Disclosing this, Prime Minister Manmohan Singh told newsmen on board his Special Aircraft on way back from China that however he does not think Beijing would be an "obstacle" given the new relations between the two countries.
He also said there was no time-limit for clearing the processes with the IAEA and NSG, though there were some "issues" to be sorted out and government cannot wish away Parliamentary arithmetic in a democracy.
The Prime Minister answered a wide range of questions from China's support to Indo-US nuclear deal to issues like situation in Pakistan, De-limitation and petroleum prices.
Singh said China has offered support bilateral civil nuclear cooperation in power generation.
China is an important and influential member of the 45-member NSG.
"I cannot say I have got a firm definite answer but my own feeling is that the relationship of trust and confidence is now establishing and we are succeeding in that. When the issues comes before relevant agencies I do not think China will be an obstacle. I can't say I have an assurance today," Singh said when asked whether China would support India's case in the NSG for fuel supplies under Indo-US deal.
To a question whether time was running out and there was any deadline for completing the processes with the IAEA and NSG, he said, "There is no deadline".
Asked how confident he was about persuading the Left allies opposed to the deal with the US, he said, "Well the effort is that".
"Will the Left parties now change their position after the Chinese support, he was asked.
"You should ask them," he shot back.
In a different context, the Prime Minister spoke about the "mindset" of decision-makers like politicians, ministers, scientists and others when asked by a reporter about how confident he was about changing the "mindset" of the Left parties on the deal.
He said, "Let me say it is an essay in mutual comprehension and mutual persuasion. That effort is on and there is no doubt that we have to take an early decision. The IAEA has to first clear the deal. We have made progress but we have to still sort out some issues. There is no deadline."
To a question about domestic problems faced by the government on pursuing negotiations with the IAEA, the Prime Minister said, "In Parliamentary democracy we cannot wish away political arithmetic."
"I cannot give you definite dates as you may like," he said when asked by when the IAEA process will be completed.

Never trust China and commies, my dear bureaucrat-turned-PM, Mr. MM Singh. They are the most untrustworthy creatures in the world.A politician can understand this better than a bureaucrat. I hope and pray that the next PM should be a Politician (except Mr.Advani), rather than Bureauos.
It is a misstatement to state that japan has the most advanced Nuclear Technology.Japan's safety record pales into insignificance when compared to France's. France has about 78 Nuclear Power stations,each one has a very high standard of safety.Areva's new generation of high breed of pwr reactors are considered to be highly efficient,cocktight safe, has high utility value,immensely productive and technically savvy. The best that money can buy.This is what India should be buying.
Lets be more mature and visionary as far as future is concerned. We have to remember how the Chinese welcomed Nehru, right after he retuned home they invaded India. We have the communist who will not like to go with the US. But the fact is that without the US support forget getting NSG support. So we have to take help of the west and move with caution. You cannot take any one for granted in this materialistic world. Mean time we have to heavily invest in our research and development into Solar, wind, ocean wave and to some extend hydroelectric power. If we continue to rely on others, one day they will pull the plug and the whole country will collapse. Being an Indian we all must read our philosophy and be a Chanakya!
Our P.M.is like Alice in Wonderland,full of wishes,laced with fantasy and pie in the skydreams. P.M's asseretions sound hollow and fictitious. It is worth pointing out to him thatit is not in China's interest to see a strong and developed India.India has to refrain from kow towing to China,for nuclear technology, as it is considered a low grade technology compared to that of FRANCE.India should be sourcing its n technology from France and not from China.P.M. should stop flip flopping and have the courage of his conviction and should go ahead and ratify the Nuclear Treaty with the USA,with immediate effect, despite Communist/Jihadists objections.P.M. should also learn from China's double talk,India should develop trade with China based on level palying field and at the same time dvelop military and strategic ties with the West/USA.As it is well understood in the public domain that only language China understand is one of strength and wealth, that is why USA speaks to China with such swagger and pomp.Given the opportunity, China will string along the gullible and naive Indian leaders.
someone Should ask the PM what assurance he has from China on anything. It seems he has given lot of assurances to them on a range of things
Why are we clamouring for China to support our causes? When will our politicians stop living in the fools' world and take responsibility of completing our work rather than try to get a statement from all and sundry in this world?
