The exiled Tibetan spiritual leader has riled Beijing by arranging a trip next week to Arunachal Pradesh, parts of which China claims as its own. The Chinese government has condemned the trip several times and asked Delhi to stop it going ahead.
But with ties between the two Asian giants strained by a flare-up of disputes over their shared boundary, Beijing apparently hopes to keep its ire over the trip, due to start Nov. 8, from inflaming diplomatic tensions.
Foreign Ministry spokesman Ma Zhaoxu repeated earlier criticism of the Dalai Lama for "separatist" activities, but did not condemn Delhi for allowing the trip to go ahead, and underlined the importance Beijing places on Sino-Indian ties.
Blame for tensions, Ma said, rested with the Dalai Lama.
"The Dalai Lama often lies and often engages in acts to sabotage China's relations with other countries," Ma told a regular news briefing, when asked about the trip.
"I am confident that his scheme to wreck China's relations with the relevant country will come to nothing."
China claims about 90,000 sq km (55,900 square miles) of Arunachal Pradesh along the border as part of its territory, that it sees as "southern" Tibet.
Ma said that late last month, Chinese Premier Wen Jiabao and Indian counterpart Manmohan Singh had agreed to focus on promoting "healthy and stable relations."
"We hope that each side will continue striving to make strides in that direction," Ma added.
But in a reminder of the many sources of friction between the two as they chase economic growth and jostle for influence in Asia, Ma also said China had asked India to ease visa red tape after new regulations upset Chinese firms.
Delhi recently cut back on business visas to curb a flow of unskilled labour, much of it Chinese.
Many Chinese workers had travelled to India on multiple entry business visas to fill jobs in sectors ranging from power generation to telecoms, the official China Daily said on Tuesday.
These visas will now be restricted to a smaller pool of senior executives, trade consultants and other specialists, affecting an estimated 25,000 Chinese workers, the paper added.
"China has expressed its concerns to India many times," Ma said, adding that Chinese businesses were involved in building projects in India that helped economic ties.
They tried their utmost to use local labour, but also needed to bring in technicians from China, he said.

I am not going to talk too much, but trying to come to the point straight. We are a country of One billion plus. We have enough human resource to handle our needs. So why do we need to bring people from China to help us. May be I am not that smart the need of India. Can someone help me understand? It is like digging canals to bring crocodiles.
Is there any other place where China has eyed? Just not listen to these attackers. India, go strong. Never fall into such foolish traps. India should act stronger in the international forum against China. Jai Hind Bharat.
Ma Zhaoxu has to look in the mirror to see who is to blame: His masters have attacked India, oppose India in every forum in the world and provide financial, military and moral support to enemies of India and Ma blames Dalai Lama! May be Ma is a desciple of Quereshi of Pakistan.
I grudgingly have to disagree with the the consensus here. Tibet had been a subordinate and protected by China for many centuries before the British invaded Tibet through their colony India in 1904, forcing the then Dalai Lama to flee the country. After India won its independence in 1947 the British empire lost its influence in Asia, and China took Tibet back, while the American CIA supported the Tibetan insurgents in their fight against Socialist govts. Tibet to China is like Kashmir to India. Now, despite Dalai Lama's suuport for a peaceful resolution to the Tibet issue, the Chinese consider Dalai Lama's affinity to the Western Powers (US, UK etc..) and his efforts to free Tibet as a threat to its Sovereignty. Considering the widely prevalent anti-Chinese theme reverberating in Europe and US, and consequently, in the news medias in English speaking developing countries, their concern that Dalai Lama is further demeaning their position in the world is not too hard to understand.
The statement "Tibet to China is like Kasmir to India" is not only incorrect but also malafide.Tibet, for centuries has been historically,geographically,culturally, socially and ethnically an Independent Country till 1959 when China forcibly occupied it, forcing Dalai Lama and his disciples to flee to India to save their life.Whereas Kashmir, historically, geographically,culturally, socially and ethnically has been an integral part of India. . . . in 1950 the Dalai Lama signed a treaty which effectively reunited Tibet and China after less than 1/2 century of separation caused by the downfall of the Chinese emperor. When the Tibetan nobility realized that China was not going to respect their feudal privilege as had been the tradition in past arrangements, Lhasa got a bad case of "buyers remorse". It took little time for the Lhasa government to start up an anti-Chinese alliance with the American CIA. The result of this allaince was the failed armed uprising which forced the Dalai Lama and his royal coterie into exile. What government wouldn't arrest someone who brought in the CIA to fight them?
