CWG scam: Kalmadi aides Darbari, Mahendroo arrested

New Delhi Commonwealth Games' Organising Committee Chairman Suresh Kalmadi's close aides T S Darbari and Sanjay Mahendroo were arrested by the Central Bureau of Investigation on Monday evening for their alleged role in the huge financial irregularities in the organisation of the Games.

Darbari and Mahendroo were suspended initially after reports of the scam started appearing in the media. Both officials were sacked later.

Earlier in the day, the CBI registered two separate cases in the alleged irregularities in CWG, involving UK-based A M Films and former officials of the CWG Organising Committee on charges of forgery and cheating in organising Queen's Baton Relay in London.

Immediately after registering the cases, the CBI carried out searches at four places in the national capital region including the office of CWG Organising Committee, agency officials said.

The searches were conducted at the residence of sacked Joint Director General T S Darbari, deputy director-general Sanjay Mahendroo and Raj Singh, a Director-level officer in the OC, the officials said.

CBI looks to be targetting some CWG Organising Committee members but is totally silent on the role of the top man, Suresh Kalmadi, the OC chairman whose signature was crucial to the payments made.

The first case names London-based A M Car/Van Services and its owner Ashish Patel besides Darbari, Mahendroo and Singh under sections 468 (forgery of court records and public documents), 471 (Using forged documents as genuine), 120-B (criminal conspiracy) of IPC and Prevention of Corruption Act.

The second case involves London-based A M Films, Patel, Mahendroo, Darbari and others under sections 420 (cheating), 120-B (criminal conspiracy) of IPC and Prevention of Corruption Act.

As searches were on, the sacked officials were being questioned by the CBI about the Queen Baton Relay for which a grand function was held in London.

The CBI had started looking into complaints related to alleged irregularities in Queen's Baton Relay (QBR) event and is examining documents pertaining to it, including those related to transfer of funds.

The Enforcement Directorate had registered its first case under FEMA in CWG after British authorities referred to the Indian High Commission a matter regarding A M Films, a little-known London-based company, to which a huge sum of money was transferred through the Royal Bank of Scotland.

According to the OC documents, the money transaction was justified by the members saying "in view of the short time available and the risk of the cancellation of the QBR event, the Committee decided to compare the quotes (of different vendors in London) and evaluate them, keeping in view the cost and time factor.

"The committee noted that out of the offers, the offer of A M Films, UK at GBP 127712 exclusive of taxes is cheaper compared to other vendors... The Committee therefore recommends that the lowest offer of the GBP 127712 received from AM Films, UK be accepted," it said.

"The firm has asked for hundred per cent advance payment and in view of the short time available and the risk of event cancellation, the committee recommends that the advance payment of hundred per cent may also be given to the firm (AM Films) to facilitate taking up the work in time," according to the documents.

The CWG scams must be subject to SIT which is directly supervised by Supreme Court.Whatever the MMS govt has acted by filing cases under PCA and arrest the cronies of Kalmadi.The proof provided by all the TV channels was so dam clear that these guys connived to defraud the Nation in the Queens Baton Relay.Kalmadi is invariably going to be implicated by Darbari and Mahendroo.Kalmadis crimes as CWG chairmen is surely going to be arrested as well.These cases should be tried by A Fast Track Courts under the Supreme Court.Now that Congress has acted we must wait to see what comes out of Adarsh and 2G spectrum.77000 crores have to accounted.BJPs Mittal should not be spared by the eunuchs in the Congress.This is not done.

Mr.Ashok Chavan's and Mr.A. Raja' (I donnot consider Kalmadi since he still hold the posts of interests) resignations were claimed as acts of holding morale values can fool nobody.They were forced to resign, as a token to save many others, since the opposition bent upon stalling the parliament.The present stalemate in both houses on the demand of Joint Parliament Commisssion is the culmination of distrust on the CBI, which has lost all the credibility in the last couple of years. CBI is acting as one of the arms of the Congress and not for the purpose it was established. All these do happen under the very nose of Mr.Manmohan Singh, who has blemishless record as a Bureaucrat, Economist, but as the constittutional head he had helplessly allowed the drift of Ideals and Values in the public life and systematic erossion of integrity in all constitutional offices. Nation expets him to standup now unmindful of the political implications, before its too late.

If as Mr.Raja claims that it is only a notional loss and not a material one,then CAG will have to explain how it defends its position in the light of reduced tele charges over a period. It is customary for all Audited bodies to project opportunity and notional losses. Any Manager who witnessed audit will confirm that auditors dream too much. As Mr.Raja claims, CAG raised this point earlier also when NDA was leading the Telecom spectrum but nothing came out of it. What press holds today is only CAG report and nothing else. Credible evidence is necessary to pin a person to corruption. Hypothetical cases will not stand in court of law.

Hand over CWG and 2G to Supreme court by rajkumar on 15 Nov 2010

We people of India demand that government had over the GWG and 2G cases to supreme court lead investigation. The same we demanded with Gujarat and a lot gruesome skeletons came up. Though BJP did not own responsibility and fire Narendra Modi. But we are happy Supreme court is going after BJP. With same outlook we all demand from Congress and UPA similar action. We have no trust on UPA to handle this case that would bring all the swindled money back to India.
