The report which went into the coach burning in February, 2002 in which 58 kar sevaks returning from Ayodhya, were killed, ‘was a pre-planned conspiracy’ which was hatched at the Aman Guest House in Godhra.
The train carnage was cited as the reason by Hindu outfits to justify the post-Godhra pogrom.
This finding of the two-member Commission goes contrary to a probe headed by another former Supreme Court judge U C Banerjee set up by the Lalu Prasad-headed railway ministry that the coach burning was purely an accident. Retired justice Akshay Mehta was the other member of the Nanavati Commission.
"There is absolutely no evidence to show that either the Chief Minister or any of the ministers in his council or police officers had played any role in the Godhra incident," said the report of Justice G T Nanavati, a former Supreme Court judge that went into the train burning incident.
The first part of the report was tabled in the state Assembly on Thursday and evoked instant criticism from political parties and activists opposed to the BJP. They contended that the Commission was set up to ‘mislead’ the people.
The conclusion that the train burning was a ‘pre-planned conspiracy’ was based on various grounds including the statements of the passengers of the train that stone pelting continued for 10-20 minutes to prevent the passengers from coming out of the coach.
140 litres of petrol was purchased by Razzak Kurkur and Salim Panwala to execute the conspiracy, the Commission said adding that according to eyewitnesses, Shaukat Lalu and Mohammad Latika, had possibly opened the sliding door connecting the S6 and S7 coaches and entered S6 through that door.
One Hassan Lalu had thrown a burning rag which had led to the fire in the S6 coach, it said.
On the conspiracy, the report said it was hatched at the Aman Guest House on the directions of Maulvi Umarji and executed by Razzak Kurkur, Salim Panwala, Shaukat Lalu, Imran Sheri, Rafique Batuk and Shiraj Bala.
"The conspiracy hatched by these persons further appears to be a part of a larger conspiracy to create terror and destabilise the administration," the report said.
Giving a clean chit to Modi in the post-Godhra events, the Nanavati Commission said there was no evidence to show there was lapse in the role of the chief Minister or his ministers in providing protection, relief and rehabilitation to the victims of communal riots or in the matter of not complying with the recommendations and direction given by the National Human Rights Commission.

This report says that Modi and his administration was not involved in the train burning incident. Why do people have a problem accepting this fact? Note: This report is NOT about the Godhra aftermath, whose facts may be under further investigation. The important thing in this report is that the incident was pre-planned and not an accident as claimed by UC Bannerji / Laloo. Most news reports immediately after the incident were totally unanimous about the fact that this was a planned attack by Godhra Muslims on the kar-sevaks. It is only after a few days that vote-bank experts decided to frame it as an accident, and a willing Commie/Bengali was roped in.

it is because of these kind of unpunished riots that we have today home grown terrorists. Who know there wont be another type of attacks coming as a consequence of the churhc attack. If I as a person was for example been a victim of a riot for no reason of my action except for me being in a particular faith. I would then for sure not be at peace for my rest of my life. So in a way a system which does not prevent or punish the people involved in communal riots are only adding fuel to these blind terrorists. so my country men stop being used in the name of faith. The police FIR,. Gujrat govt arguments and the commission report all match word by word. Anything is cooking up here?The court case on the incident is still in FIR stage even after 6 years! The fourth FIR and the commission report are almost same! Train compartments can not be locked from outside and they do not have locks as well!
It is time to appoint a third enquiry commission to know the facts.What a mockery of the justice. Who will take responsibility of more than two thousand innocent people killed in Ahmedabad and who will punish the culprits? We would like to know how two thousnad people died in one week in Gujrat. I was in Ahmedabad and Godhra those days and what I have seen is beyond imagination. I am a hindu and a proud one at that but not those days . What is terrifying though is that so blatant a lie can get legitimacy because it is packaged as a comission report. Unless justice is done to all citizens and is seen to have been done we will never be at peace and many lives will continue to be lost in bomb blasts terror attacks. While calling the godhra incident as planned might be termed idiocy at worst or they have proof that it was indeed planned which no one else has and in which case the comission might be correct. But to say the govt had no role in what followed is incredible callousness since even the most retarded imbecile in ahmedabad knows what the truth was. Mr Bannerjee, how do you sleep? The Discovery TV Channel shows a pro gramme called CRIME INVESTIGATOR which has shown fire accident investigation too. The forensic team can clearly establish the cause of fire, hydrocarbons use, direction of progress of fire etc. Is our FORENSIC EXPERTS so ill trained that they are unable to come out with scientific evidence on such subjects???? OR IS IT THAT THEY ARE ALL SO CORRUPT THAT THEY GIVE REPORT AS PER THE REQUIREMENT OF THEIR POLITICAL MASTERS. The conflicting report give by two commissions headed by Supreme Court judges clearly show the reason for the credibility gap and even the death of a police man while fighting with terrorist is viewed with suspicion. The political leadership- left, right and center, must take immediate steps to bridge the credibility gap

All these agencies had themselves unilaterally decided that Modi was culprit. However this commission has come out with what the Gujarat people have been saying all along, tat the train cranage was a well planned conspiracy to kill Hindus. Now the Teesta Settlevads, the Shaban Azmi's etc will now say that this commission is rubbish. So th media and othrs should now stop this non sense.

For the people of India there is no meaning of such postmortem, the people who lost their life or those lost their own someone they knows what is the real pain. Either one of the commission is not done their job properly or sold-out. So what is the meaning of such commissions?These politicians and beaurucrats are taking the advantage of simple Indians and thinking Indian people are fool.