Dalai Lama should realize not to venture in mission which will jeapardize Indo-China relations. Unfotunatley, India has suffered immensely because of asylum given to Dalai Lama by Nehru who lacked foresight. At that time, none of the Budhist country offered to accept Dalai Lama though himself being a Budhist. History is replete with stupid actions by then rulers who have made generations that followed to suffer. China-Pak friendship is due to India's stupidity in giving asylum to Dalai Lama. How much India has suffered because of that is anyone's guess.

India is a great and a powerful democracy and His Holiness the Dalai Lama as a respected guest of India can move where ever he desires. Chinese can howl but there is not much they can do. India is ready for any eventuality and thus the trip of His Holiness must go ahead at full steam ahead. I am sure people like Prakash Karat are pained as their beloved China is humiliated.
china has nothing to do with Dalai Lama's visit to arunachal pradesh.Since Dalai lama is living as a refugee in India he is free to go anywhere in India if Indian Govt. allows. India should stand behind him and give him all our support to show the world India is not the same as the rest of the world. our values of humanity should be exemplery. china's outcry should be gone in vain. let us do something even the most powerful country in the world couldn't do.....
Modern India has been grilled very hard by myopic politicians of neighbouring countries, whether it be Pakistan or China; even though we do not claim the best ones ourselves at most of the times in our own history. Pakistan tried every trick known to crooks of modern and mediveal times, with covert Chinese blessings. What happened...it's own people are killing each other...and it's sanity has been lost. The robe of evil (terror)has fallen to dust, and the administration busy trying to survive and avert potential N disaster. We have much better expectations from China, they are known to us like the back of our own hands from time immemorial; and we have respected each other for millenia. We know what it means, when it comes to harping against Dalai Lama or Tibetans in India or elsewhere. It is not about us; it is all about China's own intellect, it's own history in it's own eyes. We are not pleading or being arrogant; but we do not wish that China ever wears the fallen Paki robe !!
It is really hard for me as an American to tell the difference between how the Chinese government presents itself and how the Dalai Lama's government presents itself. To believe either Beijing or Dharamsala would take massive stupidity, in my opinion. Beijing's faults are obvious. On the other hand, why is it that the press in free countries never points out how hypocritical it is of the Dalai Lama to claim to be a spiritual leader above politics on the one hand, and then to travel around criticizing China on the other hand. I would be embarrassed to privately exhibit the amount of hypocrisy that the Dalai Lama revels in flaunting on the global stage. This American hopes that the peoples and government of the wonderful subcontinent of India only become more aware of (and dismissive toward) the idiotic rantings of any of the politicians of the Sino-Tibetan societies.
Donot forget that similar arguments were used to defame Mahatma Gandhi by the British (colonial) politicians during India's struggle for independence.
I see no hypocrisy in the way the Dalai Lama carries himself around the workd.After all, he WAS the the (supreme)spiritual leader of the erstwile FREE Tibet till he had to flee in 1958. He has, more than once, said if Tibet becomes free of the Chinese yoke he will agree to a democratic governed Tibet and he will he happy to have a non-political roll. But as of today, he has little choice than to do both potical and spritual duties.You're right, Beijing's faults are obvious. Dalai Lama' scritacal view of China is understandable. He had to leave his homeland and his life was under threat.He has been in exile sine 1958.
China is known for treachery and deception and proved beyond doubt by its past history.They have captured our land as well as Tibet.We should with Tibet recapture our lost land and justfy our people.Peace cannot be established,if China and Pakistan covet neighbor's land.
Start pointing nuclear armed missles towards china's targets.India should stop chinese goods, we dont need those. Also Kick out all chinese and force them to go back via Pakistan close the current Indo-China border. Going back via pakistan will be costly in terms of money and lives. Only exit to chinese will be Wagha border and that indo-pak train ticket, Also make that train ticket damm expensive. Remaining chinese hand them over to Modi govt.
I dont have any problem with Dalai Lama visiting Arunachal Pradesh.. but at the same time, I dont think why we are providing support to Tibetean cause. When Pakistan is providing support to Jammu Kashmir Militants we term it terror.. but when the same Dalai Lama raises Tibet issue we blame China for formenting trouble.. as usual its our double standard...
We are not in the year 1962. China must know that the Dalai Lama free and welcome in any part of India at any given time. It has taken a long time for India to prepare an official visit for the Dalai Lama to Arunachal Pradesh. Whole of India stands behind this and China must accept it.
