“We don’t have such an intention to establish a chain to encircle India,” said ambassador Zhang Yan at a lunch held by the Asia Society in Hong Kong.
“It’s not in China’s interest to undertake this kind of strategic move. We see India as our partner,” he said, adding the speculation on a China policy of encirclement was “unfounded.” China’s recent decision to build ports in Myanmar, Pakistan and Sri Lanka has raised suspicion among Indian authorities that it is trying to assert greater control over the important shipping lanes around Asia.
Thousands of Chinese-flagged ships pass through the waters around India every year, laden with goods destined for the lucrative European market.
Zhang added that China does not protect the commercial trips with a military presence and there are no plans to do so.
“We at this stage don’t feel there is a need to send a navy ship to accompany our commercial ships in the area,” he said.
India’s distrust of China has increased in recent years, despite the strengthening commercial relationship between the two emerging Asian giants.
The two countries are still locked in a border dispute which triggered a brief but bloody war 46 years ago, although their diplomatic relationship has improved in recent years.
More than China we have to be cautious of Karat and Yechury of India. After taking over Nepal through Prachanda the next Chinese step towards India will be through Gorkhaland. China is already meddling in Arunachal Pradesh , As per latesr report it has started fingering in Sikkim as well. China will also touch Himachal Pradesh in near future. We are foolishly happy that we are improving our trade and trade relation with China. But in fact we are trading our territory for trade. It is neither politics nor nationalism nor even economics. Powerful and ambitious nations around India are aware of the historical fact that India has not remained a free country for long and also the fact that others have easily subdued and ruled India with the political consent of indians . To sum up we need not trust China and at the same time we should also not trust Karat and Yechury. Strong India will emerge only when the UPA government severes its ties with Left and stands on its own.

No. Not at all. Any statement of China that they are not trying to create issues for India everyhwere is just humbug. Biggest issue they have created is within India by Supporting the communists and naxalities. India can't persue a foreign policy in its own interest as the govt is supported by CommunistsThere is no doubt that we are bending backwards to accommodate China just because the UPA is dependent on communists for support. Communists are least bothered about Indian national interest. They are more bothered about the Chinese interest. That's why they don't consider China to be an aggressor in 1962 war. They support China in border disputes we have with China and they are more loyal to China in more ways than India. Also they are opposing the nuclear deal on the bidding of China. Nothing new for communists they have done that in the past, during the freedom struggle. They are more wedded to their ideology than the national interest
China's speech and actions contradict each other. Let us not be naive as we were in 1962.At that time we were caught napping. Now it is time to prepare and thrash China if it attacks again. The Chinese obviously believe in empire building and the British knew it. That is why they tried to set up a buffer state like Tibet between India and China.India needs to keep many many Agnis and Suryas to punish China if and when they attack India again which seems to be their real program.
China may not have plans to encircle India, because that would be a costly move, needing lot of manpower, as well as military hardware. Nontheless, China is very clearly showing the tendency of cockroaches and termite. And if Indian government which is full of politically illiterate individuals, who are in it to line their pockets one way or the other, have no interest of the country, none whatso ever, do not show political will to stop the nusence, then soon India will lose Sikkim, and other north eastern parts of the country to the dragon. Our charlie brown prime minister is not a politician. He is just a beareaucrat, an office manager, may be economic intellectual, but not worthy of being a prime minister. I remember, when George Fernandez was the Defence Minister, and he made noise about China, everybody criticized him. But you know as well as I do, that he WAS right. The gutless congress is full of selfcentered individuals,some for money some for power, but Congress must GO!
Why does not India play the same game with china as China has done in case of Tibet and Sikkim. Most of the world is in favor of independent Tibet already, India should start slowly backing off from stating that Tibet is Chinese territory.
Chinese government has a reputation of going back on its claims and promises. It would only be practical for India to take appropriate actions to protect her interests , considering the past history.

In strategic context, it is the capabilities and not intentions of the adversary, that forms the basis of counter strategy. China is trying to tell the whole world that it's rise is peacefull, it is telling India that it has no intention of encirclement. But its actions do not support its lip service. India must be prepared for any contingency, based on China's capabilities. You can not trust the Chinese, just as you can not trust a snake !

China has good relations with rouge countries like Pakistan, North Korea. With Iraq war weakening American millitary, China will become more assertive in foreign policy. China thinks Pakistan is their all weather ally. I doubt Pakistan thinks like that. Pakistan will let down China when chips will be down. It is difficult to imagine Pakistan is ally of U.S. and China at the same time. Earthquake has humbled China's aggressiveness presently. China will be a complex country to predict. It will be hard for China's communist party to keep its population happy to suppress dissent.
Then why does not China work towards settling the border row with India and putting an end to such suspicions once and for all? For how long is the border issue dragging on with those unscrutable Chinese positions. India and China can do so much together with trade and willing cooperation but China must stop playing games or nuclear shennanigans with India by working with Pakistan as reports suggest.
Now that China has said it India has to be sure it plans to do the opposite and prepare for it. Remember 1962.