The words always sound good,especially from chinese diplomats and pliticians .All this sounds like "Deja Vu " . We have heard it before . Remember how they tricked late Pandit Jawahar Lall Nehru ? The taste of pudding is in eating. Only the deeds of China would show their real intentions. Let's not allow them to fool us once again. Most important argument (rather the only argument )that the chinese understand is that of strength (economic and military).There should be unrelenting effort to strengthen our economy and defence. And a friendly and firm stand at the negotiatng table.
It is a Catch 22. Even if China supports India's growth plans through nuclear programs, there is no guarantee that other members of the NSG will support India. The US and its allies will oppose if India does not sign a nuclear deal with the US. China does not have the capacity to support India's nuclear program on its own. It is dependent on Australian Uranium. If China sets up nuclear power projects in India and supplies nuclear fuel, it will be a violation of the Naclear Non Proliferation Treaty. In any case, India needs the spport of the United States. The more India travels the Chinese road, the more apart the United States will go. Then the US-India relationship will be be a repeatition of the last half a century. Chinese technolgoy is of US origin. Their own innovations are far inferior to that of the US. There are lot of obstacles even if China is willing to help. The most advanced peaceful nuclear technology is the Japanese technology, which will not be forthcoming if the Chinese are in the field. I dont believe, the Chinese have more clout in the NSG than the United States have. Australians are adamanent that it will not sell its Uranium to India, unless India sings the NPT. Probably, this attitude may change if India has a nuclear deal with the US. One would not know until one reaches that stage after concluding the India specific nuclear safeguard agreement with the IAEA, which itself has a lot of India haters like the NAM countries, Pakistan and the hide and seek China itself. Depending on China in any sphere will ultimately lead to serious harm to the Indian industry. One should look at what is going on in Africa. During the last ten years Chinese businessmen have opened up many businesses in various countries in Africa. At first the African nations welcomed it with open hand. Now, they find a Chinese all purpose store in avery town in Africa, which have swollowed local businesses. Now a struggle is going on between local small business owners and the All purpose retail stores the Chinese have opened up. In a small country known in Lesotho (an enclave within South Africa). the Chinese only invested some 37 million dollars. Now Chinese businessmen controls most of the Lesotho businesses, replacing local small businesses. The Lesotho business leaders are worried that the Chinese are taking over the economy. Any effort to get Chinese investment or Chinese cooperation in Indian industry will only lead to disastrous consequences for Indian industry. Unfortunately, the Indian politics with a coalition of Congress-Communist-DMK-NCP, RJD, JD(U), Muslim league etc. have brain washed the Indian electorate. The leadership of these parties are not only incompetent without any idea of economic and international political realities, but also irresponsible to the extent of being unpatriotic.
You have the sound points. But in India, all are obsessed with 'what-is-good-for-me" politics. The day we come over that mind set, India will move ahead and establish itself as an equal to China, US etc.Keep the good work.RegardsAnna Das

Sir:Our Prime Minister has now started embarking on a lot of Wishful thinking.China will be the first one to oppose India's Civilian Nuclear energy programme.Cheap power will make India a formidable force in the International Market and obviously China does not want this to happen.
How about capitalising on the resource arithmetic ? There is an abundant supply of sun light in the country, plenty of rain and why not capitalise those for power generation instead of begging and prostrating before those who do not treat you with equal respect ? When the country can get its priorities right, the progress that it can make on its own effort will make the rest to queue up to sell their wares. But then you may have to scrapp some UPA programs like NREG and act according to the law of economics, which is your turf, is n't it ?
