Citing the evidence it gathered, which includes witness statements and official records, one of the key conclusions of the Commission is said to be that the entire build-up to the demolition was meticulously planned. And there was nothing to show that these leaders were either unaware of what was going on or innocent of any wrongdoing.
The one-man Commission probed the “sequence of events leading, and all facts and circumstances relating, to the occurrences at Ram Janmabhoomi-Babri Masjid complex on December 6, 1992” — the day the Babri Masjid was brought down by kar sevaks.
Sources in the Union Home Ministry have confirmed to The Indian Express that the report is also severely critical of many Muslim leaders representing organizations such as the Babri Masjid Action Committee and the All India Babri Masjid Action Committee.
The elite leaders of these Muslim organizations, the report is learnt to have observed, constituted a class of their own and were neither responsible to nor were they caring for the welfare of those they claimed to represent. These leaders failed the community by failing to put forth a logical, cohesive and consistent point of view on the dispute, both inside and outside the courts, the Commission is said to have stated.
The Home Ministry, which is giving final touches to the action taken report (ATR), intends to table the ATR in Parliament along with the report of the Commission during the ongoing Winter Session.
The Commission was set up 10 days after the demolition as communal riots rocked several parts of the country. After 17 years and 48 extensions, it submitted its report on June 30 this year.
It is learnt that among others indicted and found culpable — for what the Commission calls pushing the nation to the brink of communal discord — are the entire top brass of the Sangh Parivar. These include the leaderships of the RSS, VHP and Shiv Sena.
It is learnt that Justice Liberhan has not come down heavily on the then Union Government headed by P V Narasimha Rao. Its argument: as per the Constitution, the Union Government can act only after it receives the recommendation of the state Governor. In this case, the Governor didn’t do much and also didn’t seek the Centre’s intervention.
The report is learnt to have said that despite claims to the contrary, the Ayodhya campaign did not enjoy the willing and voluntary support of the common masses, particularly Hindus. In fact, Liberhan is learnt to have said that the demand for a temple never became a mass movement. The campaign only ended up silencing the voices of sanity and shaming them into joining the movement.
Liberhan is learnt to have said that despite claims by Advani and Vajpayee that they had no role in the demolition, the two leaders cannot be absolved of their responsibility for the same. When he appeared before the Commission, Advani had said he was pained by the events at Ayodhya on December 6, 1992.
Liberhan is said to have stated that while Vajpayee, Advani and Joshi could have been used by the Parivar as the publicly acceptable faces of the movement, they were still party to all decisions.
And that none of them had the capacity to defy the orders of the RSS without damaging their political future. In fact, the Commission calls them tools in the hands of the RSS.
However, drawing from history, particularly from the trials of Nazi soldiers, at which the plea of having acted on the orders of superiors was not accepted, the Commission is learnt to have concluded that these leaders can’t be given the benefit of doubt or absolved of culpability. Vajpayee, Advani and Joshi have also been indicted for having violated the trust of voters.
Rath yatras by Advani and Joshi, Liberhan is learnt to have concluded, were targeted at making the emotionally-charged common man join the movement.
In sharp contrast to the BJP and the Sangh Parivar stand that the demolition was a spontaneous outburst, Liberhan is said to have argued that the events resulting in the demolition were carefully planned.
The Commission is also said to have concluded that diversion of funds to Faizabad and Ayodhya just before the kar seva, mobilization of kar sevaks as well as arrangements made at the site with military-like precision, clearly proves that the plan was not just limited to symbolic kar seva, as stated by Sangh and BJP leaders.
To substantiate this argument, Liberhan is learnt to have pointed to the mode of assault on the disputed structure as well as easy availability of instruments and material. The small number of kar sevaks who actually carried out the demolition, the hidden faces of such kar sevaks, the removal of idols and cash boxes from under the domes and the eventual installation in the makeshift temple clearly show that demolition was carried out with painstaking preparation and planning, he is learnt to have said.
The report is said to suggest that the emergence of a host of leaders to lead the movement from among the ranks of the BJP, RSS, Bajrang Dal and other Sangh Parivar groups was because of the lure of wealth and power rather than ideology.
Liberhan is learnt to have written that these leaders saw the Ayodhya movement as their road to success, and they acted as executioners wielding swords provided by the ideologues.
Referring to the funds collected by leaders of the Ram Janmabhoomi movement, the Commission has reportedly said that many tens of crores of rupees collected from the people were deposited into bank accounts operated by these leaders. These funds were used to provide infrastructure and other amenities for kar sevaks in the days leading to the demolition.

Indians need strong leader like Advani & Vajpayee to show india the TRUE SECULARISM. so BJP... pls own it. Moguls were responsible to destroy india's temples. we are not bold enough to say this history in public, as we are in the shell of wrong secularism. All born indians should have one civil law respect each others religion & practices. only BJP can bring this.
I really feel so sorry to the Indian citizens who is reacting on such issues. Because, can the IB or CBI deny that many of our top politicians are the GUEST of some SUPER POWER countries. Whoever sits in the opposition creates chaos in our parliament according to the instruction from the SUPER POWER countries. Even this Babri Masjid demolition was also done by the BJP with the help of Foreign Hand. Our countries Political and Economical destability is a MUST for those Foreign Countries to stabilise their economy.So a TRUE POLITICIAN or a TRUE POLITICAL ENVIRONMENT in our country is a myth for next 10 years.I felt very bad on Mr. Advani (some time ago he was the IRON MAN) for his escalating statements.He claims he is proud on BABRI MASJID ISSUE.But he is worried because of leaking the report and the WORDS used in the report. Did he forget the sentiments of the people who lost their near ones immediately after the demolition?Requesting Mr.Advani to be a good politician for the country.
Liberhan is expected to give report of how & what happened on dec 6,1992. Not expected to express his opinions & guesses as/on demand from Congress party current leaders to escape from questioning on the current parliament on Sugar cane price, Koda scam & height of all tolerance is "spectrum scam".

