Dismissing as meaningless the November 17-22 meeting of exiled Tibetans at the seat of the Dalai Lama's Tibetan government-in-exile, Chinese Foreign Ministry spokesman Qin Gang said Beijing expects India to honour its promise not to permit activities "aimed at splitting Chinese territory".
"The Indian government has made solemn commitments on several occasions that (it) does not allow any activities on its soil aimed at dividing (China)," Qin said.
"We hope that this commitment can be fulfilled," he said while responding to a question on the upcoming meeting at a biweekly press briefing. In the wake of repeated failures to find a solution to the vexed Tibet issue during talks with China, the 73-year-old Dalai Lama has convened a six-day meeting to determine the future direction of his quest for ‘genuine autonomy’ for his Himalayan homeland under Chinese sovereignty.
But Qin claimed the upcoming meeting was aimed at achieving Tibet's independence from Chinese rule. "The Chinese government is solemnly against any international activities aimed at splitting China, he said.
"Any attempt to plan or be involved in this meeting cannot represent the vast majority of the Tibetan people and their attempt will get nowhere," he said.
The meeting called by the Dalai Lama is expected to decide on the future of Tibet and floundering negotiations with Beijing.
Great importance is being attached to the meeting as this is only the third occasion after 1951 and 1959 that such a conclave of Tibetans will be held.

Chinks should be taught a lesson or 2 in good behaviour. Earlier the better. But our poor old Congress.....?
It is a little perplexing time for China. It is getting richer, and more liberal, and more educated in the process of it's modernisation. Therefore, it is finding hard and sometimes embarrasing about some of it's arrogant mistakes of the past. It virtually overran an entire civilisation of Tibetan people, who hold the middle ground between India and China, and their culture can be considered an amalgam of both. Unless China learns to respect them and embrace their philosophy as it's own, it will always be at odds, as a sort of clash of civilisations which will keep it alienated from Tibetans, whom it considers as it's own, and therefore claims to inherit the right to rule them with whatever method it chooses. The truth is not entirely what chinese openly publicise, and it is not India's headache to tell china how to handle the situation. But, we know what we need to do, for all honesty and fairness we can not suppress Tibetan people in our country whose culture spills into ours.
If India can interfere in China's sovereignty, why the same principle can not be applied to Sri Lanka while dealing with Sri Lanka Tamils issue?
Tibet for the Tibetans. India for the Indians. If India should listen to China on the pretext of some lame commitment, then India is but another pawn in China's dirty game. GOI should know better and let better judgement prevail.
India should take this opportunity to "tell" china not to support pakis who is trying to divide India, to stop funding the extremists in the north-east, and also not to claim any of of the indian territoryJai HindR.Balasubramanian
Why do we allow these tibetans to enter India they are multiplying like rabbits, and The Lama lives like a King, I bet he is more happy in India than he were iN Tibet. Do we not have enough of our people to care fore.
How dare they asking this? and interfering in our internal issues. Arunachal Pradesh, Manipur now Kashmir. First tell them to stop this. Then we can consider Tibet issue.
China blames India for what anybody may be doing to her.Tomorrow she may blame India for economic depression triggered by USA sub-prime crisis.I believe China is out to pick up rows wit her neighbors for its own mischiefs.
Indian Government, by its inept actions have allowed itself to be dictated to by the Chinese Government. GOI should firmly tell the chinese first to behave and withdraw all claims on Arunachal Pradesh and stop interfering in the internal affairs of India, like to objecting to visits of PM to Arunachal Pradesh etc. They should also tell the Chinese to stop all assistance to militants in the NE. The soft peddling of the issue or acting under fear will not help anymore. The chinese , as always , are out to dominate and we have to immediately start making plans to counter any possible Chinese invasion. We should not be caught unawares like 1962.
India is a democracy unlike China which is a totalitarian regime. We should allow the Tibetian meet as long as it is peaceful.
I hope the Indian government has a BACKBONE, and let's the meeting go on as planned. We ARE a democracy, aren't we?The Chinese focre their domination on all other neighbours and cultures. Don't help them.
They fund the Maoist insurgency in India... They fund the extremists in the North East... They put obstacles in our goal of getting nuclear energy for civilian use... They want the borders in Sikkim and Arunachal Pradesh to be re-drawn for their benefit... And after all that they want us to stop the Tibetans from meeting together...uphold our commitments...Stand up, India...if not for the Tibetans, then for yourself, because someday they will ask for a pound ofyour flesh as well...
India makes all these promises yet Arunachal is a disputed area, Aksai Chin is Chinese, nuclear technology and missiles are sold to the Pakis..The yellow scum can go rot !!!
If the Indian Government remembers, the British, even while throwing our people in prison during the freedom struggle allowed the Indian Nationalists and their supporters in Britain a level of freedom which would be unthinkable in India nowadays. Most of the revolutionary movements had their headquarters in London while plotting against imperialism. We owe it to history to at least let the Tibetans raise their voice against at least China's hegemony, if not imperialism. Frankly speaking, the so-called civilized world cares two hoots for the Tibetans, or the Burmese, or the poor black Sudanese. It is only when ones own right to loot resources comes up that the world realizes that it has a conscience. If Kuwait had had no oil, would Saddam have been such a villain? Let the Tibetans at least have the opportunity to bleat while being slaughtered.
Thank you very much, Jayadevan, for this most enlightened comment. "Let he Tibetans at least have the oppportunity to bleat while being slaughtered". Alas!
India should keep its promise with china, No one like anti national activities going from a foreign land. Also india would not like anti-national activities going in through pakistan. So india should walk the path it talks.
Yeah right. Ur point would hold good if chinese behaved as good neighbours. They did all they can in vienna to prevent the nuclear deal and then stored out, with respect to arunachal pradesh they keep making incendiary statements, they insulted our foreign minister when he went to meet them, they insulted our ambassador in beijing over a trivial issue. AFTER ALL OF THIS U ARE SAYING WE MUST CARE ABOUT CHINA BECAUSE???????
Govt. of India give the statement of what pormise it has made to China, Is it against the withes of Tebet?
Don’t allow Pakistan to ‘split’ India into Inda and Kashmir: India tells China
India should not stop this meeting. It will be a shame if a democracy like ours who fought for independence to preserve Indianess and achieve our birth rights, should stop this meeting. However docile we are to China, China will always exhibit hostility as has been seen in the past. Tibetans must decide their fate, it is not for us to do that. We all know there are human right abuses prevalent within Tibet by the Chinese. To be counted in the world, India cannot let freedoms from it's own land be dictated by autocratic and dictatorial regimes like China.
I think this is the best oppetunity by india.......to show its soliderity to the real holi person's of the world.........india should support this meeting with heart.........And this is the only way to stop china....from capturing arunachal pradesh........let tibet be free nation...........it's the spritual land of holi persons of the world, not a communist place.....an let it should be like this forever.....for the better ment of the world.........i pleadge to whole of indian people to support tibetana indepence.for the couse of our safty from china.....or for the goodnes of the innocent tibetans......who are jus crusified by chinese rule or gun..............whole india should stand in support of tibet's independence ...........with C.I.A of america an american an western ...world too...............this is the one an only way to stop the china........otherwise they rest is in front of all of us...........today china asking for Arunachal pradesh, tommorow whole of north east...
