Abdul Rehman, in his early thirties, was caught from Chelmsford Road near New Delhi Railway Station on Wednesday night when he was coming to the capital from West Bengal, a senior police officer said.
He was subjected to intense interrogation during which he revealed that some explosives were hidden in Janakpuri area of west Delhi.
A raid was conducted in the locality following the disclosure and 3.1 kg of RDX, five detonators and a sophisticated timer device were recovered, the officer said.
However, no ammunition or weapons were recovered from the suspected militant's possession.
The arrest by Delhi Police's Special Cell came following a tip off from intelligence agencies.
Senior police officers, including from Central intelligence agencies, are questioning him to find out whether he was in anyway involved in the Jaipur blasts. They were also trying to ascertain whether he was a member of a HUJI sleeper cell operating in the city.
"We are interrogation him to find out whether he was involved in the recent blasts," the officer said.
