Exemplary punishment to Army men guilty for Bomai: Omar

Srinagar The J-K Chief Minister Omar Abdullah has said that “exemplary punishment” will be handed over to the Army men, if found guilty, in the killing of two civilians in north Kashmir Bomai village.

The CM Abdullah said that he will personally carry the report to the Union government if the troopers are found guilty.

“If the inquiry, as per the media reports, indicts any troopers, I will carry the report personally to the Union Home minister and the Defence Minister to ensure that the guilty are given exemplary punishment,” the CM said. “Bringing those responsible for the innocent killings in Bomai to book is a matter of credibility for this government.”

Abdullah confirmed that the inquiry report on the recent case of civilian killing in Bomai Sopore has been submitted to the State Chief Secretary by the inquiry officer and he is yet to go through the report.

As already reported first by The Indian Express, the troops of 22 Rashtriya have been heavily indicted by a inquiry commission which was led by Deputy Commissioner Baramulla Baseer Ahmed Khan. According to top government sources the inquiry report has made it clear that the Army opened fire and killed two civilians “without any provocation” and “the Army action was not only disproportionate but breached all operational procedures.” The report also rubbishes the Army claim that there was cross firing.

Two civilians, Muhammed Amin Tantray and Javid Ahmed Dar were killed when troops of 22 Rashtriya Rifles (RR) opened fire on devotees at Bomai village. The incident sparked massive protests across the valley and soon after the killing of two civilians by Army J-K Chief Minister Abdullah ordered a magisterial inquiry into the firing and set a 15-day deadline for submitting the report.

Meanwhile, the residents of the Bomai, Sopore held a meeting with Senior Superintendent of Police Baramulla Viplaw Kumar on Wednesday and he appealed the residents to resume their normal work. Bomai and its adjoining villages have been observing a complete strike after the death of two civilians. The schools in the area too are closed from past three days and they did not open even after the winter break. The coordination committee that is spearheading the case of the killed youth in Bomai has been asking the government to withdraw the Army camps housed in the village.

These stories about the 'innocent' civiians generally hide more than what it reveals.If one is used to the cooked up stories that emanate from Palestine one will know the agenda behind this.In the early ninetees when the Pak infilterators were regularly liquidated by the army under governor Jagmohan's orders, we used to hear Benezir crying out to human rights organisations to interfere.The photo of protestors speaks a different story. Nobody can believe that any two civilians killed by the army will invite the wrath of so many protestors. It clearly is a hired crowd and the killed ones have good connections with separatist groups.

Politicians take advantage of such incidents, but media ought to be balanced and maturedenough before publishing such report particularly when matter is under investigation. Taking advantage of our democratic system, anti national elements cry foul before the politicians. There are numerous instances to quote wherein political leaders gone and met the relatives of allegedly involved extremists to take the political mileage out of it. It is suggested that media should also take army's view point so as to make the report balanced and meaningful otherwise it becomes one side story that will give wrong impression about our army. Men in uniform are just doing the assigned job for the national security.

First CM should not make such comments before the enquiry is complete as the matter involves Indian Army. Even if he has done it to get some popularity Media should play a responsible role by getting a complete picture investingating about the past records of the people of died and what they are doing at the time of incident. Army's view also should be presented by media to have a complete picture.

News seems to be one sided. First the CM should have done the enquiry silently but if he has made it public then it is Media's responsibility to get Army's view. A complete picture should be brought to public notice.
