Official sources said the complaints received by the anti-corruption watchdog has already been forwarded to the Chief Vigilance Officers (CVOs) of concerned ministries or departments.
They said the discrepancies like payment to non-existent parties, willful delay in execution of contracts, over-inflated price and bungling in purchase of equipment through tendering have been noticed.
"The total misappropriation amount may touch a figure of Rs 5,000 to Rs 8,000 crore, which is quite huge and alarming. The Commission is still awaiting reports from various departments and cannot give the exact amount involved in the bunglings," a senior CVC official said requesting anonymity.
In reply to an RTI application filed by PTI, the CVC has given details of projects executed by different government agencies where discrepancies have been detected.
Complaints regarding alleged embezzlement of Rs 1.5 crore in the purchase of HOVA Courts for Badminton stadium, malpractices in the tender for kitchen equipment installation, misappropriation in video board tenders for remodelling and upgradation of Major Dhyan Chand National Stadium were received by the CVC and in all cases factual report is awaited from the Sports Ministry, it said.
Besides, the matter pertaining to appointments in OC and workforce consultants without adequate qualification and experience has been received and a report is awaited from the Sports ministry, the RTI reply said.
The CVC is probing at least 22 more Games-related construction and procurement works carried out by different government agencies here for alleged financial irregularities.
Out of the total projects, six were carried out by the Sports Ministry, four by the Delhi Development Authority, three by the Organising Committee and two each by the Municipal Corporation of Delhi and Central Public Works Department of the Delhi government.
One work each relating to Department of Commerce, Indian Meteorological Department and New Delhi Municipal Council is also being probed, the RTI reply said.
The matter regarding alleged manipulation of tenders by Indian Meteorological Department and its senior officers is under investigation by the CVC, it said.
A complaint regarding alleged irregularities in awarding contracts for sound system, LED display boards and other communication systems for various Commonwealth Games stadia was also received and inspected by the CVC.
Though no amount was mentioned, the reply said CVC has noticed the national exchequer has incurred losses running into several crores of rupees. A report has been called for from the Central Public Works Department on September 8 and is still awaited, the Commission said while responding to the RTI query.
An analysis by Chief Technical Examination Wing of CVC had earlier found alleged financial and administrative irregularities in 16 construction and procurement projects.
Six of them were done by the PWD, three by the MCD, two each by the CPWD, DDA, NDMC and one by RITES, a government of India enterprise, a CVC report said.
Official sources said a reminder has recently been issued to the CPWD, MCD, DDA and PWD asking them to submit their reports by this month.
The move came after Central Vigilance Commissioner P J Thomas objected to the "lackadaisical approach" and continuous delay by agencies in submitting replies to the queries raised by the anti-corruption watchdog, the sources said.
A senior Commission official said that based on their replies, the CVC will give its findings or final report to a committee formed by Prime Minister Manmohan Singh headed by former Comptroller and Auditor General (CAG) V K Shunglu.

If i say that you can earn 2 lakhs rupees in one day through wrong way ,one will think about the money not the way. same is case with gaint scams. It is not Suresh kalmadi or A Raja responsible for such scams, it is those people who have put those options to them. There is saying "khane wale se bda khilane wala hota hai".

This performance was expected even before the games started. People in power naturally indulge in corruption as they know that their bosses as well as subordinates all are corrupt so even if they are caught and may be punished, they will spend part of the money corruptly earned and get away and live happily thereafter. and our law makers never want to make laws with which they themselves can be punished. It looks as though India as a country will never gain the position it could achieve if its law makers and leaders were even 50% pure. since independence till date so many scams have taken place, some even at the highest level but the people at top get away without any punishment. Ordinary people will keep suffering under such corrupt big people.

