Eight underpasses to ease road congestion

Chandigarh, January 17 To ease off traffic congestion from the busy city roundabouts, the Chandigarh Housing Board is finally going to construct eight underpasses. While Madhya Marg and Dakshin Marg will have three underpasses each, Udyog Path will have two. The board has already floated expressions of interest for the projects.

Madhya Marg will have underpasses at Press Chowk, Transport Chowk and Matka Chowk, while Dakshin Marg will have underpasses at Industrial Area Phase-I and II roundabout, Piccadilly roundabout and Kisan Bhawan roundabout. Two underpasses at Udyog Path will come up at Cricket Stadium Sector 16 roundabout and ISBT Sector 17 roundabout.

Chandigarh Housing Board has already invited expression of interest from the agencies interested in executing the project on ‘design build and maintain’ model. The scope of work includes all comprehensive issues, such as, feasibility study, preparation of concept design, architectural and landscaping aspects, location of utilities through GPR, evaluation of alternate routes, signage for traffic diversion, integrated traffic and services management through a centralised controlled system, safety aspects and maintenance on annuity basis for a period of five years. Last date for submitting the expression of interest is February 15.

The agency, which will be allocated the project, will have to look into shifting of underground services, such as, telecom and electricity cables, drainage and water pipes. Ultra sonography will have to be done to find out the services lying below the ground.

Chairman, CHB, Mohanjit Singh said the departments, such as, telecommunication and Municipal Corporation Chandigarh have already been asked to provide information regarding the services passing through the areas selected for the construction of underpasses.

He said that in the first phase, underpasses will come up at Madhya Marg, while in second phase they will come up at Dakshin Marg followed by Udyog Path.

“During the execution of project, the agency will have to ensure that there is no flooding in the low-lying areas. Underpasses will have to be provided with proper lighting and accident rescue mechanism. There will be an in-built centralised control room,” he added.

Before floating the technical bids for the project, the CHB authorities have decided to convene a pre-bid meeting with those interested in the project to clear doubts and clarifications. To ensure that traffic is not disturbed during the execution of the project, the CHB has decided to follow the method used during the execution of the metro rail project in Delhi.
