Gunmen may have survived Mumbai attack: Experts

Mumbai attackers

Washington Several attackers may have survived the three-day siege of Mumbai that killed nearly 200 people last week, analysts said on Thursday.

"I think there are more. My sources say (there were) at least 23 of the gunmen," said Farhana Ali, a former CIA and Rand Corp counterterrorism analyst and expert on militant networks. Ali, who most recently visited India and Pakistan last month before the attacks, said her information came from Pakistan, but declined to further identify the source.

"If that's true, that makes one wonder why we haven't seen more attacks. Are they lying low?" she said "I think they (Indian authorities) are bracing themselves for more," she said.

Ali spoke at a briefing for US government counterterrorism and military officials, and others. It was sponsored by the Counterterrorism Foundation, which supports research and publication on terrorism issues.

Authorities in India have said 10 gunmen took part in the Mumbai attacks last week. But reports early in the attacks cited police as estimating there were 25 gunmen.

'WAIT AND SEE'

Authorities captured one, who was interrogated, and killed nine. Indian and U.S. officials blame the attacks on Lashkar-e-Taiba (LeT), a Pakistan-based group that the United States in May designated a terrorist organization.

A US counterterrorism official said, "Is there a possibility that some LeT terrorists are still out there? Yes, but we have to wait and see because all of the information is not in yet."

David Kilcullen, who has served as a senior counterterrorism adviser to US Gen. David Petraeus and Secretary of State Condoleezza Rice, said he agreed that were probably more attackers.

They equipped themselves with fake identification and wore Western clothes with clean-shaven faces, indicating they probably did not view the attack as a suicide operation, Kilcullen said. "The fact that they lost nine out of 10 identified attackers killed doesn't necessarily indicate that it was intended to have all those people dying," he said.

"The Indians said there were 10 attackers, based on the fact that they captured one and killed nine -- you have to assume there are more out there," he said.

He noted, however, that there was no short-term follow-up attack on a target such as a hospital treating victims -- a characteristic of some Iraqi insurgent strikes.

The fighters had high-level professional training, Kilcullen said. They entered the city by sea, launched diversionary strikes, and seized two hotels and a Jewish center, where they held off authorities and rampaged for three days.

"A Seal team would have had trouble mounting this operation," Kilcullen said, referring to U.S. Navy commandos regarded as among the most skilled Special Forces.

terror in mumbai by subbaiah on 05 Dec 2008

My sincere sympahties to all those families who have lost their dear ones. The politicians, some of the media in india and some people in india are all responsible for the security. The same media cries foul whenever the police kills the terrorists in the encounter. The police are sometimes helpless. There many cases of the policeman getting locked up bcos of the encounter. Ndtv is one of the main media who always says fake encounter and then they have a debate taking th mic to everyone saying it is a fake encounter. Now the media like ndtv trying to act as thy are heroes. now can they say the terrorists killed by the NSG is fake, who know after few months they might say. many educated people in india do not go for voting. They think it is not important. only the poor and uneducated go to vote. You can see only a few educated people in the que and few people if they get some bribe it is enough for them, they forget their motherland. They will allow anythign to come inside india.

don't support AID and Asha for Education by namba madayangala on 05 Dec 2008

crazy commies hug terroristsArundati roy is a crazy, duplicitous, and downright dangerous btch. She hides under a Hindu name in India, while she signs her nameas Suzanna Roy outside India. After the recent terror attacks in Mumbai, India, carried out by muslim (Pakistani) terrorists, she wrote an article expressing sympathy forthe terrorists (and not a word about the innocent victims or policemen). She said that the acts of terror were part of a "bio-diversity of responses".Can you believe that? These commies are not only brainless, but also violent and dangerous. please don't support Commies. Don't give any money to Commie "charities" like AID or Asha for Education. Warn all your friends too about these cancerous entities.

gunmen may have survived mumbai attack by adolphus Olivera on 05 Dec 2008

first of all let the intelligence and police find all illegal aliens living in the country and arrest them and find there links with outsiders. first lets clean up the house with this i believe most of the problems will be gone. second seal all the borders land, sea. If there are inflitrators shoot them at the borders no need of arresting them. Improve all the security forces and make them accountable. By the way the politicians or our country are totally useless we cannot expect anything from them apart from making statements.

