The data provided by the Cabinet Secretariat shows more than Rs 137 crore were spent by ministers of cabinet rank on the foreign travels between fiscal 2006-07 and 2008-09 with highest in the year 2007-08 when more than Rs 115 crore were spent by them on such travels.
Surprisingly, the expenses incurred on the domestic travels of cabinet ministers during the period were more than the amount spent on their visits abroad.
There were about 30 ministers of the cabinet rank during the first term of the UPA government.
The records show that during the three-year period, the ministers spent more than Rs 163 crore on their travels within the country.
The expenditure incurred by them during 2008-09 was Rs 94.4 crore, which was 38 per cent more than the cumulative expenditure incurred on domestic travels in the previous two years.
The details were given in an RTI reply to activist S C Agrawal by the Cabinet Secretariat.
The reply also states that Ministers of State in the Union Cabinet had spent about Rs 21 crore on their travels abroad during the period, while Rs 27 crore were spent on their domestic visits.
About Rs 127 crore were spent by the central ministers in 2008-09, Rs 138.7 crore in 2007-08 and about Rs 82.3 crore during 2006-07 on their visits abroad as well as within the country.
The reply from the Cabinet Secretariat did not give any further breakup of expenses in different heads as they are held by the Drawing and Disbursing Officers (DDO) of different ministries.
"This office does not have any record of any individual Minister as all the expenditure is booked under one respective head of account of all the ministers. As per existing rules of Receipts and Payments Rules the details of each and every payment to the individual concerned by the DDO of that Ministry," J L Khurana, Senior Accounts Officer at Ministry of Personnel, Public Grievances and Pension said.

Right to recall. Amend in the constitution to recall the elected leaders / electees by the voters or electors. Every year there should be a review voting in each constituency for a period of one week, for the people, to give their opinion and views on the satisfaction of the performance by their elected representatives, whether they are satisfied, not satisfied, need to improve and give time or recall immediately. Then only all such problems in our political system will not happen. Corruption based review must be included including bureaucrats. Dictating and becoming powerful to take people for granted by politicians and bureaucrats will stop with this.
20 years ago there was 2-3 dozons minister was running nation, today almost all UPA elected politician have some short of ministry, this is completely non-sense, and people taking it easy! Politician Tuje salam!

I live in Australia and during my India visit last month I had planned to visit our family temple which was close to Latur in Maharashtra. I was surprised to find that Latur had an airport which was serviced by Kingfisher. We booked our tickets and landed at Latur late morning. It is a small airport with a couple of rooms, plastic chairs and a ceiling fan. The bathrooms had no lights. A decent crowd, all holding Congress flags had gathered at the airport. We were informed that no one generally comes to Latur and hence there is no rickshaw or taxi facility there. The airport was mainly built for Vilasrao Deshmukh and his family and the flights which serviced Nanded from Mumbai only landed in Latur when they had some passengers. The crowd was there because Deshmukh and family were flying into Latur on a chartered plane and from there they were going for a 'goddess darshan' in a helicopter. And he is a cabinet minister. That proves that all that austerity thing is a complete farce.
There goes the Austerity drive by the ministers, my foot. Where is Mr. PM and Ms. Gandhi shouting now?
There should be a free will to travel to the constituency using public money for the welfare of the people. The out of state and within state visits are to be monitered jointly by the finance and the comptroler general's office and verify whether the visit is liable out of public pocket or minister's own pocket. The elected person in goodfaith is the mirror reflaction of the constituency - the people.
If the question is posed to our P.M, he will blink like pussy cat and lament within himself and murmur somethiong amounting to advice ministers! But no clear instructions will eminate from him or his office. So, BJP called him a weak P.M, but Nation find in him the weakest ever P.M for the century!!!!

' Janata ko looto' ' Mera bharat mahan' How long we have to wait for honest ministers like ' Lal Bahadur Shastrji' The cuppuption is distributed from the head of UPA. Hindustan ' Bhagwan ke sahare hai' Kab sudarshan chakra chalega ? Parbhu laaj rakho Hindustan ki.
Democratic India with the prime ministerial system of administration is most expensive system for poor country like India. Roothless half educated ministers with no regards for peoples ethos are getting elected with illiterate peoples of India hence such type of expenditure is done by them

Govt should control. Otherwise there is no point in retaining a Govt at the Center. These are public property, not their personal.
