Corporal punishment to take a beating in Chhattisgarh

Raipur Chhattisgarh government is planning to enact a law to ban corporal punishment in schools in the wake of complaints about increasing incidents of physical and mental torture of children by teachers. The proposal to enact a law gained momentum after a recent incident in which an eight-year-old child lost vision after a teacher of Saraswati Shishu Mandir, a school run by Vidya Bharati, pricked her eye with a pin for having failed to recollect the meaning of sangam (confluence of rivers). Initially, the teacher was absconding, but later he was arrested.

According to state school Education Secretary Nandkumar, the proposed legislation is aimed at bringing an attitudinal change among the teachers and to ensure that punishments did not cause physical and mental harm to the students. The legislation will be drafted after holding detailed discussion with all concerned, including teachers, parents, and students.

Proposing that the teachers be imparted training in child psychology, the legislation will outline the departmental action to be taken in the event of physical and mental harassment of students and fix criminal liability in cases of injury, disability, and death.

The School Education Department sources said the problem is more in the schools in the rural areas where teachers recruited by panchayats on honorarium basis run the show. Majority of them do not have training and adopt all sort of punishment methods, forcing many students to drop out from schools.
