Singh made it clear that ‘war is no solution’ to the problems between India and Pakistan and hoped that Islamabad would listen to the demand of the ‘civilised’ countries for bringing to justice the perpetrators of the ‘horrible acts’ in Mumbai.
"I hope some sense will prevail on the leadership of Pakistan to recognise that tackling terrorism is an area that needs cooperation," he said addressing a press conference in Shillong after inaugurating the Indian Science Congress.
"It (Pakistan) has to take action on the demand from all civilised countries that the perpetrators (of Mumbai attacks) are brought to book. We hope that these criminals will be handed over to us to face trial," Singh said.
His comments come a day after Pakistan ruled out extraditing anyone, citing absence of a treaty in this regard.
Expressing concern over terrorism emanating from Bangladesh, Singh regretted that Dhaka has so far not cooperated and hoped that the Sheikh Hasina government would address New Delhi's concerns.
He said insurgent groups have taken refuge in Bangladesh and infiltration continues through the porous border.
"We will take up the issue of insurgents taking refuge in Bangladesh with the new government. I sincerely hope that the new government in Bangladesh will take appropriate measures to see that the territory of Bangladesh will not be allowed for terrorist acts against India, in particular the North East," Singh said.
The Prime Minister, who visited the region two days after suspected ULFA struck terror in Assam, had a tough message for those resorting to violence, saying the government will go to any extent to root out terrorism from the country.
He asserted that government will never compromise with those using the gun but was open to holding dialogue with those laying down arms.
"The growing menace of terrorism and Naxalism is a cause of worry. The government will not compromise with terrorism," Singh said.
"There were some initial setbacks, but we will overcome them. The government will go to any extent to root out terrorism from the country," Singh said referring to the terrorist strikes in Mumbai, Delhi and Assam.
Asked whether the Centre was open to talks with the banned ULFA, Singh said, "all insurgent groups must recognise that the only course open to them is to lay down arms. We will never compromise with those who believe in the use of gun to get solution to their real or imaginary problems."
He said insurgents and terrorists must recognise that gun is no solution to get their demands met.
"Once they lay down arms as Indian citizens we are willing to talk to anybody," he said.

Did Dr.Manmohan Singh know when his family fled his birthplace Pakistan, did it make "sense" at that time? Did he know as to why they were driven out of that country? If according to him war is not the solution, then braving one attack after another from accross the border is the solution? Just because Pakistan has nuclear arms, does that mean India should cease fighting and accept these attacks as fate? Does he not see any "sense" in seeing Pakistan bear the cost of these henious acts and should not let go scot free? Problem with India for long is that Indian ruling class has been "old" and lack the guts to call a spade a spade, unlike the western and american rulers. For past so many years, Indian politicians (including those from BJP) even never use to mention the name Pakistan in dealing with problem of cross-border terrorism! They use to use the word "neighbouring country"!
We can keep crying on each other's shoulders. Or, we can be ruthless. Broadcast messages in Bangladesh/Pakistan that anyone crossing into India will be shot down. It makes no sense to endlessly reiterate the demand that Pakistan "hand over the terrorists". This is the only refrain thats been echoing from this PM since the 26/11 attacks. It is abundantly clear that (1)Pakistan will under no circumstances extradite terrorists to India (2) The Indian Government has been, and continues to be incompetent and ineffectual in its response to the 26/11 attack (3) 26/11 will be followed by more, increasingly brutal attacks on our country triggering a fresh round of pathetic dithering and ultimately futile pleas such as this to the Pakistan Government for action. At any rate merely reiterating our pleas to the Pak government is not likely to suddenly produce miracles and get the Pakis to hand over their terrorists. The General elections this year should be able to remove this pathetic government from office and replace it with an administration with intelligence, resolve and and the will to bring the 26/11 perpeptrators to justice.
When are we going to start taking measures ourselves instead of begging to the likes of pakistan and bangladesh? -- "do somehting"..."hand them to us"...hand dawood, hand afzal, hand prabhakaran.... the world only responds to power and the indian politicians and security advisors need to learn that..perhaps a crash course on Realpolitik woudl be necessary...look at Kayani, how quietly and subtly he is winning all cards for pakistan....or learn something from China, that is making a mockery of us at every opportunity....war is not an agenda, but a defeatist attitude too will not help...why are we taking so long to use economic blockades..why are we not playing an active proxy role in NWFP....co-operation will only emerge in a tit-for-tat world.
Dr Kalam's words for taking action by our government does not seem to ring with our leadership who have ruled out all actions and want Pakistan to act with no pressure brought to bear except from USA, China, Saudi, etc each of whom has some axe to grind in this. USA wants Pak's cooperation and India's concern are minor for them and as far as China is concerned I wonder whether this is something they might have originated themselves in retalliation for India's allowing Dalai Lama to operate from here and the Saudi as the original sponsor of Taliban and supporter of Pakistan is sure bound to act to help India. Our Defence Minister goes to Washington with papers. For what purpose I cannot fathom. Does USA not have already all the data with the FBI joining the investigation. Just shows to placate the people and to have a nice foreign journey! Mr. Chidambaram please listen to Dr. Kalam and take action without wasting everyone's time and sparce currency in useless trips.
We have had a 'meek' PM and a 'weak' HM. As for the PM, he is only warming the seat for the 'prince' who will be made to occupy the 'throne' by the 'sycophants', 'if' this motley combination manages to come to power again after the next general elections in May '09. As for the new HM, he has just taken over and should be given some time to prove himself worthy of the responsibility thrust upon his shoulders, though the home portfolio is a totally different ball game from number crunching, which he is used to. It is hoped that in the process, he is not being made a 'sacrificial goat', by the powers that be.
It is not prudent to increase the present's salary by 300% when we need to divert our money to the top urgent priorities like closing/fencing the border between India and Bangladesk.
Indian Prime Minister should be aware that inter-state relations are conducted on the basis of bilateral or international treaties and agreements. How is it possible for Pakistan to handover its citizens, even if they are criminals, to another country in the absence of an extradition treaty? Why does India not wait for the conclusion of its still incomplete investigation, as conceded by EAM Mukherjee, and hand over the concrete proof and evidence, that can withstand the cross examination of the defence lawyer, to Pakistan, so that they can be tried in a court of law and punished if found guilty?
I am sure now Pakistan will hand over all the terrorist to India as Dr. manmohansingh has told. Great Leader as he also believe war is not the solution. Words of Indian prime minister barely means anything. In few days Mumbai carnage will be forgotten. A new attack again same old story of scarificing Innocent Indian life for muslim votes, again warning to pakistan, words only , no action. But surprisingly indian intectual will elect the same old impotent political leaders with landslide victory.actually Indian armed force should take the power and court martial all this politician. As a indian citizen i have no hope from this physically and mentally weak leadership. I am wishing a army rule in this country.

