Brain Drain Issue: Govt starts NRIs talent hunt

New Delhi, March 12: Faced with exodus of defence scientists from the country, the Government has started talent hunt for highly qualified Indians abroad in order to reverse the brain drain.

"Non Resident Indians (NRIs) having relevant qualification and experience in engineering or basic sciences are being inducted into the DRDO under a talent hunt scheme", Defence Minister A K Antony informed Rajya Sabha on Wednesday.

The talent hunt is being conducted through video conferencing on adhoc basis and the posts subsequently advertised for regular inductions, he said.

The minister said this speed process inductions were conducted three to four times a year to increase the intake of talented NRIs.

His remarks came as official figures tabled in Parliament showed that for the last seven years, Defence Research and Development Organisation (DRDO) engaged in strategic weapons systems for the country was facing an exodus rate of over six per cent every year.

However, the attrition rate crossed an alarming 7 per cent in 2001 and again in 2006, Antony said in a written reply.

To arrest this trend, the minister said a performance based incentive package had been mooted for defence scientists and put up to the 6th Central Pay commission.

ONCE ANYONE LEFT INDIA, WILL ONLY BE RETURNING BACK HOME ONLY IF FORCED BY CIRCUMSTANCES, NONE THE LESS IF INDIA WANT TO ATTRACT NRI's? then do some basic things first, 1, get some basic cleanliness in the cities 2, educate vehicle owners that driving is possible without using horns 3, at least provide facility to people to cross the busy roads.4, remove cows dogs and other stray animals from the roads.5, set a time limits for the LAZY and corrupt govt. staff who serve public 6,set up strict laws to maintain cleanliness and hygiene standard for food places.

Our (govt.) institutions are obsessed with marks and percentages, and our education system is such that anyone can get these with rote learning. Our engineers are a good example of this. So those with understanding but bad marks get left behind. And those in the govt. institutions are dissatisfied with the salaries that are out of step with the cost of living. End result is that those who don't have marks but have talent somehow manage to get experience and leave India, while the people working in these institutions also run away the moment they get an opportunity.

So far I realized, as a scientist in an Biotech MNC in India and also attached to some so-called high profile Indian institute (like IIT) and universities, I can say that NONE, yes, none of the Indian institutes produce scientists or technocrats, we only produces technicians since last few decades. Indian education and evaluation system throws out all the “scientist” quality materials at the very beginning. Later, only the private tuition and coaching enabled, mugging-up grade students rule. All the so-called famous Indian institutes are nothing more than teaching institutes who are just pathetic in basic and-or original research (where one need to show his/her own independent thinking and ability). Our parents and we become happy if we can go to a developed country to do routine jobs as IT or whatever “professionals”, just like the Bihari labors become happy when they are allowed to work in Mumbai. Our own politicians and bureaucrats have successfully made Indian society worse in just 60 years than what British could not do in 200 odd years. Even then we had many world class scientists and now we have NONE, yes none (in basic research).

What about reservations among NRIs, Anthoney? NRIs are not all upper caste HIndus, there are others too. So, please make sure muslim NRIs get the first preference (as they have first claim on national resources), then christians, then SC/ST Hindus, OBC HIndus, and last all upper caste Hindus. Otherwise, you Congressi can't expect any votes. This is another ploy before the next loksabha election to fool the NRIs and their families. Beware of Manmohan Aurangzeb Singh.

Why shall we return? To use us as domestic servents to politicians like Italian woman? What opportunities did you created for us? What salary you going to offer? Rupee 10,000 per month? Then forget Anthoney, the slave of Italian mafia. We feel better to serve western countries with dignity than serving as domestic servents to Italian Congress. Westerners value our work and abilities. But do you apprecite our value and work? I would belive if BJP-led govt initiate such a program, as they have some sense of proud as Bharatiya, honesty and patriotism.

Phase I of brain drain: most intelligent upper class students. Reason: corrupt and unjust Indian society headed by corrupt and inapt politicians. Phase II of brain drain (going to come): most intelligent SC/ST and quota students, as upper class intelligent students have been sidelined. Reason for Phase II brain drain: identical to the reason for Phase I.

Vote bank politics and corruption are major reasons for braindrain. When a vacancy arises, caste, money, recommendations etc. comes to picture and the really talented are out. In Research Centres and Universities, quality is is the last factor considered. I am a senior scientist still working in an unhappy beurocratic environment just because of family reasons.

From where does you get researcher, there are very few institute is India which really produces a researcher. I have learnt these institute does not get as good a candidate for masters and PhD as they use to get 10 years earlier. Why is it so... most of the AICTE approved universities in India has really outdated syllabus. They are being taught by lecturers who themselves were quite incompetent in their graduation days. How do you expect good students from these universities and colleges. We need to attract good professors by paying them at par with any other good jobs in India. You really need to improve the quality of colleges which churns out thousands of graduates every year. Before we address this core issue bringing NRI would not solve any problem as they need researchers to carry out their ideas.

At the end of the day, even a so called researcher or scientist is human. Most of the talented students ends up in either software jobs or in Masters or PhD students abroad. Even if they want to do some good research work and even if they have some really good research facility in India, they are not paid enough. How come you expect that a student would work for 5-6 years in a research lab for Rs 8000 if they have option of earning a lot more than that if he choses any other field. Government should think more on empowering students...

Who will decide the “performance” there? We all know how such “grading”, “productivity linked initiative” etc works in India. Mostly the incompetent bosses will steal the performance of junior people and glorify themselves, as is the norm these days in both private and public organizations. Blames goes to juniors and praise goes to the higher authority. Putting names in research publications and patent filing is also not spared from such crimes. Can govt keep the cats out from dividing the fishes?