His Holiness Dalai Lama has the right to travel anywhere in India or Tibet. China has annexed Tibet by force and left thousands of decent, poor and helpless Tibetans with no choice but to flee. Shame on China's expansionist policy. India should liberate Tibet and it's own land from the clutches of China as grabbed in 1962. Nehru's Himalayan blunder on Tibet needs to be addressed now. The Chinese may be financially well-off today but they possess primitive nature. A country without any religious values is not expected to have humanity. In modern times, by nature China still lives in stone age era. It knows only might is right, therefore,India needs to quickly develop its defences to the highest level so that China/Pakistan together will never be able to challenge India in future.
In addition to Tibet, China is also in illegal possession of East Turkestan, Manchuria and has nibbled away at substantial chunks of territory in Vietnam and Laos. It is also in illegal occupation of several islands in the Pacific Ocean which rightfully belong to the Phillipines. Ultaa chor Kotwaal ko daate ? It is nothing new. British Govt. used to blame Mahatma Gandhi at time of struggle for independence the similar way as China is doing to Dalai Lama.In the end, it is hoped that China stop lying about Dalai Lama who has clearly state that he want a genuine autonomy for Tibet under China. However, evil China is power hungry and trying to crush the movement for autonomy. Now,China blames every move Dalai Lama makes, pitting him all the time against someone else.This time China is concerned about relationship with India. Dalai Lama is a very welcomed guest in the land of Buddha whether or not China likes or dislike. After independence in 1947, Indian Government tried very hard to foster close relationship with China. 1962 unprovoked attack by China proves China's cunning intentions.As Brutish did to Mahatma Gandhi, China is doing worse to Dalai Lama. Blaming Dalai Lama for no matter he does is China's heinous crime.
Chinese have verbally attacked India many times. chinese played tricks with their visas for Kashmiris. When the Indian politicians eventualy picked up courage to tell China to lay off then the Chinese start blaming Dlai Lama to create friction between Indian goverment and the respectable Dlai Lama. Beware India. Don't fall for Chinese gimmicks. Chinese are playing a psychological warfare with India.
Govt of India has given prefrential treatment to the Tibetian refugees in India and many facilities, financial and educational aids.But on the contrary 2million minority Hindu and Sikh refugees living in Jammu region since last 62 yrs have not given citizenship rigts and living in filthy camps in sub human condition becacuse J
China initially was a laconic player in the world politics and did the mischief clandestinely as it did in 1962. Now it has become vociferous to blow its own trumpet in a manner that sounds business, but which actually is a ballyhoo to arouse the world curiosity. It is also in the habit of blowing hot and cold together. It has significant interest in Pakistan which it considers its strategic ally. It virtually opposed India in securing the consent of IAEC untill Mr Bush, the then US president coaxed it. So the newly built rhetoric of the visit of Dalai Lala to Arunachal Pardesh is simply an act of cheap popularity. It forgot that in the recently held elections to the state assembly, the maxim polling of 79% was recorded which reaffirm the faith of the inhabitants in the Indian polity and its democratic institutions. Dalai Lama has intrinsic affection for Tawang, the place he passed through to India for his exile . So China shoud refrain from the ruckus it has created vaingloriously.
The fact of the matter is that China's words are not trustworthy . They keep on doing secretly and even openly exactly opposite to what they go on saying in public. There are many in China ,who advocate the policy of blackmailing and threatening in relations with other countries including( rather espcially) with its neighbours.In this situation India has to follow a consistent policy of continuously and steadily building up strength and deterring power of all wings of our forces ,especially the forces on our northern borders.For our northern borders we need additionally 10 more mountain divisions highly trained and highly equipped for mountaineus and snowy terrains.Only then China will start respecting us.
As of today, the visit is on. I pray that Dalai Lama's visit to Arunachal (and in particular, to Tavang) does indeed happen and we don't chicken out at the last minute and stop Dalai Lama on some pretext or other. And let us make no mistakes about this: Dalai Lama should have Z security on that trip. Nothing less will suffice.
Dear China,Do not poke your nose in India's internal matter.Our Govt. has clearly told this to you.Find better job to do.If you spoil relationship with India,you are the loser and not India.In fact Indian's should stop buying/importing items from China.This people are can not be trust worthy.
We just have to ignore the Chinese comments. The Dalai Lama should be free to visit any part of the country. Perhaps we should not support the Chinese claim over Tibet ; it was forcefully taken over cannot be denied.
India will succumb to the chinese pressure. I wont be surprised if some day India hands over Dalai Lama to the chinese in return of some lucrative trade. Indian policies are fast becoming market oriented where ethics have no room. Does any one remember Palestinian, who once used to be our best friends. Now one can see Israelies in our neighbourhoods.
