Appearing before the Senate Foreign Relations Committee for her nomination hearing, Clinton said the Non-proliferation Treaty is the cornerstone of the non-proliferation regime, and the US must exercise leadership needed to shore it up.
"So we will seek agreements with Russia to secure further reductions in weapons under the Strategic Arms Reduction Treaty (START)," Clinton said.
"We will work with this (Senate Foreign Relations) committee and the Senate toward ratification of the CTBT and we will dedicate efforts to revive negotiations on a verifiable FMCT," Clinton said in her opening remarks.
At the same time, Clinton said the Obama Administration will continue to work to prevent proliferation in North Korea and Iran, to secure loose nuclear weapons and materials, and to shut down the market for selling them.
Responding to a question from the Ranking member of the Committee, Senator Dick Lugar, Clinton said non-proliferation of nuclear weapons is one of the most important issues that confront the Obama Administration.
"I don't think there is a more important issue that confronts the incoming administration and your leadership and inspiration with respect to arms control and especially non-proliferation and the effort to contain and destroy loose nukes and other material and now moving into the pathogen area, which is particularly dangerous, is a great example to me of what we should be doing," she said.
"It won't surprise you to know that in my transition review of the department, it became clear that arms control and non-proliferation functions had been significantly degraded. There was a difference of opinion within this current administration as to whether such an effort is worthwhile, whether it pays off, whether it's just spinning wheels," Clinton said.
She said some people in the Bush administration were of the view that "we don't need these agreements because good people don't need them and bad people won't follow them".
She is seeking arms control and non-proliferation experts to come back into the Department of State. Clinton argued there should be a rules-based framework for arms control and non-proliferation to isolate "bad actors".
"You can look at North Korea, you can look at Iran, but I think those should be the exception and not the rule. There should be a rules-based framework for arms control and non-proliferation; that if the US once again leads and constructs that architecture, we will be in a stronger position to isolate the bad actors," she argued.

hahaha, there goes another misconception. They know all along who the bad actor was... Is it not china, a big country that is party to the same table. And i believe clinton administration did nothing against their proliferation efforts when they are in office for two terms. Here again, i see ideology creeping in , rather than following reality on the ground. If they think and behave like idealists in this case, it is going to be a failure and would back fire on them.
Lets see how well the Indian Gov stands up.. Ask US to stop supplying arms to Pakistan.. Why is US so concerned about India where the elected Gov controls the Army while they gift arms to Pak where it is the other way round?Is there any guarantee which US has that the weapons given to Pak won't be used by them against India ???
Loose nukes are available aplenty in Pak. Do Obama and Clinton know that? The Israelis know it and that is why they frequently wet their pants.
Bill Clinton was anti-India who had all the knowledge about Kargil treacherous invasion by Pakistan but never sent a word to inform India.This fact he had committed himself last year.He had known that Pakistan had deployed crude nuke missiles as well.The same policy will be carried on by Hillary Clinton.Barrak Obama is novice and will remain dependant on such policies in the hands of old anti-India democrats.Moreover Obama will ultimately prove himself pro-Pak which his previous records and connections depict.Blood is thicker than water.Its good to know at this early stage so that India can be highly cautious for establishing further socalled friendly relations.Moreover India must work fast to make further nuclear deals with other nations.
Hillary Clinton appeared before the Senate committe for 5 hrs and barely mentioned India. Read New York Times web edition and you do not even have a mention of India. Her statement is not new. The US has tried this card in the past and this has not worked. The NPT was pushed through just before Indian nuclear tests in 1970s. The timing clearly indicates that it was targetted at India and that is why India has refused to sign it. The proliferation of nuclear weapons into Pak is with US money and Chineese technology. The US response to Mumbai attacks has been to ask INdia for restraint but no action on Pak which refuses to act on the terror dossiers. The Pak inaction lends credence to the belief that the terror was masterminded by the Pak army. Obama talks about a special respresentative on Kashmir where people have clearly voted for democracy despite terror threats and poll boycott calls of separatists. In this situation, if India is to think about NPT etc, it would be foolish.
Hillary should first void the deal of India with Boeing. Stupid Indian Government is going to waste $20 bn of taxpayers money which can be used for the population control and children education. We are not Pakistanis those beg for the welfare and spend on weapons. We are proud Indians.
Clinton seems to be in a hurry to alienate India. When she tries to do that, she will learn an early lesson she won't forget.

Trust me on this, papis are more professional when it comes to international politics; however you may not like it, it is proven time and again. Our Gandhi-Nehru legacy has made this country in to a slumdog. We beg around when papis snatch and get away with it. Stop glorifying Nehru. Losses due to his egoistic behaviour far outweigh his gains. Sardar Patel, Dr Ambedkar and Veer Savarkar had more pragmatic views on handling India's future. They are being proven right in front of our eyes now. Going to the Commies, was very costly affair, huge investment got blocked up on obsolete technology for decades. Vis-a-vis the last 2, Nehru was like a school boy.In front of SP, he could be called a junior class kid if Mr SP was at the graduating stage.
There must be total ban on nuclear
Sir, the americans have also let us down at the crucial movements but we have people in power here who have not learnt any lessons. in fact they are beholden to americans for the positions they hold and have unfortunately been able to present themselves in such light which has mesmerised the unsuspecting common man in India to believe that they have done wonders for them. they have evolvedways to create an air about their infallibility by propaganda carried out through use of huge funds at there disposal. the period of last five year is going to be the nightmare as more and Mumbai's, Satyams and Hillary talks surface. We do not yet know how many deals will start stinking like BOFORS in the near future. hopefully the country will come out of the darkness which is threatening to overtake us.
when our own govt is not willing to do anything ...why should any other Govt make its policy to go out of way and build a case for India....that drive to fight and put pressure has to come from India not from USA or any other country.....they will follow only when India weill make the right noise and make it clear to the international community that if pakistan wont hand over the lisrt of people ...it means war.
The US do not care what happens to others when they persue their objective - when they wanted the Sovients out of Afganistan, they used Pakistan and devided Afgan people, nurtured Al Qeida and Taliban and now the tue Afganis and Pakistanis are suffering! The US takes care of the Military - and not the people. We have to be very careful as the US always balances its Middle East policy using some such tactics which will be detrimental to India as they seldom has any strategic interest in India.
Americans are known for their cunningness to dominate the world, They are capable of doing anything Beware before you take any decisions and not in haste like the present congress regime undermining the interest of the country.India is capable of being of being super power and march towards it
Be assured of one thing .No matter who come to power in the US nothing is going to change . their quest for supremacy will not fade . their deciteful policies will not change .Never trust the US. we must have learnt the lesson long back .
US cannot be trusted as a true friend of India as they always play with their own allies for their benefit which our national leaders should keep in mind when getting too close to them.
Now let us not jump at this news item. Surely, you can't have the Americans doing everything as per our convenience. Let us aim at a consensus on the more vital issues concening us. Thanks to Nehru's wonderful foreign policy, it is going to take some time to give a correct image of us to the westerners.
Since the 1950s, the US has proved that they consistently support terrorist regimes and dictatorships - Papa Doc, Baby Doc, Trujillo, Suharto, Syngman Rhee, and now the various Pakistan regimes that support terror. Like the Bourbons in France, the Americans have never learnt anything, nor have they forgotten anything.