Let us march! by Chaphekar of Pune on 05 Dec 2008

I exort all my countrymen to march to Madam President to tell her that the nation is being thoroughly mismanaged by the politicians and officers, and she MUST intervene now. Let the police fellows shoot us down, but we must make our voice heard, otherwise these fellows will sell our motherland to our enemies

Heading towards democratic anarchy by Pronnoy Barooah on 05 Dec 2008

I was dreading to hear this. For God's sake let our serene P.M.wake up to this reality. With such developments, can he afford to let Maharshtra not have a C.M. and a Home minister for days? Democratic process and all that has to have a meaningful limit. Or is it that, in the name of democracy, we are marching towards well structured anarchy?

Attack on CST by Dipti Kulkarni on 05 Dec 2008

Not two hotels and a Jewish Centre but Two hotels a Jewish Centre and a RAILWAY STATION. Why is so little being spoken about the attack at Chatrapati Shivaji Terminus?

Induct them in ministry by SriKanth on 05 Dec 2008

The Congress will offer cabinet positions to those remaining terrorists. One of them will be the next Human Resources Minister with blessings from Arjun Singh and Mulayam Singh. Who says Allah is not powerful.

TERROR and INDIA by sbala on 05 Dec 2008

Our simplistic approach is obvious from the fact that we assume terrorists come in convenient numbers like 10 or 12. Why there could not have been 13? Are terrorists superstitious? While they think out of the box, we refuse to come out of ours. We are simpletons is again highlighted by the way US deals with our terrorist situation. Is there no way we can force anybody, be it Sri Lanka or Pakistan or UAE or USA? We talk so much about those who are fighting for a decent existence in Srilanka, but we never do anything to bring in DAWOOD who caused hundreds of deaths in India. Our navy chief is sitting at his plush office awaiting "actionable" reports. Our coast guard is busy preventing unarmed refugees from Srilanka only (NOT Bangladesh). Our politicians are busy placing inept, inefficient people at the top of every organisation on the basis of caste. And finally, we the people of India are busy reading cinema papers, seeing TV serials and playing Cricket. Life goes on...

Gunmen may have survived Mumbai attack? by Sunit on 05 Dec 2008

India will never learn and do something regarding repeated terrorist attacks. The only diiference this time is that elite were killed instead of Aam Admi. We can expect many more thanks to the incompetence of the pseudo-secular political establishments, self-serving bureaucracy as well as other players. The services have not learned from Kargil experience that you can not let down the guard. This is repeat of Kargil , this time with the Navy. The terrorist have got left-handed compliments that they executed a well planned attack, which has the hallmark of a retrograde bollywood movie. Are our people, Govt., and services so pathetic in their capabilities? What are they doing about thousands of illegals in the country who pose a serious threat to the country? What about the explosives offloaded on our shores and dispersed all over?

It looks some of those in authority are hand in glove. by KVSKumar on 05 Dec 2008

If the govt does not act tough with terrorist and those who maintain a steady flow of money into their kitty, viz. those who are corrupt and launder black money (esp. those who demand a quarter or more of your new flat’s value in cash), then all Indian citizens must apply for Gun licenses citing threat to life from terrorists as the major reason. The biggies already have it, now let us all have it for self-protection. Let us all go together to the hell. One wonders as to why the Govt. does nothing to tap black money (much of which is coming from real estate dealings) and to stop money laundering in such an open and brazen manner. Or, alternately, can we try this option? Declare amnesty to Dawood and gang and offer him a Cabinet Berth at our Indraprasth.

Collusion is there by Balwant Singh on 05 Dec 2008

I have the greatest respect for our civil service, though not so much for the politicians and I must say i am inclined to believe that this kind of thing cannot happen without a lot of support both from bureaucracy

It looks some of those in authority are hand in glove by Sunit on 05 Dec 2008

Of course, how else do you account for Stamp paper scam, which has not exposed all big wigs involved? How do you allow underworld to thrive in Mumbai? It is a vicious cocktail-Black money, illegal immigrants, smuggling rackets, corruption , criminals who found their way into Goverance and you can go on and on.

