The term of the committee, which was formed to fast track implementation of Sachar Committee recommendations, would be expiring on February 29.
"We did not want to seek an extension as we are ready with the report," Committee Chairperson N R M Menon saud.
The committee would submit both its recommendations on setting up the Commission and the draft copy of the 'Equal Opportunities Bill' which would be presented in Parliament.
The Commission would be set up on the lines of National Human Rights Commission, but would have the distinctive feature of basing its cases only on "hard evidence", he said.
The Commission would go into cases relating to all sectors like education, employment and policy making.
"Individuals cannot approach the Commission. Only groups," he clarified.
The chairperson of the commission would be a person knowledgeable in the field of equal opportunities. It can be a judge or a social scientist, Menon said, adding the process of selection would be the same as that of NHRC, where the Prime Minister heads the selection committee and the Leader of Opposition is a member.
The setting up of the EOC came as a part of the Centre's follow-up action on the Sachar Committee's report regarding discrimination against Muslims. Almost all countries, which have a pluralistic society, have commissions which look into social discriminations.
The other members of the committee are Javeed Alam, Satish Deshpande, Yogendra Yadav and Gopal Guru.

Muslims do not proscribe to a "Nation" philosophy - their religion does not allow them to do so - they believe in a "Single" Nation which includes the whole world once they have achieved in their task of converting everyone into Islam. They are only allowed to think of a Muslim Nation - their concept of Nation encompasses the entire Muslim community. Their religion prohibits the concept of geographical boundaries and therefore they have the concept of OIC (Organization of Islamic Countries"). Why isnt there an Organization of Hindu Countries or Buddhist Countries or Christian Countries? Simply because these religions do not profess such a hard-core philosophy. It is only Islam which prohibits boundaries simply because it believes in converting everybody to Islam and when that is achieved the Muslims believe there would be total peace in the world where a Muslim will not kill another Muslim and therefore there will be no need of boundaries. In light of the above - Muslims have no right to claim any special rights since they only have one agenda to convert everyone into Muslims and shall not rest till they have achieved to do so. However, the ground realities are to the contrary - if there is blood and death anywhere in the world today - you can rest assured that a Muslim will be involved! If there is an armed struggle anywhere - you can rest assured that it would be Muslims that would be fighting - be it through suicide bombing or terrorist attacks. Islam is not a religion of peace but that of Hate - it professes hate against fellow humans in the name of God. What kind of GOD is He who ordains His followers to kill fellow humans simply because they call Him by different names in different languages? Such a God is surely an EVIL GOD!
In India equal opportunity commission implies implementation of Reservation and annihilation of certain communities from the sphere of the government.
This commission is required to atleast bring out facts before the country to control discrimination. Its not possible to argue either way unless there is objective proof of the same. However, its important to expand the pie, in terms of seats available in colleges etc, rather than just keep fighting over a small pie time and time again. We need to build a resurgent and strong India, and that cannot be done by quibbling over ever smaller scraps, and giving vent to our frustrations by fighting amongst ourselves. There is a massive social infratructure deficit, and this is what we need to build, instead of wasting time over issues like reservation etc. Even if one group were to get 100% reservation, that group would still be far from served, given the severe dearth of educational facilities in the country.
If the sonia khan remote controlled mms led upa govt, let every one live in peace, they would do a great job. They are working day and night to divide India between muslims and non muslims. Just make merit and quality the top most priority for opportunities to be given. Reservations should be only for economically backward people. Not for muslims, christians, sc, st, obc etc. But congress and upa thugs cannot make a living if all in India are educated. So they are supressing muslims and others in order that they would remain uneducated and do not understand the inhuman designs of congress and upa who are here to satisfy there lust for power.
While I sympathise with the poor of all religions, this is for ONE WORLD GOVERNMENT,by ex-IMF MM Singh,Member Club OF Rome.In a secular Nation Religion cannot be the basis for any reservation and the like. The upper caste POOR should also be considered. But how can one trust persons with extraterritorial loyaltues?
Does Azim Premji represent the full muslim community in India?? If Azim Premji is one of the richest man does it mean that all Muslims in India hv jobs and are rich in India. If that is the case than Mr Anand is also one of the richest man in Malaysia and owns 60% of the shares in Petronas towers. Then as to why Hindraf is fighting for equal rights for Hindus in Malaysia who are migrant workers and not origins in Malaysia. If you are not enlighten enough of the facts and figures then pls do not write anything.
Oh My God ! This is biggest blasphemy I have heard from the Govt in recent history. Please don't rub salt on our wounds, by suggesting that we can have Equal Opportunity in India. All opportunities have already been taken away from Hindus in the name of Reservation. Maybe Hindus can beg this Commission to provide them with same opportunities as OBC, SC/ST, Muslims, Christians, Adivasis, Freedom-Fighters, Ex-defense personnel, Cows, Elephants, ......
Let me make it clear that I am not supporting reservations on the basis of caste or religion. I dont understand how the jobs are taken away from hindus. 27 % are reserved for SC/St who are predominantly hindus. BC reservation again goes to hindus. In many states the total reservation is more than 50%. Is it not giving 50% to one particular religion.
We as Indians should not talk about equal opportunity. We do not have the face to do so. Here people are legally dicriminated based on caste and creed. The reservations (in jobs, promotions, politics etc.) takes first seat and competence and quality is overlooked. Do we have guts to make changes at constitution level?? The reservations should be provided to people who needs them (say... economically backword, physically challenged...). Not to rich just become they are from particular caste.
How many jobs and other opportunities have been taken away from Hindus by the minorities commission?? Do you hv statistics to prove that?? Every where, in Army, Navy, Airforce, Govt Institutions and organisation is full of Hindus. Although there are 20% Muslims population in India, How many percent Muslims are there in these institutions and organisations. Some time back the govt had recommended to carry out survey in India on how many muslims are there in Arm forces, the opposition mainly BJP, VHP etc shot down the idea. Becos they knew that if the survey reveals adverse results, then the so called democractic and secular face of India will be exposed. Almost all countries, which have a pluralistic society, have commissions which look into social discriminations. But India does not have one uptill now despite of being one of the biggest democracies of the world. All along the Hindus in India who are holding all the important positions in the Govt and different instutions and organisation has deliberately kept Muslims backward and illeterate so that they can be used as vote bank in the elections and can be bashed any time when the need arises. I think this is the good move by the govt to set up the longstanding commissions, although it will not serve the purpose as same will be again skewed and twisted in favours of the Hindu OBCS and Schedule caste and tribes.
If this is the view, how did Mr. Azim Premji become the richest Indian? Can you ask him, if there was any one stopping him due to his religion. I am a religiously agnostic person and I think the awareness and reformation is required in every part of the society and not just reservation. This hold true for every one be it Hindu, Muslim, Sikhs or Cristians.
If that is your justification then stop all reservations to Dalits as Mayawati is one of the richest woman in India!!
