New Delhi In a path-breaking move that will cheer lakhs of students across the country, Government on Monday announced that Class X examinations of the CBSE will be optional from the next academic year (2010-11) while the grading system will be introduced this year itself.

Over eight lakh students appearing for their class X exams in March 2010 have to take Board exams for which the results will be declared through grading system. From 2011, the grading system will continue but the Board exams will become optional.

The Class X examinations of CBSE will be abolished from 2010-11 while the grading system will be introduced from 2009-10 (current academic year), Human Resources Development Minister Kapil Sibal told reporters here.

"After the Board examination is abolished in 2011 (for class X), students will have choice to take the Board exam on demand for transfer (to another school) or entry into pre-university institutes," Sibal said.

The exam on demand is also available to students who want to continue in the same school, he said. Under the new system, students who wish to continue in the same school after class X, need not take Board exam from 2011.

On the grading system, he said it will be a "continuous, comprehensive evaluation" which will be good for the students.

However, along with grades, students can also ask for their percentile. The new system will be based on nine-point scale, starting from A1 (exceptional) up to E2 (unsatisfactory).

Grading procedure, which was finalised by a high-level committee headed by CBSE chairman Veenith Joshi, will warrant students to secure more than 33 per cent marks to get a certificate.

The nine-point scale will start from A1(with 91-100 marks, exceptional), A2(81-90, excellent), B1(71-80, very good), B2(61-70, good), C1(51-60, fair), C2(41-50, average), D(33-40, below average), E1(21-32, needs improvement) and E2(00-20, unsatisfactory).

"This is good system which will very well judge the potential of a student," Sibal said.

Continuous and Comprehensive Evaluation (CCE) system will be put in place from October this year for those who are completing class-X in 2011. The CCE refers to a system of school-based evaluation of students, covering all aspects of pupils' development.

It will cover the co-curricular activities, besides the core areas of subjects being studied in the classes. The CCE system will have two components formative assessment and summative assessment.

The formative assessment will be based on whole range of tests like interview, quiz, project work and practical assignments. It takes care of scholastic as well as co-scholastic aspects of pupils' growth. The scholastic aspects include curricular areas or subjects specific areas, while co-scholastic aspects include life-skills, attitude and values, physical and health related activities.

A FOOLISH MOVE by M.C.Pillai on 20 Jan 2010

We have read in history so many reforms of the past like change of capital, issue of leather coins etc which all have arisen from incompetent brains. Incompetant reformations. We had grey head to prescribe first urine in empty stomach as an all cure medicine. Here it is a little more foolish. That is all.Option is left with the public.

Dilema of students... by Anurag on 29 Dec 2009

I am totally against this system, after establishing such system, students will not be able to choose right stream suiting their academic performance, this may lead to destruction in the student's career.Let the system remain as it is.In future it also may lead to unemployment and many other issues,I request government to please think about this issue again, after all people's voice is your strength.......Thankyou.

Unfair assessment of students by R. C. Meena on 13 Sep 2009

Mr. Sibbal cann't not give any surity for fair assessment through CCE. The assessment may have influanced. Government should re think over the issue. National Institute of Open Schooling (NIOS)has already been set up where options for students to pass class X are available. Mr. Sibbal should not try to make CBSE at par with NIOS. CBSE has its own standard. Government should work out some other ways which can realy be helpful in reducing stress. I think there is no stress for a students who is stduying with a Moto, but the student who is stdying to collect certificates only may have, NIOS is there which can help such students. This hystoric change may damage future of the Nation.

Class X exams optional by MV on 09 Sep 2009

This is the most stupid policy I have ever heard of. It is the dumbing down of India. The Congress (I) is the most disgraceful party. It wants to ensure that the rich will continue to be richer by ensuring there are no standards for the average students. The ministers' kids will have ample opportunity to get into the best schools without any effort because there are no expectations. This will cripple the future of India. But why does the Congress care? As long as they have a stranglehold over the country and their families prosper, why should they do worry about providing better education. If you have any doubt-look at the United States. It is similar policies in the U.S. which is causing the economic problems we have in the United States. Please fight back and prevent this.

Board Exam by K V Atriya on 08 Sep 2009

The Hon'ble HRD Minister sounds to many like the Governer General Of East India Company who has probably planned for a systematic destruction of the fabric of Education in India. Why was so much of thought spent on this issue? For a few isolated cases of suicide committed by students for which not the Board exams but multiplicity of factors were responsible. He has set a new pace of educational reforms in India on the lines of western policies which are well tuned to their needs but they would result in ills-plaguing in India. With every name of an Indian in the world's illiteracy chart still his prime focus has been on the 6% of the student's education in India.Well, the silence maintained by the UGC, NCERT, NCTE, NIEPA, CABE would be responsible for not participating in these core issues of Education.Let the nation go to dogs I want to be popular appears to be his undeclared slogan!K V AtriyaMA, B Ed, PGDIRPM, PGDEPM, PGDJ

Winds of change by Puneet on 08 Sep 2009

It's a historic decision which will go a long way in changing the logical, conclusion and mental thinking of the indian students.Rather than being forced to learn without making your own assessment, being forced psychologically to get good percentages for your parents social facade, students will be more open to whys, hows of physics, atoms and theories..instead of merely learning them from the point of view of obtaining good marks. But there is also a need to be more rigorous assessment of a student's genuine project work, home assignment, class discussions .. so that plagiarism does not crop up. Multiple choice questions, communication skills, other credits involving teamwork, project work, gds ,etc. should be incorporated .Sincere effort need to be made about checking corruption in schools giving marks and relatively better assessments.

