Chamadi.com back in business, cops helpless

Pune, December 10 A month after the Pune Police crime branch busted a high profile sex racket operated from www.chamadi.com, the website is back in business.

The sex racket, which was busted on November 6, is still functional even after the police action. Though the website had stopped its services in Pune, Sameer Nayar, chairman of the website said services would be "resumed in the city within two weeks." His reaction came after this reporter contacted him today as a customer. He also said that the “services” in Pune would be more costly than before. "We would charge Rs 15,000 per girl for two hours as against the current charges of Rs 6,000," he said. These charges for an "escort" vary depending on the “ quality. “ The term “escort” is nothing but the girl accompanied by a middlemen.

In case of a model, the charges would be more that Rs 50,000. While for a prominent model or actress, the rate is above Rs two lakh.

The website has displayed a mobile number for the customers to order an "escort." The calls are either received by Sameer or his colleague named "Miss Saina."

Last month, the policemen contacted the number as customers and ordered for three models. The police then laid a trap at Bhandarkar Road and nabbed models -- Sapana Tiwari, Renu Mirza and Pooja Sonugar -- along with middlemen Ramprasad Thapa of Pune and Balaji Shinde of Mumbai.

Despite the action, the website continued to offer its services as the police failed to investigate the case strongly. Legal experts argue that the police have neither booked the accused under stringent sections of the Information Technology (IT) Act nor have they arrested Sameer and Siana who are available on the mobile phone displayed on the website.

When the number displayed on the website was contacted, the person who received the call identified himself as Sameer. When asked for an escort in Pune, he said he has temporarily stopped the services in Pune. He however agreed to provide the services in Mumbai and promised to restart the services in Pune in next two weeks.

When his attention was drawn to the police action in November, he said he was not bothered about police action. "Ye to sab jagah chalta hai. (Such raids take place everywhere). There is no need to be afraid of it," he said.

Deputy Commissioner of Police Sunil Pulari of Cyber Crime Cell, said his team was not investigating the matter, as there was not much of cyber crime involved in this case. "We have not applied the Information Technology (IT) Act in this case. Apart from using the website as a mode of communication, there is no cyber connection to the case. The accused are booked under Prevention of Immoral Trafficking Act (PITA) and under section 295 of Indian Penal Code because the website carries some content that might hurt the sentiments, " he said. Deputy commissioner of police Anil Kumbhare said, "We have initiated the process to the website banned."

Kumbhare said that there were limitations in investigating the case. "The girls who are escorted are not forced into prostitution. It appears that they are doing it willingly. The modus operandi was such that we are finding it difficult to fit it under sections of PITA," he said.

Meanwhile, it was learnt that the police wanted to nab a leading model connected with the racket, but the trap failed because of monetary reasons. "We had ordered a topclass model through the website. The website owners demanded Rs 50 lakh for the escorting the model. They said that model would provide only after the money deposited in a bank account specified by them. It was not possible for us to arrangesuch a huge amount," sources said. Jimmy Mate, a legal expert from Asian School of Cyber Laws said that operating such website is an offence under section 65 of the IT Act. Mate said that the process to ban the website is very lengthy.

"The police will have to follow a long legal procedure to ban the website. After getting the necessary permissions from the court of law, the police will have to request the National Informatics Centre (NIC) in Delhi to ban the website. NIC will then take up the matter with Computer Emergency Response Team (CERT) of India," he said.

Sudam Choure, c-ordinator of Pune Police Cyber Committee said there are hundreds of websites like chamadi.com. "The problem will be under control only if the police is proactive."

‘Self-employment’
The website has openly appealed to the good looking women to join the business saying that it is India's No. 1 escort company and is interested in rewarding "self employment" to well mannered and fun loving companions of age between 18 and 45.
