Mumbai Though the Congress and NCP continue to haggle for portfolios two weeks after the Assembly results declared them the winners, caretaker Chief Minister Ashok Chavan asserted on Wednesday that the new Cabinet would be sworn in within 48 hours.

The alliance is likely to stake claim to form the government on Thursday.

Speaking to reporters at Mantralaya, Chavan said the two parties were in the process of sorting out the contentious issues and that talks were in the last stage. “Our information is that the Congress would get more representation in the Cabinet... The compromise formula could be 22 ministerial berths plus the chief minister’s post for the Congress, and 20 for the NCP,” said a party leader.

In Nagpur, NCP leader and Union Civil Aviation Minister Praful Patel said matters would be resolved maximum by Thursday, with chances of the government even assuming office in 24 hours “probable”.

With the Shiv Sena-BJP meeting Governor S C Jamir on Wednesday demanding President’s rule due to the absence of a government 14 days after poll results, Chavan also claimed that, contrary to popular belief, the government was in full control. On Wednesday, he addressed meetings of officials to discuss cotton procurement, inflation, and law and order.

The Sena-BJP delegation, led by Eknath Khadse (BJP) and Subhash Desai (Sena), demanded that a full-fledged government be in place within 24 hours. In a memorandum, they noted that a number of issues concerning the people, like farmers’ agitation, malnutrition in tribal belts and law and order, were being ignored.

The Governor, who had summoned Chavan and Deputy Chief Minister-designate Chhagan Bhujbal to Raj Bhavan on Tuesday in a bid to expedite government formation, told the Opposition he was seized of the problem and very “anxious to have an elected government installed as early as possible”.

In the tussle over portfolios and ministerial berths, the NCP is insisting on the 1999 formula (with both parties holding 21 ministries each), with the Congress getting the chief minister’s post as bonus. However, the Congress has been insisting on 24 berths and wants the NCP to accept 18, on the ground that it has won more seats.

who needs govt .if a state can run without any for 15 days by L.C.Bilandani on 05 Nov 2009

It is a real shame that a very big and industrialised state is without any govt.for more than 15 days and still the majority party Congress and NCP say they will place the govt soon. The lure of ministerial posts is too big for these parties than any issue of good governance the state may hope for. What are Rahul and Sonia. who are idealistic and charismatic persons of congress doing now?Dont they feel any urgency for govt.formation and who is responsible afterall? They have already taken so many days without arriving at any decision, and if the govt. is formed they will definately keep fighting for spoils of the seats and cannot be expected to work at all so there cannot be any development and policy issues will hang in fire for couple of years more.Governor should act wisely in the matter and give chance to the other large group or put state under the presidents rule. The morale of the news is that we cannot expect any good from these politicians for us as they are too hungry themselves.

India practices a Sham Democracy by JNS on 05 Nov 2009

In the first place, a coalition with 70% of the votes against them should not be forming the government. Secondly, now that we all know how outdated and nonsensical laws we have in the country, these shameless people should have announced their government much in advance.Which they failed, The media failed to raise this issue properly and above all the People of India failed. We are indeed a Sham Democracy.

YES, NO OTHER GO by R Sundar on 05 Nov 2009

Sure, even after such non-performance, the people of Maharasthara preferred the Congress/NCP to the Shiv Sena and BJP combine and have very clearly revealed that any day they would prefer this combine to the latter. This only implies as to the kind of image the BJP/Shiv Sena are having with the masses in Maharasthara and as such people are not willing to believe them even after 10 years of non-performance by the Congress and NCP.

Why the Central Govt. is at ease against the delay to form a newly elected Govt. Does it not a bounce to the Democracy and Constitution?