ASPNET by ydyehy on 08 Sep 2009

i do not like this systeem. it will unfair to us.and there will be no competition in india

beware by prem seth on 08 Sep 2009

its a historic decision, yes, but the after effects wont be in the interest of educational culture of India. Mr. Sibal is trying to copy European system or he is trying to woo teenagers for vote bank. In both cases the ultimate result is disaster. Competition is now the pillar on which our system is the best in the world. With exams optional, students will not be serious, they will take things easy and waste their time in activities detrimental to a healthy lifestyle. Its a fact that in Europe there are teenagers who cant even add or subtract n forget that they can even use a calculator. So Mr. Sibal you want our youngters to same?

Great Progress by GVM on 07 Sep 2009

Sure, kill education, kill talent, but wait how can u introduce reservations now ?? there will be no >80% GM or 35% SC/ST pass class, go ahead and make teaching optional for teacher, working for salary or bribes optional for govt sector, and also degree exams optional, you can either attend a university of pay some money and buy a degree off the roads like the panipuri stalls, the time is ripe, bridges are collapsing, roads are in bad shape, municipal buildings are dilapidated, there is no scope for industrial expansion, no family planning, no water, no agricultural progress, and no electricity, India wants to send man on the moon, why? cuz our country is almost empty, the govt and the society stinks, nothing left, so may be we can find something to loot on the moon, shame on our lives!

This Policy :A Bad Idea by Nalin Agrawal on 07 Sep 2009

I think that the politicians in a bid for their votes are destroying the very essense of studies and are playing wiyh the future of the country by making Laws and acts where students have to pass the elemntry school even if they dont get qualifying marks. This is terrible and I bet 98% students arn't going to study seriously like they did before as they have the options now.And what about the positions of Indians in the global market. An Indian Graduate right now is more competent than any of the post Graduate from any university be it IT(IIT's),Business(IIM's),excepts for researchs. What will happen to this aspect as I vehemently feel that it is going to supress the feeling to study!!!!!

Dumbing down education for the common man by asha on 07 Sep 2009

The government seems bent on dumbing down education. As it is, the quality education in India is horrible. Now with no test to see what students have learned the teachers will teach even less. The government doesn't care - they will send their children to the great schools abroad.

Now go for deemed universities by Dr. Ram Chander Sharma on 07 Sep 2009

Well done Kapil Sibal for the X std board surgery, now take your scalpel to the affairs of stinking Deemed Universities for the drastic surgery to remove the gagrene afflicte to the comercial education.

2009-2010 Batch by Babu S.J. on 07 Sep 2009

Optional board exam for class 10 is good and required. Since this discussion started early stage of 2009-2010 batch, This option should be implemented for 2009-2010 batch itself. This academic year student may under go the same dipression as stated by HRD. Please consider this too.

Fiddling and farting by Hero Vaz on 07 Sep 2009

Since independence, the governments have been fiddling and farting with education systems and causing only confusion. As one wag was provoked to say: the Govts. first tried the 10 2, then the 11 1 and then the 9 3; the only thing they did not try was the 14 minus 2 !!!

What happens when transfering to another CBSE school without taking board exam by Concerned parent on 07 Sep 2009

From this it is not clear about a few things. What happens when say one child wants to move to another CBSE school (e.g. due to purchase of a property by parents in another locality) for 11th standard. He/she did not opt to write the board examination and wants to switch to another CBSE school nearby? Will the child be prevented from transfering to the new school because of this ?

More clarity and scope please by Sridhar on 07 Sep 2009

There are children who are pursuing skills such as performing arts (vocal music in Indian, Western, Carnatic, Hindustani), instrumental etc. and there are others in sports, swimming, painting etc. and other important spheres of life and these children's interests are stifled due to academics. This exercise by CBSE must include all these spheres to be incorporated into the grading system so that children who had more focus on the above skills are not unduly disadvantaged due to their scoring less in academics. Will CBSE do something about it as well ?

IT WILL INCREASE THE BAR OF GENERAL EDUCATION by Md Nasrujjaman Sahaji on 07 Sep 2009

It is first of all good because candidates those who are qualify for various job with their class-10 quqlification is not beter for understanding their duty properly. But in our country every states have their own education system so they have completely different syllubus. In maximum cases these are not up to dated as like as the NCERT BOOKS.So my proposal is that there should have a option to choise their own stream either vocational or traditional-arts/science/comers etc in class-8 1 level.
