Chinese incursions due to different perception: India

New Delhi, February 23: Noting that there were different perception of the Line of Actual Control (LAC) in Arunachal Pradesh, Army Chief Gen Deepak Kapoor has said India would be ‘as much blameworthy’ as the Chinese side for incursions on the two sides.

He, however, said border infrastructure on Chinese side was better than that of India, giving them an ‘additional capability to bring additional troops’, and the government here is ‘seriously looking’ into this ‘disparity’.

"I think a degree of misperception has been built on this issue of incursions. First and foremost, it is a matter of perception. The Chinese have a different perception of the LAC as do we. When they come up to their perception, we call it an incursion and likewise they do," Kapoor said in Karan Thapar's Devil's Advocate programme for CNN-IBN.

He said the level of total number of incursions in 2007 is "somewhat similar to what it has been in the past. So, the feeling that too many incursions have taken place into Indian territory is not right."

Asked whether Indian troops also incur into Chinese territory as often because of differences of perception about the LAC, the army chief replied: "that's right. Which they would call an incursion into their side. So, therefore, to that extent, we would be as much blameworthy for that kind of incursion up to our perceived LAC."

Kapoor dismissed media perception that Chinese incursion were a sign of muscle-flexing by Beijing indicating something worse to come.

Under the pretext of difference in perception India takes cover. The fact of the matter is the gutless leaders have emboldened the chinese and every indian feels let down. We had 45 years to get prepared. Suddenly these leaders have discovered that the chinese have built up infrastructure. The leaders have contended that the natural barriers prevented the development of roads for fear of the chinese using our own roads for incursion. So in the first place we have mentally accepted defeat. It seems the indian leadership has given up by sticking to the often repeated argument that there is difference in perception and that is why the chinese tresspass our territory. The fact of the matter is we have squandered the 45 years we had. Our leaders were (are) pre occupied in dirty politics, corruption

BETTER ARMY CHIEF THAN DIPLOMAT by Naresh Arya on 24 Feb 2008

Indian Army Chief must follow the teachings of Lord Krishna otherwise India will have to face another aggression at the hand of shrewd China. It is better for our brave army Chief to think about every possibility to thrawt chinese designs to occupy our more territory instead of acting in a Diplomat Style. Already we have plenty of diplomats for diplomacy, who in real sense do nothing in reality but pose much. Had our brave warrior Prithviraj Chauhan followed the teachings of Lord Krishna he could not be decieved and killed by Mohammad Gori.

Indian Army's Chief must not try to be a diplomat. Why can't he admit China is the aggressor? That the Chinese illegally occupy Aksai Chin in Jammu and Kashmir region?Most importantly, he should stress the need to be aware of China's nefarious designs and their pet communist dogs in India. Watch out India!!

Wow. Maybe Jammu and Kashmir belong to Pakistan. Who is the Indian Army to say that Pakistan can't come in there? Nobody in India would say that, would they, but they will shrug when it comes to China.This isn't some deep philosophical mystery, you know. You can sit and ponder about the artificial nature of borders until Assam is absorbed, too. As long as China claims it belongs to them, I think Kapoor would 'agree' that nobody knows for sure which country owns Assam or Nagaland.Send Kapoor to the Chinese side, then in a few years India will own Tibet and be looking at Shanghai.

What bull! Misperception that a section of Arunachal pradesh where people are living is part of China. It is not a no man's land. These people are Indians and there is no way we can abandon them saying that the Chinese perception that they are Chinese. Do we consider the Tibetans as Indians due to misperception? Unfortunately the misperception that the Tibetans are Chinese is the root cause for this problem. We are willing to bend down backwards for accommodating the Chinese giving in to their misperceived claims on Taiwan, Hongkong and Tibet. It is time we perceive correctly and call every person living in Arunachal Pradesh to be Indian. The army is their to protect our citizens and not surmize why the Chinese are in Indian soil. It is time we misperceive Tibet as part of India. Chinese do not flex their muscles but just devour any land they want waiting patiently for the right time. We cannot afford to forget the chicanery that was perpetrated on our politicians when Tibet was annexed. Indian people cannot stand mute to their misperceived or well concealed moves into our territory. Jai Hind.

Deepak Kapoor's public interview on the issue of incursions is correct. He has to be on the right side of the facts. However, there is something that is not in the domain of the Army Chief, and which has not been addressed to him - that is China's protest with regard to our PM's trip to Arunachal. That cannot and should not be taken lightly at any cost. If you put this aggressive diplomacy on Chinese territorial ambitions along side the hitherto harmless incursions and give due credence to the fact that the Chinese border infrastructure is way ahead of the Indians - it will not be difficult to see that we have not learnt our lesson from 1962!!!Deeper analysis into diplomatic angle is statutorily not possible for the General to comment on, so he has not gone into that angle. There are other reasons that China wants to put pressure on India - to damage the US,Aus,Japan,India union, to help Pakistan by engaging India in NE and many more. Chinese aggression is driven by uncompromising territorial ambitions whose root cause lies in a Yellow Facisim (if we may call it so) namely to unite the entire Mongoloid race into one great and powerful nation that will challenge the entire world.

The perception of border violations rationalized to the point of blaming one's own self, seems to suggest that the admission is borne more out of lack of confidence in defending one's territory rather than to do with any self righteous bonhomie.If infrastructure for troop movements on India's side of the border has not been put in place all these years, what do the war college strategists think?
