New Delhi Describing the Mumbai terror attacks as a "direct strike" at India's economic development, External Affairs Minister Pranab Mukherjee on Monday warned the hydrocarbon sector to protect assets from the risks from "state or the so-called non-state actors".

"The recent terrorist attack in Mumbai was a direct strike at India's economic development. This unpardonable criminal attack only underscores the risk all countries face from economic sabotage, irrespective of whether these acts are authored by states or merely carried out by so-called non-state actors," Mukherjee said inaugurating the Petrotech Conference.

Cautioning that the global hydrocarbon sector would increasingly be even more vulnerable to such threats, he said, "Protecting these assets would not simply be a law and order problem for an individual country, whether an energy exporter or a consumer."

He asked the global community to cooperate to protect the supply routes and hydrocarbon assets to ensure stability of energy supplies.

"Stability of energy supplies, security of energy transportation and creation of new energy infrastructure and its protection has to be a common goal requiring coordination and cooperation of all countries," Mukherjee said.

He asked the global leaders present at the conference to pay attention to the safety and security of oil and gas installations and their transport infrastructure in their deliberations.

Pranab Da Ha Ha by Keshav on 13 Jan 2009

Pranab Mukherjee is not my idea of a leader whom i would follow in a war. He is a congress gas bag. Can we have serious leadership please. Let us all fast on Friday for serious effective leadership. Hindus since aeons have lacked leadership and have enslaved themselves for the same to all an sundry.

No strike in future in oil sector by Home Bahadur on 13 Jan 2009

I worked in ONGC till 1999 and I know how the salaries have multiplied three times in last eight years. It is wrong to say that salaries have not increased in last ten years. Those who are not happy with ONGC salary (like me) could have left ONGC and joined some ME countries who offer four times ONGC salary. Who is preventing them? You caccot have strike in a company like ONGC, that is very bad for country's economy.

Pranab do not talk, Do something to protect the country? by gary on 13 Jan 2009

Mr Pranab mukhrjee, the more you speak the more paki leaders are getting bold. Mr Ten percent and rootless Gillani is creating war like situation to pull out of "war on terror". your aimless statements are providing them a base to move forces from wetern to eastern border. These paki leaders have understanding with terror groups and they are faking action against these terrorists to keep Uncle Sam happy. Do not give them a chance to pull out of war on terror. your main job should be to capture terrorists that might be lying low well inside your country and and make intelligence agencies more capable.

Think... Think... Think... till the end... by Sunil on 12 Jan 2009

Seems Pranab Mukherji is interested in image building .... Musharaf is using the opportunity to escape from the attack from Terrorists... By siding with the Terrorists atleast he can temporarily do some deep breathes.... But humanity is something different and religious fanaticism to the peak is another thing... To know how Indians feel Mushaf should take another birth in India. His mind is conditioned with hatred towards India....The other guy (so called PM) is comparing terrorism with Military action by soverign countries to pervent terrorism very vociferously and I really wonder how such guys are becoming leaders of a nation... Not even having the brain of vth std student...

ERRATIC - HOME MINISTER by Lloyd on 12 Jan 2009

Instead of taking stringent action against the Mumbai culprits, this great grandpa is spending nice time in his office, blabbering unwarranted subjects. Do ur duty or others do yr duty.

Deshdrohi by bharatvasi on 12 Jan 2009

An organization suffers when best of talent leaves the company for a better futre. It was happening and the best of guys were leaving the oil PSU.Oil exploration is highly technical gambling industry where stakes are very high in terms of wells going dry or producing . When private players are aggresively poaching on highly experienced personnels from oil PSU, against this back ground ,to save the organization , a hike in wages was necessiated . But this simple logic was lost by the Babus. it is a common knowledge ,the great Dhiru bhai manipulated the permit licence controll raj in his prime time. Now the licence control raj has gone but still controller are there. Who knows why the media was hghly biased, they never presnted the true picure. AN idependent enqiry sho Some of the senceless, irresponsible media persons who are terming oil men deshdrohi, do not know that oil is not produced in AC rooms rather in deep sea, desearts , isurgency affected remote locations of the countary.