Media- proactive yourself.. by Rakshak on 05 Dec 2008

Whether it is 10 or 25 terrorist, we should be vigil always. The media should stop negative things further and they should act proactively to show all kinds of positive things to improve the security.. Why dont you(media) make a different show to the people inspite of always showing/writing about cricket or sexual abuse? Write about how to improve the security of your house.. Not only once..Write it continously for about a month..go for depth analysis of each and every security..how people can react at this kind of solution..I think media has the larger responsibility today with respect to Indians.. So, it has to show the life in a very positive attitude...

Media is biased by Rajesh on 05 Dec 2008

Our media have complicated this.I can't understand how could a very educated people of our country could believe the unthinkable story of boat cming from karachi.Yaar our navy is not such stupid and there are coast guard are well.Karachi is more then 1000 kilometers i think from mumbai. And we haev lots of equipment to detect a tiny boat.We can easily catch a fishermen boat whenit is merely 5 to 10 kilometer in our terrotory.New thing is becoming for Sim of cell phone. They say some time culcutta, vienaa,Karachi e.t.cNo channel is highlighting the possible hindu extremsists hand. Our great ATS chief iskilled.I don't believe there will be any real attmpt for his invetigations where he had found Hindu extremsists hand in killing of our own peoples.

Non-violence against violence by Anna Karenina on 05 Dec 2008

If its poverty that is driving these terrorists into this bloody action, then UN could be approached to extend free meals at all madrassas in Pakistan. Why should the world spend more money buying sophisticated arms and ammunition ? Lets eliminate poverty in Pakistan and force terrorism to disappear. This appears to be the only way out. Let all the children of Pakistan have free meals thrice a day and free clothes to wear with full UN support, all through their teenage. Let all the women have free meals and clothes throughout their life in Pakistan. Lets eliminate terrorism this way, giving them peace-of-mind in return. Why should violence be resorted ? Violence for eliminating violence would only help entrench violence in daily lives - this is absolute foolishness for humanity.

Smart Moves by Radovan Karadzic on 05 Dec 2008

Why not take advantage tactically of poverty and brainwash some Indian Muslims to do the same in Pakistan? that will be a perfect cover too.

Smart Move it by Dave on 05 Dec 2008

I suggest you a better option, why dont you grow a beard, take a gun, get in to the boat and go to pakistan, it will be more peaceful to see a non muslim killing a muslim.. what say?

Terrorist oriented govt by Mahesh on 05 Dec 2008

UPA govt has shown their positive attitude towards terrorists by keep Afzal Guru alive till date. Terrorist can come from any part of the world, havoc India and still be in the prison alive with luxurious anemities. UPA govt is the root cause of all the terror. Coming election will show them the way to gutter.

25 terrorists by Rajan on 05 Dec 2008

Even Maha CM said on the first day that around 25 terrorists have entered. So what happened to the rest. Why nobody (particularly Indian Express) is not taking this issue up with the authorities.

Numbers game by robocop on 05 Dec 2008

That's exactly what I will request IE to do. At the initial press conf. by the CM and the authorities it was mentioned that there were 20- 25 terrorists who had set foot in Mumbai. Why then did the number dwindle down to 10? Is it that the authorities only want to pat their own backs fr striking down all the terrorists - 10. Why doesn't the media create a furore against the authorities for giving out false information when they should have come up with credible, true information. Had the no. of terrorists traced been 14 they would have said teh no. of terrorists starting from Karachi were 14. Is that the way teh Intel. works?

there are many more in the Parliament by Ajay, Pune on 05 Dec 2008

There are many more terrorists in the Parliament. In fact, those MPs create more problems for the country than these few gunmen.

Terrorists and Politicians by Anupam Das on 06 Dec 2008

These politicians are bigger threat to our country than these gunmen. They are parasite enjoying lives on our hard- earned money. Whom can we belief now? I dont think any of these parties will have the moral to ask a single vote in the coming election.Election itself is a big expense. We will spent so much much money to bring a bunch of buffoons to sit on our head. These characters will do nothing to protect us except filling up their pockets and then run away(read resign) if such incidents happen again( Bloody escapists).

Mumbai Attack by Parm on 10 Dec 2008

Instead of blaming politicians or anyone else we should unite and work together to fight terror with Satellite Technology and GPS system. Indian coast is too large for old methods of security. I feel that new tracking system is the solution.