Dear ds,Who are NRIs? from where they come? Don't you think they are same people leaving national labs to go abroad. Why they are leaving? and what can be done for them not to leave is question. Minister is reporting that 7% from national labs leave every year. Before leaving they were RI who was good for nothing, and when they left they became NRI and much more valuable. Now you want them back. My question is why not to take care of them so they should not leave period. Unless talent is nurtured and allowed to work, importing NRIs will not help. They will come suffer and go back again because scientific system in India is rotten. This was done in seventies and failed. It will fail again because Indian labs can only import but can not provide scientific atmosphere where they can work with self respect and dignity without being subject to intrusion from netas and babus.

India is also not exporting its students or professionals due to world class innovative or inventive qualities. Despite of the largest exporter of scientific-technical manpower globally, we hardly have any Indian professional in top level of world science (or among noble prize winners). India is mainly successful in exporting manpower due to cheap price, easy availability and more importantly students in western countries do not like to join science-technology (higher) education as those are not enough highly paid (as per their standard) due to sewed competition from Indians and Chinese. It will be useless to search world class talent among that lot either. Currently our education system selectively discards young talents with innovative mind and original thinking. Unless we fix our basic education (primary and high school) and society (unbiased law and transparency in implementation of law), we will never have world class scientist again; whatever money we may spend.

When we had less universities and money during British rule, we had many world class scientists in India itself, like Satyen Bose, CV Raman etc. Now we are the third largest economy in Asia, huge budget in so-called education and research, yet we do NOT have any world class scientist in India or abroad (mainly in basic science). Our primary and secondary education system, the backbone of our country is in a pathetic condition. Now we only produce private tuition and coaching enabled, mugging-up grade technicians who are great to do routine jobs (as in IT or BT) or imitating others (mainly true for Indian pharmaceutical industry), but not capable of doing original research, despite of having many world class physical infrastructure, huge budget and some so-called “elite” institutes. We need to invest much more and have an intensive and proper supervision of primary and high school education than wrongly focusing on higher education and research at this time.

Again some useless and populist program. DRDO is a typical Indian research organization with NO accountability and productivity. No good and self-respecting Indian scientist (in real sense) will join that organization. Indian politicians and bureaucrats must understand that without transparency and accountability in every aspect of governance and particularly in the ministry of Defense, attempt to attract productive scientists from abroad will never be successful. Only the technician grade “scientists” will join in the name of NRI “scientist” recruitment. In fact the quality of Indian scientists has deteriorated a lot since independence (as per published data in scientific journals), despite of increased funding. Overall deterioration of our education system and morality is the main culprit. Even the best Indian institutes are ONLY good at teaching; not in original research, which were their mandates during their establishment, not exporting manpower to manpower-starved west.

Foreign system want to utilize India/World talent in India or in foreign countries to enhance their designs/wellness/power OR waste them such that they are of no use to their own nation(such as India). Million dollar question is -- who will be doing talent hunt those who compelled many to leave India. Or those who sign recommendation letters for us. Mafiosi and regional aspiration put Indian scientific activities on dialysis. Selection procedure in India in many top institutions is more intuitive than thought analysis. Person from that so-called top scientists lab. has always been considered equivaltent or a little less to them. A policy of hand-shake amongst them has forced many individual to flee. Forget about Government Institution, people are practicizing the same in Private research centers such as GE, HOneyWell, etc..

YOU ARE FULLY WRONG HERE when you say forget the GOOD NRIs.I don't know how to let Indians know the wrong is in relying solely on thinking that only young Indians can be developed for better India. Young Indians are energy and you need foreign (NRIs) and local vision to take over the advanced world (that we lost when west sucked out Raman, Ramanujan, Bose etc) while we were a colony. We Indians lost few centuries in vain. WE INDIANs NEED TO RUN WITH LIGHTNING SPEED AND CATCH ANY NRI TALENT(INSTEAD OF LOSING THEM) when they(NRI) realize their home is home. Give them for what they worth. When we can pay 1.2 million for symonds, we can pay little less for NRI who can work at reasonable salary and respect. USA/West/UK has plans to capture and Africa. Japan/Germany already has USA base. Why was Obama allowed the platform? whether he wins or not, west has plans for Africa and they are also all over Asia (Iraq, Afganistan). When Indians wake up from being a 5 month BABY. GET OFF THE DYNASTY and feudal politics. PEOPLE of India need to DIRECTLY ELECT THE PM OR CM.

Indian politicians and civil servants refuse to learn anything all the time. These idiots on and off cry of brain drain failing to understand the basic reasons for brain drain. hiring NRI back will not help. nurturing their own will. Nurture and care for the brains available in the country is only solution. every year thousands of brains are coming out of univeristy rope them in and care for so that they should feel appreciated. If you consider them brain donot ask them to be subservient to netas and babus and then nobody will leave the country. Most of the brains have left becfause they could not take any more the neglect, apathy, disrespect and civilservants efforts to keep them under thumbs. Wake up.

Now they are trying to learn. In prcticing Nehruvian Scocialist/Commi pattern the in last 50 years India has exported thousands of people abroad. The corruption of congress after Indiraji continue that trend! How in the world a scientist earn the salary of cleark all his life and a politician of the day become millioniar? The Gundas of India mekes more money today then a talent one! The blind practice of affirmative actions also pushed thousands out of the country.
