"Sources of the violence were deeply rooted in land disputes, conversion and re-conversion and fake certificate issues," Justice S C Mohapatra, heading the one-man panel, said in his interim report on the violence in Kandhamal which claimed 43 lives besides damaging many houses and churches.
He, however, did not elaborate on the conversions and re-conversions issue. "Suspicion among the scheduled tribe and scheduled caste inhabitants of Kandhamal is the main cause of riots with the tribals suspecting that 'Pano' dalits were capturing their land through fraudulent means," Justice Mohapatra said.
Besides the issues of land and conversion and re-conversion, Justice Mohapatra said fake certificates were another major factor that created discontent among Kandha tribals who constitute 52 per cent of Kandhamal's population.
Justice Mohapatra, who submitted the interim report on July 1, said the government should take steps immediately to remove differences between the communities.
"I know it will take at least two years to complete inquiry, but interim report will help the government to make immediate intervention," he said.
Justice Mohapatra said in his 28-page report that most Kandha tribals were uneducated and were under the impression that quotas meant for them were being availed of by 'Pana' Dalits, who were Christians.
This was another factor behind tribal anger, he said suggesting the state government expedite freeing of tribal land in possession of non-tribals, take up fake certificate cases and remain vigilant to conversion and re-conversion.
"Once the basic issues are addressed, the Kandhamal problem could be solved," he said.
Replying to a question, Justice Mohapatra said he had not blamed anybody for the violence in the interim report.
Sources, however, said the commission which was set up on September 3 last year could fix responsibility for the violence on any organisation or government body.
In the interim report, Justice Mohapatra had not blamed any religious body or the CPI (Maoist) which claimed responsibility for killing of VHP leader Laxmananda Saraswati on August 23 last year.
Killing of Saraswati and four of his associates had triggered large-scale violence in Kandhamal which evoked condemnation from many quarters in the country and abroad.

It is very difficult to digest the so called Chrstian missionaries particularly Mr.Radhakant nayak. who is agent of World vision and representative of naxal.Only because of him Swamiji killed in the last year. being a hindu from Orissa, we will fight to down to dusk or from tooth to nell agaonst these anti social misionaries.
Mr.Williams, You must be a human robot with a closed shutters. Your shallow knowledge about India/Bharat testifies that. First open the shutters, learn about India and then give your views. Otherwise you will face the music. We are probably the most tolerant nation in the world. By the way, do you know how many Red Indians, Australian aborigins and latin american natives were butchered by the christisns (British,Spanish etc.)during 16th to 19th century for wealth and spread of christianity? Check your facts first.
It is intriguing that the Orissa Govt. did not learn from the Graham Stained issue, when it was proved beyond any doubt that dubious methods are being used to convert people. And, that the Swamiji's murder and the subsequent violence took the Orissa govt to finally swing into action.I have personally seen the antics of these proselytizers and I am ashamed that they stoop down to such levels to EARN MONETARY BENEFITS.It is indeed a shame. Dear Mr. William, Learning English is not the only way to survive. if so Japanese, Chinese, Russian, German, French woul d never developed so much. I can accept that the indian were so innocent that the british have divided into pieces. your idea that india would have been in pieces had the british not invaded india is also wrong. Earlier we had seperate small countries but we were safe. But after invasion of british even though we are physically one country, due to the divid and rule policy thought by them we are fighting in the name of religion, class, region, state and we are not even allowing the natural resources to others. While we are fighting they take our veda, ayurveda, and agricultural product and make them "Patent" as if they have discovered. Even now they are not bothered about educating indian but to convert them. If they are interested in educating alone the amount of investment made by them was sufficient to educate all indian within 20-30 years of independence.
You seem to be born to a British or you are still in the slavery of Britishers. You are fed with the history of Bharat as told by Britishers. You are not looking at your house through your eyes but through the eyes of others who are your enemies. Don't get yourselves fooled. Bharat is not created by Britishers. It has history of more than 15000 years. Here people lived, loved each and every part of the land. Hence Kashi, Ayodhya, Rameshwara, Mathura, Himilaya, which are at different parts are sacred to any Indian living in any part of Bharat. Ganga in North, Kaveri in South is an important and a religious river of every Indian. This is not brought out by Britishers. This is there since time immemorial. Ramayana and Mahabharatha is recited and loved by any Bharatheeya living in any part of Bharat. This is not inculcated by Britishers. This is there since time immemorial. Mr. William, if the British did never venture out of their country they would have been a poorer country and at the same time many of the poorer countries on earth today would have been fairly richer! Which Western capital can honestly claim they have never looted another country or people of their resources? In India's history there were emperors like Bharath, Ashok, etc. who had unified large parts of the sub-continent. But, rightly, it was with the advent of bahminism and varnashramam that this sub-continent started to disintegrate into many princely states; the heavenly language Sanskrit, went into a coma. To say that India would have never again been unified is like claiming that without INDIA the would have never made any scientific progress or any inventions. Look Alarming 5 fold increase in Kandhamal Christian population from six per cent in 1971 to 27 per cent in 2001 ,It began with the arrival of Christian missionaries in the area who found the remote region very conducive to conduct prosetylization amongst the poor tribals. The conversions continued unhindered until the arrival of Swami Laxmanananda who put strenuous efforts to stop conversions and help reconversion to Hindouism as well. If not for his effort Kandhamal would have been another Nagaland in the making where the separatist movement has wrecked havoc in the state. The aggressive Christian proselytization in Orissa today pitched previously peaceful tribals into warring camps of Christians and non-Christian. This has has vitiated the peace that has existed with various communities for millenia. Why Orissa Orissa has been specially targeted because of a huge tribal population. This allows the missionaries to work from the scrutiny of the media N carry our conversions