The mother of corruption and PMO, Delhi CM and state and central agencies involved. It is time for India to investigate on all aspect and make public the documents punish the culprits even if Manmohan is involved and imporve the image of the Nation as a corrupt country.
The news item establishes that the country is neck deep in corruption and it has become almost a way of life.
It's time to implement a Non Cooperation Movement..this time against our own Government. It's time to stop paying taxes to the Government. The tax payers can fill up a Form 15G (or is it 15B?) and refuse to deduct tax at source. While filing returns, do not pay the tax amount. It's a stand from Tax Payers that we prefer to feed our own families rather than feeding corrupt government. The IT Department can litigate each one of us and we can take each of our cases to the court. This should overload and our system and force government to value our money.
It wil be surprising if these investigative agencies will find much proof. Ther was enough time given to the rogue people involved to disperse their ill earned funds and to destroy the incriminatory documents. Don't forget the government declared such a probe much before the games started.
Mr VK Verma former director in Air India was involved in scams,corruption and other dealings. An IPS officer in the grade of Addl DG/IG posted as the CVO was intimated and the net result Verma continued with his scams and went on paying the CVO an percentage of 50% or more. SO forget nothing is to come out with this probe.The congress is a corrupt organisation since birth, except for a very few lwaders viz. Sardar Patel,SC Bose ,Azad,and many others. This party is of crooks by the crooks and of the crooks.Surprised, MM Singh at this late age is also getting murkier by the day.
A pandora's box seem to have been opened. Kudos to the UPA govt for initiating such an exercise as promised. Its definitely going to expose(if properly investigated),the politician-contractor nexus. It must have felt like a jackpot with many stakeholders, each feeding and abetting the other. They must have been disappointed that it had only 7 years to prepare....wish they could have delayed the process further and inflated the stakes even more. Unfortunately, there was a clear deadline and date on the calender for the event. The games, in spite of the hiccups, was a great success for various reasons. But, its ultimate success would depend on the quality and sincerity of this exercise. Heads have to role and the guilty have to be punished. PM owes it to his people. It can be a landmark in itself and a defining moment in Indian history to demonstrate to the world that corruption is being dealt firmly and quickly by the Indian state...... or could end up being the laughing stalk.
A 1,600 cr budget sky rockets a whopping 70,000 cr. What amazes me is how come the 68,400 cr difference didn't come to the government's notice. Yes, games went well (fortunately), but was there a necessity for such a shabby gig? Now apprehensions surround post-games Delhi, fingers crossed, whats in store for this city?
All enquiries by CVC/CBI are an eye wash. What happened to earlier scams??? Our tax paid money is being siphoned by politicians and organizers of the CWG. Strict action should be taken against them and the money should be recovered from the culprit concerned.
There is nothing new that any small or big Govrnment Tender maintains a deal of 10% commission or say corruption. This amount of corruption is more or less institutionalised in a sense. Hence CVCs finding of 8000 crore is nothing but a gimmick of the Government to cover their misdeeds and illdeeds. CVC should be credited if they find out 20% or more corruption in CWG Delhi 2010.
Our honorable PM had promised he wont spare any one and once after the games will be over there will be a thorough investigation. Now he is delivering his promise. Now i can see every one making conspiracy theories and guess theories. To say PM is responsible for every this is a daily routine in this country. After 65 years of independance,we reached 21st century still no one is responsible for their misdeeds.After Nehru we thought no one in India can lead this country.Now we have a prime minister who is one of the best we ever had.Who ever responsible for this mess should go to jail for a long time.That is the only way to bring this country to its right path.In any civilized country any one take bribes or misapropriate their position should be handcuffed and face severe punishment.
Sonia and MMS are snubbing Kalmadi and making a scapegoat out of him. While Kalmadi seems guilty, I am sure he is not the biggest fish. Given that everything Congress does has Sonia's blessing, it is easy to guess who the big fish is.
Well only few weeks ago I viewed with skepticism whether UPA, COngress and Dr Manmohan Singh will really deliver the promise of going after corruption after the game where over. Well Dr Manmohan Singh made sure India hosted the games successfuly. Now he is going after the corrupt partymen ( Should be from all parties ). It is good to see always we have a clean PM. BJP should also emulate this and follow and go after all kinds of corruption in their states - Karnataka , Gujarat etc.

Let the Law takes its own course , As in the past allegations of misappropriation of Funds were levied and some irregularities were highlighted by the Media , As the Comptroller Auditor General has clearly said that within 90 Days the report will be tabled . As the inquiry in this case should be genuine and fair . As earlier the Media highlighted the shortcoming and the issue was raised like a storm in the Country . As fair inquiry be conducted in this episode by the concerned officials . .
