The Commission on International Religious Freedom "again urges the State Department to announce Modi's ineligibility for a visa under the Immigration and Nationality Act (INA).
We have not seen changes that would warrant a policy reversal," the federal agency's Chairman Felice D Gaer said.
Modi was invited last month to attend a Gujarati culture conference in New Jersey in August. Earlier in 2005, Modi was denied entry to the US to attend the same conference citing his role as the chief minister during the 2002 Gujarat riots.
The senior BJP leader has said he would not apply for visa until he was assured that his application will not be turned down.
The State Department had in 2005 revoked his visa under the INA, which prohibits foreign government officials who are "responsible for severe violations of religious freedom" from obtaining US visas.
"As official bodies of the government of India have found, Narendra Modi is culpable for the egregious and systematic human rights abuses wrought against thousands of India's Muslims.
"Modi must demonstrate to the State Department and to the American people why he as a person found to have aided and abetted gross violations of human rights, including religious freedom should now be eligible for a tourist visa," Gaer said.

It is interesting to examine the double standards here. In the UK the police executed a Brazilian because his skin color was brown supposedly the same as terrorists. Rape of a Dalit girl student by six teachers is a sign of ongoing amoral perversion and duplicity of Hindu morality. From the latest rape reports coming out of the Patan Teacher’s Training College campus of northern Gujarat, it appears that the rapists used to choose girls from poor background and lower castes to prey upon. In the present lot of 98 girls, at least 15 were being exploited physically while the rest were all subjected to harassment by these men. They used to make lewd remarks even in the classrooms. For the past 10 years, no woman has been posted in this college as a staff which lead to orgy sessions of these immoral addicts. The victim has named Manish Parmar, Suresh Patel, Ashwin Parmar, Kiran Patel, Atul Patel and Nahendra Patel as perpetrators of the crime.
One of the rapist, Dr Atul Patel has been awarded best teacher award by the state government which is ruled by Mass Murderer, Narendra Modi. The rapist teacher, Patel is said to be quite close to Revenue Minister Anandiben Patel who is former Education Minister and represents Patan in the State Assembly. This same group was responsible for the last visa to be denied. The Congress govt was responsible to organize this group against Modi. I think BJP should make it clear to the US Govt that denial of VISA to modi would have similar repercursions when BJP is in Power.

Dear All,I was surprised to see the last para of the article which states 'Modi must demonstrate to the State Department .....should now be eligible for a tourist visa,".So, the U S authorities believe that the Chief Minister of a State in India should now be reporting to State Department and American people and not to the Indian people. Is this not quite strange.First of all, why Modi needs a U S Visa? Time will tell who will need whose visa as Modi has envisaged the development of Gujarat. Modi should not apply. Modi is the most popular Chief Minister, who is elected by the people of Gujarat for the third consecutive time to rule them in the State. The desire of his people in the US to get him for the function is simple and natural, which should not be denied by US, the champions of democracy.
