other wise they will face embaressment.What is cbcid enquiry this is the enquiry of police dept for the police dept so the result can be assumed itself HUGE QUESTION MARK????

Barbaric brutality - It is unfortunate that such an incident had happened. Death of a 22 year old is sad and most unfortunate. I extend my condolences to the bereaved family. From his education, one expects that this individual was raised with love, care and discipline by responsible parents. Therefore, while on the one hand I am not able to believe that such an individual would snatch the service revolver of a police officer on duty, on the other hand I am not one who would jump into sudden conclusion of police brutality. Government officials regardless of the branch they serve are also people raised with love, care and discipline, by caring parents. They are also loving, caring and responsible parents themselves. Of course there are exceptions, but rarely. So while calling for an independent investigation let us not unrealistically accuse the entire police force of barbaric brutality.

It is necessary to bring the public pressure to investigate the matter with utmost urgency and honesty. This is not an isolated case limited to one place. This is the rampant exhibition of police culture all over India.Even in genuine encounter there are certain and precise steps to follow before and after the encounter. were the police followed them? Were the police were trained for such encounter? The investigation in such cases must be made by an independent body who can not be influenced by the politicians or police authorities.From the police own description of events and post mortem report it is hard to believe that it was a genuine encounter. No doubt there are still some honest and outstanding police personnel. I urge them to come forward and expose the blacksheeps within their force.It is also the responsibilty of the journalists to follow such cases truthfully. And public at large must demand accountability from erring politicians and/or law enforcing authorities.

Uttarkhand Police, in a barbaric manner allegedly shot dead Ranbir, an MBA pass out from Meerut University. It is a shocking news for all of us, escpecially the alleged culprits are law enflorcing authority of the State. If the parent's allegations are proved correct, stringent punishment should be handed over to those guilty of misusing the official power and authority.
