"Sources of the violence were deeply rooted in land disputes, conversion and re-conversion and fake certificate issues," Justice S C Mohapatra, heading the one-man panel, said in his interim report on the violence in Kandhamal which claimed 43 lives besides damaging many houses and churches.
He, however, did not elaborate on the conversions and re-conversions issue. "Suspicion among the scheduled tribe and scheduled caste inhabitants of Kandhamal is the main cause of riots with the tribals suspecting that 'Pano' dalits were capturing their land through fraudulent means," Justice Mohapatra said.
Besides the issues of land and conversion and re-conversion, Justice Mohapatra said fake certificates were another major factor that created discontent among Kandha tribals who constitute 52 per cent of Kandhamal's population.
Justice Mohapatra, who submitted the interim report on July 1, said the government should take steps immediately to remove differences between the communities.
"I know it will take at least two years to complete inquiry, but interim report will help the government to make immediate intervention," he said.
Justice Mohapatra said in his 28-page report that most Kandha tribals were uneducated and were under the impression that quotas meant for them were being availed of by 'Pana' Dalits, who were Christians.
This was another factor behind tribal anger, he said suggesting the state government expedite freeing of tribal land in possession of non-tribals, take up fake certificate cases and remain vigilant to conversion and re-conversion.
"Once the basic issues are addressed, the Kandhamal problem could be solved," he said.
Replying to a question, Justice Mohapatra said he had not blamed anybody for the violence in the interim report.
Sources, however, said the commission which was set up on September 3 last year could fix responsibility for the violence on any organisation or government body.
In the interim report, Justice Mohapatra had not blamed any religious body or the CPI (Maoist) which claimed responsibility for killing of VHP leader Laxmananda Saraswati on August 23 last year.
Killing of Saraswati and four of his associates had triggered large-scale violence in Kandhamal which evoked condemnation from many quarters in the country and abroad.

Reservations are only for Dalit Hindus. Dalit Christian is an oxymoron. But missionaries like to have their cake (more converts) and eat it too (get reservation benefits). The governments and politicians especially the Congress side with the Christians and the powerful missionaries and their foreign masters.
Election victory by BJD does not mean that the problem is over. The Commission has rightly pointed out that the core issue is conversion.
I am from Orissa, and know very well the cause of the problems - the Christianity and their somany odd sects. The politicians will never be able to speak agains them on account of vote bank politics. Every media of this country has been crying out loud about the atrocities committed by the taliban like sanghparivar members. These crimes are not related to us Hindus, but to certain persons with association with vhp,bajrang dal etc. and all of these organisations have long aped al-qaida. I am very correct when I state "we Hindus", because we are the ones in majority who kicked the rear side of these taliban like sanghis, because we did not vote their mouth piece the BJP into our parliament.
The interim report is in the right direction in search of multiple reasons behind the Kandhamal riots but the exploitation of vulnerable situations by the emboldened communal forces is beyond any doubt.These elements we all know worked shamelessly for the Britishers by being a tool in their hands.Thus dividing the people on communal lines these elements are the main danger for national unity and integrity which is the fundamental condition for our progress and even survival as a nation.If a william expresses himself then we can see here how rabidly these poisoned minds react.Total lack of Indianness is more than visible in their expressions.They are self proclaimed thekedars of hindus. It high time Indian Govt stop linking Religion and Cast with reservations for education, jobs, grants, ... . Religion is divisive. Maoist terrorists have openly admitted killing Swamiji. Our intelligence sources have also confirmed that Maoists have got links with the obnoxious ISI. Did ISI used Maoists to kill Swamiji so that communal violence could be instigated? ISI has attempted to do such things many times in the past (latest being sending Pakistani terrorists to attack India in Mumbai and then claiming "deccan" mujahideen is behind the attack). There have been so many instances in the past of atrocities committed by Pakistani terrorists in India those are claimed by "Indian" mujahideen. These are all clearly blatant attempts to polarize Indians on the basis of religion and instigate communal violence. The Kandhamal events should be investigated from this angle as well.

BJP may have several flaws, but if there is one party thyat support the cause of Hindus, if there is one party that doesn't belive in hurting the feeling of majority hindus (e.g. denying of existence of Lord Ram, belittling the importance of ram sethu etc)that it BJP only. Is it not too obvious that religion is the root of all evils? In India and Islamic countries religion plays too much part in everyday life and therefore causes too many problems. In my mind religion should be banned.

this argument by some of the christian fanatics that conversions are good for the poor to come out of poverty is bullshit. half of africa is christian and half is muslim. 90% of africans live in dire poverty. they were forced in to chrsitianity and islam 100s of years ago. their lives have actually become worst. jesus or muhammd have pushed them in to hell and not in haeven.

What if British had not come to India ? Most probably by this time there would have been no one living in UK. All of them would have migrated to US or Australia. As far India is concerned under able dictatorships of Nawabs would have been reduced another 'stan with 200 Crore population. If not under one country under different states and yet would have been living peacefully. Instead of christian conversion we would had Islamic conversions. But there would have been no terrorism and Nuclear arsenal race and hefty defense expenditure. India would have thousand times better off if only those stringy, crooked and selfish traders had not arrived from UK at that time.
