College accused of embezzling Rs 9L from MPLAD grant

Ambala, February 15 The Block Development Officer, Barara, reported an embezzlement of Rs nine lakh under the MPLAD grant, by the management of MPN College, Mullana, to the Deputy Commissioner (DC), Ambala, today.

According to DC Mohammad Shayin, a grant of Rs 12 lakh was given to M P N College in the year 2006-07, for purchase of 20 computers, books for the library and equipment for the gymnasium. In the inquiry report submitted to him, it was stated that only 12 computers, costing about Rs three lakh, were purchased. The books and gymnasium equipment were not bought and only cheques were delivered to the firms.

The irregularities came to light after a resident of Mullana, Sat Pal, sought the information under the RTI Act. The District Administration then ordered an inquiry on his complaint, which was conducted by the Barara BDPO.

Meanwhile, the library incharge of the college, Mohinder Pal Singh, said he had no knowledge of the grant and neither was any equipment purchased for the gymnasium. He said the utilisation of the grant was the responsibilty of the disbursing officer, for which the principal, Ashima Joshi, was ultimately accountable.

He added that the president of the college, Major Swaraj Paul, was also not discharging his duties properly towards the functioning of the college. Complaining about the faulty management, he said the college may be taken over by the district administration in order to save the career of the students. He added that a criminal case was being framed against the principal on the basis of the contents of the report.
