Bird Flu Scare: 'Centre not satisfied with WB'

Kolkata, January 19: The Centre is not satisfied with the steps being taken by the West Bengal government to tackle bird flu raging in some districts, Union minister of state for Health and Family Welfare Panabaka Lakshmi said on Saturday.

"No, we are not satisfied," Lakshmi, said when asked if the Centre was satisfied with the measures being taken by the state government to contain the disease.

The minister, however, did not specify exactly where the state government was lacking in its initiatives, but said that as per information available to her, compensation to poultry losers was not properly distributed.

Stating that the Centre was ready to help the state in every way to contain the disease, the Union Minister said, "We have already sent masks and other things to the state, besides five ventilators for the hospitals. We have sent these even without the state government's asking for them."

In reply to a question, Lakshmi said that she would visit the affected districts on Saturday and would hold a review meeting with state Health Minister Surya Kanta Mishra on Monday.

On Friday, Chief Minister Buddhadeb Bhattacharjee had described the bird flu situation as ‘very serious’.

If panchayats and villages are empowered and helped by state and central governments, they could get some smart, educated local young people set up web based databases of owners and the birds they own. For a small premium, the flocks can be insured in case of disease and killings in such disasters. If each bird is given a barcoded ID, one would know where it is raised as it reaches the market. With proper national barcoding of poultry, situations in one area may not affect the poultry production in the rest of the country. In situations such as the current episode in West Bengal, the health officials can go to areas where the birds are known to exist (from the databases) rather than do a “wild goose chase.” Earlier Indian Express reports suggested that farmers were refusing to give away their birds against coupons and were asking for cash. A computer databased system can allow for (somewhat) honest transactions where cash cards can be issued for the birds on the spot. In modern times, technologists have to look for elegant solutions even though the situation is primitive.