I hope you know why Britishers invaded India. Its just because we were having abundant wealth. And India just got poorer once they left. Second, christian missionaries are not doing a social service as it is made to believe. Can you tell the percentage of missionary run educational institution offering free education. So basically its a bunsiness. And its an open secret what these missionaries are upto. Why do you see these missionaries doing 'services' mainly in the tribal belt of north east, bihar, jharkand,mp,orrisa,ap? Its all a conertion business.
Justice Mohapatra didn't say anything new. Conversion, Minority appeasement, Reservation (especially for the rich in some community) are all making the poor people of other communities really angry. But nobody is there to listen their plight. You have to kill so many people and burn so many houses to make your voice heard.
Converting out of choice is one thing, and getting cheated orlured into conversion is another.I have seen examples in my own neighbourhood where innocent people are promised treatment in hospitals/clinics if they convert.

everybody knows the real issue is CONVERSION? if there was no conversion there wont be RECONVERSION. The missionaries with their hold in centre and so called secular parties getting land and fake certificates.Eventhough knowing these everybody blamed BJP for this. there is a time will come when all Indian will realize who is secular ?who is not? the truth has finally come out. it is the christian fanatics who are to be blamed for the riots. VHP being a proud hindu organisation just can't sit and watch the poor tribals being forced in to christianity. they had to fight back. missionaries should be banned completely. the missionaries are taking advantage of the failures of the govt. they get huge money from abroad. and now the christian fanatic sonia in the lead, the missioonaries will get even bolder day by day. i hope the hindus who voted for congress will finally realise their mistake.

Why are not the Christain missionaries trying to spread their relligioln in Islamic countries? They know Muslims are not impotents (religiously tolernat) as Hindus.If they try to convert any Muslim, the missionary will be beheaded immediately without any fear of judcial enquiry.

It is the news papers who spread hatred among the people. The head line should have been 'Land disputes led to Kandhamal Riots' but in order to sensationalise the news, national interests are forsaken by the News paper

This is nothing but appeasement. Hindus must be careful in the near future as there is no single favour from Central Government especially during Congress Government.We must learn a lesson from the past.