Did I read 'Hydrocarbon Assets' by Rahul Verma on 12 Jan 2009

Quite reassuring to learn that 'Hydrocarbon Assets' are at least recognised by the Govt. of India, at least till these comments are not categorised as strictly personal. Definitely the 'Hydrocarbon Assets' are to be protected. Who knows who will possess them. By the way, do hydrocarbon sector really need 'non state actors' when the 'state actors' are doing the ‘job’ with panache. The way the recent oil strike was handled by the omnipotents

Wah re actor sahib!!! by abhijit on 12 Jan 2009

By this he means that Our country should Guard all our curropt polititians from state and non state actors so that they can rule smoothly and garner more assets. Thanks for your advice Mr. Pranab, please continue with this comments so as to survive for long under Gandhi dinesty till we all Indians are not butchered by Jihadis, Talibanis and Pakis as they are uniting together very fast and you are portraying as if the the wold will come forward to rescue you. Its very clear now that the whole world will condemn these fanatic apraisal but will not come forward to save us, we will have to take action against them immediately before they harm us and then use our deplomatic force to explain to the world. But I know you can't do this now because u people are secure in such eventuality you politicians have already made arrangements to settle outside the country along with your family. Am I not correct Mr. Pranab?

Wait......... by Amit Purohit on 12 Jan 2009

Personal interests are above all for every concerned here in this article. Problem of PSU employees is that they went on strike. Till this date army men have also not got their revised pay and their heads are also struggling to get them from the jaws and claws of Corrupt IAS officers. But they never refused to pick guns and leave borders or barracks to get them. Here is the difference!!!Leave politicians they are a corrupt breed of people India have nurtured and they also go on strike when they cant get it is Parliament by boycotting the sessions but still getting the lucrative perks. But who will scold them?It is a cycle and every one has got a piece of tail and skin of other. Find the correct moment and piece of time to put that in correct place. But one thing is sure that this UPA government led by ManMohan Singh is the most inefficient and corrupt government in history of India. Dr Singh must take full credentials of it as he has courage of conviction.I had been PSU employee.

Oil Sector by johntkoshy on 12 Jan 2009

Somebody wrote that in private sector, strike do not occur. Right, but they do get fat pay. That is why a large no of people have left ONGC in the last few years. The revised pay of ONGC employees as offered by Govt. are just 14-16 % higher, which was revised after 10 years . Even the revised pay is many lakhs less than that in the pvt sector and the same revised pay shall be applicable for the next 10 years. That is why the employees through many requests asked for changes which was not heeded by the Govt and ultimately as a last resort went on strike. Further the Govt defeated it with the help of a partisan media who hid completely the reasons of strike. You can witness a further exodus of officers in the years to come.

Protect Energy Sector? but How by kamal goyal on 12 Jan 2009

Honorable foreign minister Mr Pranab Mukherjee has rightly stressed the need of stabilizing energy sector and protecting it from state or so called non state actors. But question arises How? Employees of OIL PSU were putting up their best efforts to stop the brain drain from these national assets. Erosion of Human Resource of any company is a definite prescription for its downfall. OIL PSU employees tried to put this opinion to Govt Of India since last two years, but it has been turned down so far. Today, Government thinks that Employees of Satyam should be protected,. Why? If employees are protected, an entity is protected. Package demanded by Oil PSU is only to protect the PSUs from threats of brain drain. Therefore, Govt should look into the need to protect National assets by nurturing it’s Human resource rather than demoralizing and insulting it. It is shameful for media to project Oilmen of this country as Deshdrohees, terrorists, blackmailers etc etc.

guard seeet by abhishek on 12 Jan 2009

yes agreed , but in past also it is only deshdrohi employees of OIL PSU were targeted and this PSU spent huge amount of their profit on security, not by those who termed them deshdrohi .which are state or not state acters are terming OIL PSU employees as a deshdrohi please enquire into if they have any connection from accross border .

Why no pay revision takes place wihout agitation? by S.Vijayaraju on 12 Jan 2009

Why Oil PSUs go for strike one should know by the will of National leader only. They donot bother about their duties of taking responsibllity of making pay revisions in time. And it became inevitable with out strike notice no pay revision takes place in time. Our leaders force us to go for agitation and take stern action to prove them selves as leaders but any time think of their responsibilities even after 12 years?

genius pranab by prerna on 12 Jan 2009

as apparent and obvious as it is not voting for BJP is going to ensure that people like him are going to be in saddle of the government again. people who continue stating the obvious but simple lack the vision or enterprise to see things from a different perspective and do whatever it takes to find a solution. sadly with the current political class this problem is likely to continue with no long term solutions...
