The report, a copy of which is with the Chandigarh Newsline, states that there was no need to take up the renovation and upgrade in the club. The committee members should have been aware of their powers.
“around Rs 18.35 lakh could have been saved by handling the funds in a prudent manner. Additionally, Rs 18 lakh could have been saved if the captain of the club had not ordered machinery for the course which was not required at present. We don’t consider the capital expenditure during 2007-08 to be reasonable,” states the report.
It states that during the course of the inquiry, the records of the club were tampered with and papers were added in some files so as to hide facts from the House.
It states that as permission was given to management committee to indict more green card members in the club, they embarked on new construction and expansion works in the club without considering to take approval.
The kitchen, tandoor areas, lower bar, dinning hall were renovated. Also a new air-conditioning plant was installed.
Captain of Golf Club, Sukhi Lehal, said, “This is a biased report. As the management committee and 40 members have objected that one of the members in the inquiry committee, Varinder Sharma, was the person who had accused our team and was also the member of the inquiry committee, how can the inquiry be fair. The last committee also overspent. Only Rs 6 lakh was allotted for the swimming pool but Rs 43 lakh was spent on it. It was all politics and somebody is behind all this misinformation”.
“We have called the executive committee meeting tomorrow and will give our comments and place this report before the General House,” said R S Sandhu, president of Chandigarh Golf Club.
Said Chairman of Inquiry Committee, PS Hura, “The inquiry was based on facts. As far as Varinder being targeted is concerned, it is because he narrated the facts”.
The quotations were collected by hand or through a party or with the help of a party which gets final order. They were not invited laying down specifications or quality of material required.

The orders were placed before and after quotations were collected. advance money was given to the party even before orders were placed, states the report.
The inquiry committee strongly feels that the honorary treasurer should have exercised greater financial control and should not have released funds without ensuring that the prices were competitive; that approvals were obtained from the management committee. Had he exercised appropriate financial control, the lapses would not have occurred, states the report.
In some cases, the payment was made directly by the contractor and no ledger was maintained in the club for the receipt of building material. Despite the enquiry going on the management committee released Rs 4.5 lakh to the contractor.