The Indian Prime Minister pleads with Pakistani rulers to hand over the terrorists responsible for the 26/11 attack to Indian jurisprudence for trials and for good measure he claims the "civilised world" feels inclined in the same way. This comes immediately after Pakistan had rejected any move to extradite the criminals and even claiming that none of its citizens took part in the mumbai massacre. The timidity and diffidence of the Indian leaders in conveying a forceful message of the legitimate anger felt by the nation is, to say the least, pathetic and shameful. It is no wonder Pakistan disdainfully rejects India's every demand for some form of justice !
Mr. Singh, Please stop. The crossing of borders to India is purly our problem, Pakistan and Bangladesh have no hand in it. Having terrorists killing on our soil is purly because of our shortcomings. And you too know this. And that's the only reason you, as a wise person, has deicied not to attack the terrorist camps in POK. To read/hear the words like "SHOULD BE HANDED OVER TO US"from a person who is heading over one Billion people with strong enough Defence forces and economy is demoralizing and derogatory to great Nation.People do know and realize that war should be avoided as far as possible but it has to be direct and clear language to make Pakistan know that India means what it says and the consequences will be worst.There are many ways to screw out Pak stubborness and vanity economic sanction is the best alternative.India must aggressively ask the rest of the world to do declare this country as pariah and axis of evil.Hunger and disease will teach them what sensibility is.The PMSingh should have known and followed what the Gurus had left messages about these anti-human people.

The non cooperation from pak is nothing new, we observe that not only they are not cooperating in mumbai blasts but in fact they planned and executed the operation with the help of non state actors and their army/ISI. Now question is that our politicians and foreign ministry should answer, is it for this day that we have been all along working on confidence building measures, inviting them for talks, running of buses and trains to pak, they gave Musharaff, then president of pak a kingly receiption and coverage during his agra visit. Now don't these people go to pak and get their cooperation and assurance that there will not be another mumbai . I hope india is not running buses and trains to pak for the conveyence of terrorists and ISI agents. Our politicans please learn something from Israel. Expecting Sense From Someone Nonsense.
Have some sense, PM. Why do u expect Pakistan to have sense when all that they cud do and talk is nonsense. If the border is porous with bangaladesh, why not seal it with electric fence? I heard there are houses in the bangaladesh border, the kitchen of which is in india and the bathroom is in bangaladesh. What a crap? Its a mockery of this democracy and especially this sick govt, which just wants votes and nothing else. Stopping the bangaladeshis from entering the country means a HIT on cong vote banks. Who would like to take that hit? None of the party deserves to win the next election, but unfortunately the congress or BJP will again come to power and ruin the nation again. I heard about a party called PPI which is run by professionals, they are apparently run by some IT professionals who r sick n tired of this dirty vote bank politics and want to contribute something for the country. Lets start supporting them, else Mayawati or Mulayalam or Laloo will become the PM one day..

Bilateral relations are based on the principle of reciprocity. Pakistan has never reciprocated India's overtures towards friendship. It is difficult to believe that they will take any action against the terrorists. A few years ago Musharaff had described them as freedom fighters. Even now one can see the amount of respect oozing from the words of Pak Forign Minister when he says 'Mazoor Azar Saaaheb' is not in Pakistan. US and other countries will only act so far as their intersts dictate. People of India are looking up to their Government to ensure not only their security but also restore their lost self respect. Pakistan's intransigence may be due to the empty bravado of one who has nothing to lose. We need not jump into a war just because Pakistan is provoking us. But we should use our ingenuity to find ways and means, political, diplomatic, military and others to see that Pakistan is compelled to act like a civilised country.