Liberhan should have highlighted these things first to give credibility to report and justice to Muslims. Justice Liberhan is only helping Congress to remian in power although they are the cause of all problems since independence.Demolition of 1 Masjid is nothing when Muslims destroyed thousands of temples including Somnath temple which all Indians know.

This report is only a political gimmick. It is sorry state of affairs that people of this country can use religion to such an extent to fulfill their political ambitions. God knows when our politicians will wake-up and focus on issues of education and development of the poor in this country. Countries have progreesed so well in a matter of 30 to 50 years and we are struggling with the Masjids and Mandirs. May God give some sense to the politicians and bureaucrats of this country.

I would not raise question on Mr. Vajpayee's name that is something time will tell. 1. But I would like to ask Mr Liberhan was he ask to give his suggestion like he said Muslim Leaders could not justify there role and they fail the community. 2. The timing of the leakage is not just Jhargand electios , it is just a fortnight before Dec 6. If Indian Polity has any sense of responsibility and respect for democracy they should have sorted out the matter long back. Congress and UPA are scared of public rebuff in any election and they are keen that they get minority votes unsplit. It is the UPA perpetuating communal issues and BJP is a sinner in not being able to project this to public. Some people commented about the 14 people died at the time of demolition!!! what about the people died at the time of Moghul's invasion of india?????? Media leaks are very common in many modern democracies with free press and it does not make any difference to the integrity of the reports.BJP is only trying to mitigate the effects of the reports would be fallout, by its attention deflecting strategies, which is just a foolish short term method.
Mr.Advani, the world knows that you did this along with your team.. so why now run away.. were't you called another Iron Man of India,, so own up.. say Yes. You did.. It's no big deal to leak a commission report. Anything can happen in India the great. When it happened "the Demolition of Historical Babri Masjid" in fornt of thousands of our smart military personnel and against several court orders to maintain the situation, its of no importance. Surprise will be only when the culprits will be brought to justice which will never happen in India.
It was not a Babri Masjid demolition. It was neither a pride for Hindus or sorrow for any other community. What has to be seen is look in its origin. It was built by Invaders by demolishing a Holi shrine. We should not forget that Invaders are Invaders, similar to the fact that Terrorists are Terrorists. They don%u2019t belong to any faith or religion. Demolition of such a structure is pride of every NATIONALIST. LONG LIVE INDIA.
Since the report has been leaked prior to tabling in Parliament, the only point of discussion now would be who leaked the report? It appears that for petty gains with an eye on Jharkhand elections, Congress led government can go to any extent and it is inevitable now that another commission will be set up to inquire who Leaked the report which will be tabled in next Lok Sabha in 2014.
The entire question of who is guilty in Babri Masjid demolition case should arise when the report is made public by government. But this particular article raises a bigger question on who is the source of this report and what is the involvment of the reporter and as a whole 'Are we ignoring eithical values of Journalism with overdose of freedom of sppech in India?'
The Babri incident was a major blow to democratic, secular identity of India. It doesn't matter whether the perpetrators are Hindus, Moslems or Christians. Those responsible for the incident must be dragged to courts and made an example of, so that no fanatic, no matter what his religion, can ever dare to damage India's secular identity.
Leak means nothing. Pay attention to the crimes committed.
pl check if Vajpayee was ever summoned or questioned by liberhan commission. Liberhan commissioned never asked a word from vajpayee. The commission called vajpayee to depose. You think vajpayee could have been indicted despite never been summoned ? It is not possible. Your report, if true, will provide a escape route to several people
We all knows about it.Because of these type of incidents Pakistani and Bangladesh are not with us. Problem of the hindus is taht they are still suffering from the 1000 years of muslims rule over them and after independence atleast Pakistani and Bangladeshi muslims are out of there reach. We are still afraid of Kashmiris muslims to vote against us in the promised plebescite.
The whole report will fall flat when discussed. It is a very expenssive & time consuming Joke which is typical of any report from those associated with Govt .If it is actually a factual report then Congress had done all the linked jobs of planning/execution etc. including camouflaging itself & throwing the shit on leaders of BJP. Do not forget the 1st Act of 1948 when Ram Lalla 1st appeared. Then it was forgotten till the VHP was formed with Dr Karan Singh as its Head being a spiritual man. Rajiv Gandhi also came forward but retreated hastly which caused him loss of seats in lok sabha election. Congress became under ground supporter giving the public plank to stupid BJP which however gained. But BJP realised little as to what was in store. In the "Shadow" of BJP , congress did the job & put Liberhans to do the job of making this current timely suitable report. Poor Muslims remain befuddled.
